As a Proposal
Lead you will work with an experienced team of program directors, managers,
Subject Matter Experts (SME), and consultants within CACI's Acquisition Support
Group (ASG) to collaborate on developing high quality responses to Government
solicitations (including recompetes), data calls, and Requests for Information
(RFI). Using your experience and knowledge, you will skillfully lead proposal
operations to facilitate growth of new business, delegate specific
responsibilities to team members, and oversee the successful completion of all
assigned tasks. Responsibilities include:
Work closely
with the Business Development Growth Executive (BDE), BD team members, Line
Managers, analysts and SMEs to plan, strategize, and develop high quality,
compliant proposals. This includes support for pre-RFP solution development
efforts, participating in proposal readiness reviews, developing win themes,
formulating best value propositions, identifying discriminators, and designing
supporting graphics;
Working with
the ASG BDE, identify SMEs who can collaborate on and support technical
writing, editing, and color team reviews;
Communicate
tasks and objectives clearly and unambiguously and ensure accountability on all
requirements;
Identify roles
and responsibilities with sufficient detail to reduce conflict, minimize rework
and maximize team effectiveness;
Drive proposal
production, building proposal volume outlines and drafting proposal language;
Devise proposal
schedules, and schedule meetings and color team reviews, then lead the effort
through proposal submission and lessons learned. Work with the BDE and others
to identify, budget for, and assign key proposal tasks (technical, management,
security, resumes, past performance, etc.);
Develop and

Maintain focus

Work with the
BDE and line organization management to identify cost volume and pricing volume
leads; ensure cross-pollination and consistency of pricing with other volumes;
Assist with
milestone/gate reviews, prepare status reports and briefings for management;
prepare, present, conduct, and participate in reviews at all stages in the
proposal;
Define,
document, support, and implement continual proposal process improvement through
lessons learned presentations to proposal team;
Manage proposal
file system, configuration management, and version control;
Assist line
managers and staff in understanding and implementing capture management and
proposal development best practices; provide on the job and just in time
training accordingly to line staff, proposal writers and reviewers as needed;
Maintain
appropriate records and documentation; track, monitor, and report data to
support proposal development;
Establish short
and long-term proposal objectives consistent with organizational strategy;
Participate in
BD planning and policy development issues; and
As needed,
support the BDE in Capture efforts to maintain continuity across the BD
lifecycle, enhancing our ability to win as opportunities pass from
qualification into capture and then proposal.

Ground, MD. You will be part of an
integrated team to maintain effectiveness in defeating worldwide electronic
warfare and signals threats while using your problem-solving skills and able to
work with a team while in support of on-going projects managed from the
Communications Electronic Command Software Engineering Center’s Army
Reprogramming Analysis Team (ARAT) Program Office.
More About the Role:
The primary focus of this position
is to provide support services to the Threat Analysis (TA) Branch within
ARAT-PO. The Threat Analyst shall be responsible for supporting the development
of Mission Data Set (MDS) software for the ARAT-TA Branch through analysis of
air defense systems, as well as to provide intelligence data and threat
information for Aircraft Survivability Equipment and Electronic Warfare systems
fielded to the US Army.). Additional responsibilities include:
Support development software reprogramming
requirements for the AN/APR-39 and AN/APR-48 Radar Signal Detection Systems
(RSDS) found onboard Army aviation platforms such as the UH-60 Blackhawk and
AH-64 Apache helicopters.
Analyze the Order of Battle (OB)
and extract weapon system and emitter information to create a prioritized list
of threats to be reprogrammed into MDS software.
Develop MDS reprogramming and
simulation requirements in the form of a Threat Analysis Specification (TAS) to
meet emerging threats.
Critically analyze and review
results of tests against developmental MDS programming to confirm system threat
detection requirements from the TAS are met. Conduct Verification and
Validation tests of MDS programming before it is released to the field.
Develop Aviator Product documentation
for aircrew such as Kneeboard Cards and Pertinent Notes.
Conduct analysis of new threats to
aviators in the field and write System Impact Messages that detail indications
of the threat relevant to their ASE.
Perform independent reviews of intelligence
briefings, reports and information/issue papers produced by Service Production
Centers.

DUTIES AND RESPONSIBILITIES:
Operates and inspects machines or

Instructor to deliver advanced Signal Intelligence (SIGINT) tactics,
techniques, and procedures (TTPs) training. The Instructor will develop,
deliver (instruct/present), and provide the implementation, classroom
instruction, and practical exercises of programs of instruction (POI) for each
course, focused on current and emerging technologies and protocols for SIGINT.
The instructor will support all POIs and modify, as required, to make maximum
use of current and emerging equipment, and to integrate technology upgrades and
user feedback. This includes coordination with, providing technical guidance
to, analyzing feedback from, and interactively refining TTPs for, personnel
executing global missions.
Instructors will participate in
episodic events as needed. The training delivery will vary based on the

Security Agency (NSA) certification requirements from various organizations
within the agency Current certification requirements include MODE 1, MODE 2,

