BACKGROUND:
Serve as the Asymmetric Warfare Analyst for the Joint IED Defeat Organization (JIEDDO), in Northern Virginia. The JIEDDO Counter-IED Operations Integration Center (COIC) is focused on neutralizing the ability of IED networks and their threat against Coalition Forces throughout the CENTCOM AOR. The analyst must work as a team member and be able to both lead the team and play a role as a subordinate team member.

The Asymmetric Warfare Analyst will serve as a subject matter-expert (SME) on general asymmetric warfare issues including (but not limited to) unconventional/irregular warfare, counter terrorism, and improvised explosive device tactics. The Analyst will conduct both target and English language oral and written product development (including hardcopy, electronic, and multimedia material). The Analyst will apply his/her in-depth knowledge of general asymmetric warfare functions to identify emerging substantive issues within the focus AOR and succinctly communicate findings to senior contract and government personnel as part of a team. This will be done by generating Open-Source assessments, special studies, and threat role playing/war gaming, which provides unique insights and actionable responses to tactical, cultural, political, economic, and social trends potentially affecting Counter-IED operations in the AOR.

The course is a progressive skills builder where exercises are interspersed throughout. The training schedule includes extended training hours to include evenings and weekends.

* Counterintelligence Research, Development, and Acquisition Course (CIRDA):
Prior experience with acquisition and research process focused on Critical Program Information (CPI) is mandatory.
This two-week course provides a comprehensive look at the environment a CI specialist operates in when supporting ac­quisition programs containing Critical Program Information (CPI) and/or supporting Research, Development, Test, and Evaluation (RDT&E) programs developing or researching the enabling technologies that potentially evolve into CPI.
This course covers the DoD acquisition management process, international programs security, export control and technol­ogy transfer processes, analytical risk management, working in a research and development facility, joint operations, and the Counterintelligence Support Plan.
All subjects are taught in a classroom setting. However, the bulk of the work and learning are derived from the practi­cal exercises that simulate actual CIRDA operations. There is a significant amount of evening and weekend work hours required during this course.

* Defense CI Agent Course (DCAC):
The course is a nine-week course providing students from non-military service organizations the knowledge and basic skills required to conduct numerous and diverse duties of a basic CI agent. In addition to an emphasis on CI legal issues, the course focuses on the activities that comprise CI functional JCITA Course Catalog 22 services: educating the workforce on the foreign espionage and terrorism threat; detecting espionage; conducting CI inquiries; preserving CI operational and investigative viability; collecting and reporting CI information; and assisting other agencies in CI matters to include operations and investigations. The extensive use of small group instructional methods and practical exercises enables the development of individual skills.

The Human Terrain Assessment Subject Matter Expert (SME) in the National Geospatial Intelligence College (NGC) is a team member with specialized skills and in-depth knowledge in the HTA discipline. The SME supports design, development, implementation and evaluation of training and education using this specialized expertise; contributes to the execution of project task plans; and assesses the implications of trends, policies and methodologies on future HTA training. Activities are conducted in support of the NGC and project team's objectives and will take up about half or more of the positions time. In addition to supporting the development of curriculum, this position will also conduct forward-looking training needs assessment (TNA) of each upcoming HTA course as the other half of the role. This will include working with other SME's, evaluating existing course mat erial that may be reusable, commercial courses available, etc. The SME also works closely with managers, senior specialists and other members of the HTA Special Project Team.

Specific duties may include:

- Establish effective relationships with the NGA / NGC customer.

- Conduct training task analysis, HTA training course design and development, instructional simulations/scenarios development, course implementation, and course evaluations the HTA curriculum.

- Work with the training development team to determine the best approach for specific training requirements.

- Collect and analyze information using appropriate techniques to review requirements for each course, identify stakeholders and resources; and convey this information to the curriculum development team as they prepare to undertake each course.

- Provide in depth subject matter expertise to creatively develop the best possible HTA curriculum.

- Occasional supervisory responsibilities may be required.

Work will be performed primarily at NGA/NGC locations in Fort Belvoir, VA and may require some local travel.

Responsible for field level implementation of health, safety and environmental policies, procedures and guidelines as instructed. Duties are within a defined project, worksite or geographic location, as directed. Leads the quality and safety management direction on a project basis. Provides support of continuous improvement and quality management techniques.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
Activities include, but are not limited to; risk identification and management, incident reporting and investigation, waste minimization, pollution prevention and various compliance activities and implementation of various aspects of management systems in all areas of health and safety. Conducts inspections and assessments.
Performs OSHA record keeping and other general administrative duties. Good computer, oral and written skills required, as well as good organization abilities. Assignments may or may not be well defined. Requires knowledge of Company’s health and safety programs, policies, procedures and processes, as well as working knowledge of applicable regulatory requirements. Provides training requirements for all safety and health issues.
Effectively manages worker’s safety and health protection, attempting to reduce the extent and the severity of work-related injuries and illnesses, addressing all work-related hazards, including those potential hazards that could result from a change in worksite conditions or practices. Collects, reviews, selects and introduces to the organization new tools and quality management methods that enhance performance. Recommends training, tools and methods for specific tasks, trends and other business unit quality management applications.
Responsible for all project quality issues related to policies, practices and attainment of operational goals. Develops quality plans, programs, and checklists for implementation of site quality program. Prepares annual audit plan and schedule that defines the frequency and nature of the audits to be performed. Audits will be scheduled on the basis of the status and importance of project’s various activities.
