INL/AP Civilian Corrections Advisor/Islamabad, Pakistan/Top Secret Security Clearance Dept. of State Civilian Corrections Advisor The Narcotics Affairs Section (NAS), based at the US Embassy in Islamabad, Pakistan, is funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Afghanistan/Pakistan Programs (INL/AP). The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues, including corrections, for the Department of State. INL’s corrections programs are overseen by the Bureau’s Chief Corrections Advisor based in Washington, DC, Office of Civilian Justice Assistance and Partnership (INL/CAP). In October 2009, INL’s Chief Corrections Advisor conducted an assessment of the corrections system in Pakistan and produced a written assessment with recommendations. The assessment concluded that Pakistan’s overcrowded and crumbling prison system faces many challenges, but is not in a state of imminent collapse. The system is administered by the provinces with little federal support or guidance and is at more than double its capacity. This is because the system is filled with pre‐trial detainees awaiting their court date in the country’s clogged court system. Pre‐trial detainees can wait for years to go to court, even for minor crimes. The prison staff is poorly trained, underpaid, and lack full control of facilities and prisoners. The current anti‐militant campaign has implications for the system, particularly in Khyber Pakhtunkhwa (KP) province, where the recent influx of dangerous and hard to manage detainees threatens to push the system closer to a crisis point. The Corrections Advisor (CA) reports to the Narcotics Affairs Section (NAS) Director at the U.S. Embassy in Islamabad, Pakistan, and serves as the corrections systems development expert on a full range of prison/corrections issues in Pakistan. In response to this, Raytheon is providing an element of the OCX Block 1 functionality to provide GPS III satellite command and control via the Launch and Checkout System (LCS). At the time of the planned launch of SV-01, the LCS element will not have the ability to process L-band ranging measurements, estimate satellite clock and ephemeris states, or generate navigation uploads. Consequently, the LCS element will need to be augmented with other tools and resources in order to complete the on-orbit checkout of SV-01. The combination of the LCS element and these additional tools and resources provides the GPS III Launch and Checkout Capability (LCC). Lockheed Martin Space Systems Company (LMSSC) and Infinity Systems Engineering must work with Raytheon, the Air Force, and the Systems Engineering and Integration (SE&I) contractor to align development schedules and to ensure successful completion of all pre-launch exercises and rehearsals.
