EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

The incumbent works with the LRO Director to implement appropriate financial controls and to coordinate and monitor agency programs and administrative activities, and establishes mechanisms to evaluate the effectiveness of assigned programs and ensure consistency with agency policies. Ensures operations are efficient and cost effective.
Develops plans and strategies based upon agency policies and disaster recovery needs and makes recommendations to enhance policies and procedures to meet new or unforeseen situations. The incumbent serves as the senior advisor to the Director of the LRO for the planning, development, review, and evaluation of all phases and functions of long-term disaster recovery operations.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience is described as experience in working with the laws, regulations, policies and precedents of disaster operations and disaster recovery programs as authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or similar federal or state emergency management programs in coordinating the delivery of federal disaster assistance.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.

Remedy System Developer responsible for an existing ITSM Remedy solution that manages Missile Defense Agency (MDA) IT operations activities. Primary focus for this position will be the management and maintenance of the Atrium CMDB and Asset Management platforms. Perform development, change, test and deployment of MDIOC processes into Remedy and work directly with managers and Remedy developers within the MDIOC. Perform local customizations and system enhancements necessary to meet business needs. Qualifications:
Candidates must be certified in Counterintelligence Force Protection Source Operations (CFSO) with field experience. Prior graduates of the JCITA Counterintelligence Source Operations Course or Military Source Operations (MSO) will be considered for this position.

-Promotes knowledge sharing throughout ISAF/USFOR-A and Partner ANSF, facilitating a seamless exchange of information across all systems.

CoreIMS EE is the automated inventory system used by ANSF to track and manage all Afghan materiel which also includes medical and aircraft ground support branches of the ANA. Technical assistance is required to augment
NTM-A/CSTC-A CJ4's effort in deploying and training ANA personnel in the use and operation of the system. To achieve a successful outcome with the ANA
the contractor shall:

Work in conjunction with NTM-A/CSTC-A CJ4 personnel in order to train ANSF personnel to be able to conduct independent supply operations with CoreIMS EE at the various levels of supply from the local to the national level of
ANA supply operations.

Develop, operate, maintain, and train ANA personnel in the daily operations and duties of a CoreIMS EE DBA; to include hardware operations, with the goal to transition operation and DBA responsibilities to the ANA and
establish a "Help Desk."

Train ANA on automation mission critical components such as data and hardware integrity, consolidation, database security, and reporting. Various crystal reports need to be developed under the guidance of NTM-A/CSTC-A and ANA; included is to train the ANA to develop their own reports.

A previous edition of CoreIMS exists as a standalone version that contains approximately 4 years of data that requires migration to the web based Enterprise Edition. The end state is a consolidated database operated by ANSF.

Focus immediate attention to transition CoreIMS (standalone) data to CoreIMS EE. Transfer of data shall occur within 4 months; weekly progress reports are required.

Establish procedures, publish SOPs, and train ANSF Help Desk and DBA personnel to resolve basic computer issues and be able to answer basic supply questions.

Create, maintain, and update CoreIMS EE lesson plans aimed at educating ANA personnel in order for them to be able to operate systems independently of outside assistance.

Monitor performance of ANA personnel conducting automated systems functions for deficiencies and provide corrective training as required to eliminate noted deficiencies.

Outline identified deficiencies and corrective actions taken and provide written reports to NTM-A/CSTC-A CJ4, monthly.

The contractor shall serve as DBA and system administrator for CoreIMS EE until ANA can take over this function.

Ensure close coordination with a similar effort on the MoI/ANP is required to ensure that the endstate is a single ANSF system.

Develop metrics and procedures to optimize database performance to ensure maximum uptime and provide reports weekly.

Provide 24 hour on call after hours phone support.

This effort is to assist in the development, fielding, training, and transition of an automated backbone for materiel management using CoreIMS EE (and includes migration of data from a standalone version of CoreIMS) as an inventory management system. The depth of effort and training starts from regional locations at the FSDs and moves up through the ANA to depots, materiel management centers, and ancillary organizations such as, medical inventory, central workshops, and aviation ground support inventory systems. Major components include database management administration over site, training, stock record accounting and accuracy, aligning processes, reporting, inventory accountability, maintenance interface, and warehouse management. The first major milestone in July 2011 where it is expected fundamental systems are in place and transition has commenced with the concern shifting to capacity issues. The contractor shall:
Assist the ANA through the implementation of an automated logistical software system to include hardware installation and configuration.
Establish and develop a technical manual which covers software and hardware configuration and usage.
Train the ANA in the efficient and effective utilization of the system and resources to maintain the system. Coordination of training effort is required to ensure efficient use of training resources.
Assist in the alignment and coordination between contractors to ensure that the ANSF database within CoreIMS EE retains highest integrity and the use of SOPs.
Ensure that systems at all system locations throughout Afghanistan are established and provide priorities with a roadmap for future system fielding and upgrades.
Work with and assist in training the catalog department, acquisition and procurement departments, and fielded personnel to use the system properly and ensure the system remains up to date in all aspects.
Establish and develop all POIs and assist in the delivery of training to ANA personnel utilizing the automated system.
Continually monitor system data to ensure accuracy in quantity, type, and location; and provide corrective training when deficiencies occur.
Provide site surveys for new installation requirements and update NTM-A/CSTC-A CJ4 and MoD on the progress of the installation and teach ANA personnel to do the same through their chain of command.
Provide oversight and training of system's network operations; disaster recovery; database security; and troubleshooting.
Note:
This position requires close coordination with a similar effort being executed in the MoI/ANP.
When required due to database performance or network interoperability problems, provide OEM support to verify setup, updates, configuration, and operation.

Document and report the changes to the C2 TECOE, so that they are incorporated into the BST curriculum.
• Providing training and instruction on fire support processes and procedures using C2 fire support control systems such as AFATDS, EMT, and JADOCS to Fire Support Coordinators in the Battalion and Regimental COC, and familiarize COC personnel with the duties and responsibilities associated with the MAGTF Fire Support Coordination Center (FSCC). Instructional support shall represent the information contained in the following doctrinal publications: Marine Corps Warfighting Publication 3-16, Fire Support Coordination in the Ground Combat Element (GCE); FM 101-5-1, Operational Terms and Graphics; and FMFM 2-7-1, and the MAGTF Artillery Training and Readiness Standards Manual.

Requirements.
• Must be well versed in MAGTF Fire Support Coordination procedures and operations at the tactical level for Company through Regimental infantry combat operations.
• Possess a strong background in both fire support and maneuver control systems with an emphasis on integrating fire support coordination with ground operations using the family of C2 systems fielded as part of the Combat Operations Center (COC) Capability Set (CAPSET) version III and IV.
• Must be familiar with the systems, tools, TTPs, processes and references previously listed.
• Possess operational Fire Support Coordination experience based on deployments supporting Operation Iraqi Freedom (OIF) and / or Operation Enduring Freedom (OEF), while serving as an LtCol / Major 0802, or MGySgt with a 0861.
• Must understand the Instructional System Design (ISD) approach to POI development, and be able to provide training equivalent to the standards established for Marine personnel who have attended a military instructor certification course or civilian equivalent such as the Marine Corps Formal School Instructor Course or ISD course.
• Possess and maintain a SECRET clearance.