The Bureau of Political Military
Affairs (PM), Directorate of Defense Trade Controls (DDTC) requires the support
of a Compliance Analyst with a regulatory background to join the Compliance and
Civil Enforcement Division.
Essential Duties and
Responsibilities
Includes the following:
Facilitates the registration of
exporters, manufacturers, and brokers under Parts 122 and 129 of the ITAR under
close supervision.
In accordance with established
office policies and procedures, reviews information submitted by registrants to
meet the requirements of Section 122.2 concerning criminal violations or
indictments under relevant statutes (Section 120.27), as well as foreign
ownership and control, and notices of changes submitted as required under
Section 122.4 concerning foreign ownership and control.
Reviews license requests referred
from DTCL to ensure appropriate compliance with registration requirements.
Initiates inquiry with and obtains appropriate documentation from US parties or
other DDTC elements. Prepares final action for senior staff approval
Updates and maintains State
Department’s Watch List database of entities of concern, both to comply with
the AECA and to support foreign policy implementation via arms export
licensing. Helps identify and implement technical improvements to the system.
Helps monitor team efforts to
expand and refine abilities, respond to shifts in workload, and maintain high
quality work products.
Coordinates and liaises with
interagency non-proliferation and export control community on arms
trafficking/proliferation matters involving the AECA and ITAR, as well as
international export control outreach.
Performs record searches, reviews
and analyzes license approvals, produces comprehensive reports of finding and
provide information that support criminal investigations by the DHS ICE, FBI,
and U.S. Attorneys.
Participates in the Company Visit
Program through periodic, domestic travel around the U.S to pre-selected
defense companies. Gather information, prepare plan, conduct visit and report
on findings.
Maintains a list of parties
debarred and ineligible to participate in the export of defense articles and
services under the ITAR for use by the Department and the defense industry.
Monitors compliance cases
involving statutory debarment of individuals or companies convicted of
violating the AECA. Reviews case files, indictments and court orders. Reports
findings to supervisor. As directed, processes requests for reinstatement of
export privileges upon termination of debarment.
Coordinates with the Office of
Defense Trade Controls Licensing on compliance and enforcement matters,
including license suspensions, revocations, denials, and eligibility to
participate in defense trade.
Helps coordinate plans and
operations within DDTC to help identify and prevent violations of U.S. export
laws and regulations and support remedial action, such as civil enforcement

Serves as subject matter expert in

1. Performs budgetary functions

a. Supports preparation of the

(Estimates are prepared by appropriation IAW Army policies and directives.)
Prepares, coordinates, directs, and provides quality control on guidance for
use by INSCOM G6/GISA personnel in development of budget estimates. Reviews and
analyzes critical portion of HQ staff budget. Directs the consolidation,
analyses, and quality control of staff input and submits HQ budget. Implements
and reports IAW directives. Interprets and renders authoritative advice and
decisions on regulatory requirements, rules, directives, and regulations.
Briefs staff and senior executives and higher echelons. Provides technical
advice on matters pertaining to funding, programming, and interpretation of
policies and regulations to centralized budget personnel and HQ staff.
b. Reviews estimates and
supporting data to assure the application of funds, performance
against HQDA goals, and budget
programs included in HQ staff funding. Based on analyses, initiates, reviews,
and recommends approval or disapproval of requests for transfer of funds
between HQ Staff Directorates, appropriations, and/or major subordinate
commands (MSCs).
c. Renders participation and
assistance in the planning, development, and preparation of INSCOM policy,
programs and objectives pertinent to Command budget programs which are
subsequently submitted to HQDA, DCI/OSD, Office of Management and Budget (OMB),
and Congress. Develops data in support of budgetary requirements. Prepares
written justification of resource requirement.
2. Develops annual fiscal year
budgets for MDEP SCIF-IT and GDIP.
Coordinates with INSCOM G6/GISA elements and other agencies to update
requirements from prior POM to build current year budget. Prioritizes and
builds 1-N list of requirements that is consistent with POM submission but incorporates
current year adjustments. Supports briefs to chain of command for approval.
Analyzes Army Budget Office (ABO) Funding Letter adjustments and prepares
impact statement on program. Supports preparation and submission of MDEP
distribution plan to INSCOM G8 Resource Management (RM). Prepares, in
coordination with executing agencies, monthly execution plan by Element of
Resource. Coordinates with executing agencies and tracks obligation and
performance outcomes of executed funding. Updates PAF forms with metrics data
for year of execution. Develops and executes end of year spending plan to
reallocate all unobligated funding. Determines requirements for annual
supplemental funding and submits requests to INSCOM G8 (RM). Coordinates with
executing agencies and tracks obligation and performance outcomes. Tracks
Budget Estimate Submission (BES), presents budget positions and runs reports
from Army PPBE database and PPBE Tools. Programs SCIF-IT requirements for
INSCOM deploying forces and installations in the Army Program Objective
Memorandum (POM) as part of the Planning, Programming, Budgeting and Execution
(PPBE) process. Conducts economic trends and cost analysis studies to identify
and conceptualize budgetary and programming problems and develop alternative
solutions involving complex and conflicting objectives. Analyzes and correlates
large amounts of narrative and statistical material used in justifying the
SCIF-IT funding and realigns resources. Evaluates budget execution to ensure
compliance and recommend corrective action when necessary. Evaluates impacts of
resource legislation in terms of Army force readiness relating to SCIF-IT and
GDIP programs. Collects, processes, and analyzes funding data. Identifies
problems and develops recommendations for program and budget execution.

Bachelor’s Degree.
Experience with Arms Export
Control Act and International Traffic in Arms Regulations required.
Experience with supporting the
adjudication of US Defense Articles required.

Active SECRET Clearance.

background check and a drug screen

Temporary Note: On Tuesday, Dec.
7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19
vaccine mandate for federal contractors (EO 14042). Cherokee Federal is
monitoring the court case and awaiting a final ruling. As a result of the
injunction, Cherokee Federal is halting the enforcement of the mandate,
however, if the injunction is lifted and the mandate remains, Cherokee Federal
must reenact its vaccine requirement.
