QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-07 level you must possess at least one of the following:
A. One full year of specialized experience. Specialized experience is described experience: applying principles, concepts, policies, and objectives applicable to administrative processes; maintaining calendars and scheduling appointments; receiving calls answering routine questions and referring others to the appropriate staff member; utilizing various computer software programs to create reports, presentations, and compile data; maintaining filing systems; composing, editing, and reviewing correspondence using proper formats; and arranging travel.

B. Possess 1 year (18 semester hours) of progressively higher-level graduate education leading related field, which provided me with the knowledge, skills, and abilities to do the work of this position.

C. Completed an undergraduate degree in a field that is directly related to the position to be filled and I meet one of the requirements for Superior Academic Achievement (SAA) at the undergraduate level as follows: 1) Class standing – Graduated in the upper third of the class based on completed courses in the college, university or major subdivision; 2) Grade Point Average – 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher on a 4.0 scale based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of curriculum; or 3) Election to membership in a national scholastic honor society.

Duties: Operates gas fired boilers, multi-fuel boilers and oil fired boilers burning residual or light fuel oil in a boiler plant or plants with capacities up to 60,000 pounds of steam per hour. Operates a boiler with responsibility for the operation of all equipment in the boiler plants during this shift. Fires/operates gas fired boilers, multi-fuel boilers and fired boilers, igniting boilers by operation of electronic controls. Regulates flow of fuel to gas/oil burners by adjusting valves and other controls. Regulates oil temperature in storage tanks. Observes indicating and recording instruments such as pressure, flow and combustion gages and meters to insure proper functioning of feed-water regulators, heat exchangers and combustion-control equipment. Adjusts valves and other controls as necessary to maintain proper steam pressure and oil and gas (propane and natural)-air ratio. Regenerates water softeners and controls operation of deareators. Adjusts and regulates chemical proportioning pumps and boiler blow-down equipment. Operates soot blowers and maintains heat exchangers and combustion-control equipment in efficient operating condition. Starts or secures one or more boilers as required by steam demand or emergency situations in the boiler room and area served. May make repairs and adjustments to pumps, fan valves, regulators, injectors, circulators, packing glands and to other allied equipment in assigned boiler room. Also removes, disassembles, cleans, repairs, reassembles and replaces equipment when feasible. Samples, tests and chemically treats boiler water as necessary to maintain water sides of boilers in proper condition. Mixes chemicals for chemical proportioning pumps. Operates as Roving Patrols, maintaining hourly logs of all operations, recording gage and meter readings and noting unusual happenings or situations. Maintains boiler room, boilers, equipment and facilities clean and in good order. Cleans firesides, fire boxes, burners, blowers and watersides as required during operating periods. May do minor painting of boilers and equipment for preventive maintenance and good "housekeeping" purposes.

Electronics Technician/Aerial Technician

Scope of Work: Rigging and installation of telecommunication equipment on towers, monopoles, rooftops and other structures. Reports to Crew Leader

Requirements: 3‐5 years minimum in workforce. Attitude, Aptitude, Construction experience, experience at heights, technical aptitude or experience, young, athletic, eager, excellent work ethic, quick learner, capable of working with others, shows passion for their work, computer literate. Background in electronics or telecommunication is an asset. Written and oral English capability is a
requirement, as well as a valid driver’s license and a clean driver’s abstract. Climbing, rigging, and working on towers integral part of the job. Candidate must be willing to travel.

For both positions—PROJECT SCOPE and TECHNICAL REQUIREMENTS:
Installation of Remote Radio Heads (RRH), antennas, feed lines, fiber‐optic Cabling, DC Cabling, and junction boxes on various locations of various descriptions, including towers (<200’), rooftops, monopole towers, and water towers, for use with LTE Cellular systems. Sub‐assembly of related components, field testing and reporting of completed components and fully assembled systems, reporting to client on all phases of work performed.

Requires:

‐Familiarity with rigging techniques, steel modification, steel component installation, and tower systems. Familiarity with ropes, winches, capstan winches, fall‐arrest systems and safety components, working at heights.

‐Familiarity with typical Carrier methodology and concepts for Cellular; new and legacy: AMPS, GSM, CDMA, HSPA/UMTS, and LTE.

‐Familiarity with typical Carrier and industry methodology and concepts for fiber‐optics; component fragility and cleanliness, hoisting considerations, testing procedures and safety considerations.

GENERAL DEFINITION OF WORK:
Performs difficult professional and technical work in concert with the planning, design and construction of oversight of improvements in the Public Housing Capital Program and rehabilitation undertaken with HOME and CDBG programs under the general supervision of the Capital Fund/ Rehabilitation Program Manager.

TYPICAL TASKS: (Examples Only)
Serves as NNRHA’s primary point of contact with architectural and engineering firms providing professional services for projects, with prospective contractors, with contractors undertaking capital and rehabilitation projects; and with NNRHA staff and homeowners;
Reviews engineering and architectural professional services proposals for capital projects and makes related recommendations for action to the Capital/Rehabilitation Program Manager.
Manages assigned projects in accordance with Federal requirements on behalf of NNRHA and conducts related inspections on capital improvements on Authority public housing projects and single family and commercial rehabilitation projects;
Prepares cost estimates, specifications and work write-ups for rehabilitation and special projects;
Reviews task order proposals for architectural and engineering services, facilitates the preparation of such plans and initiation of actual work and, upon award, reviews in process and final plans for capital improvements and rehabilitation; serves as liaison with such firms on site and in meetings to facilitate the preparation of such plans and initiation of actual work and approves requests for payments;
Provides technical assistance as requested to builders, property owners and other agencies on general and complex rehabilitation projects;
Inspects capital improvements work for compliance with plans and specifications and serves as liaison with building code officials in the inspection of ongoing work;
Maintains daily log of project activities and monitors project schedules;
Assists Capital Program and Rehabilitation Program Managers in the development of program activities and related budgets;
Reviews requests for change orders, reports on construction problems and resolves contract disputes with assistance from the Capital Program Manager and Rehabilitation Program Manager as appropriate;
Provides input and Assists in the preparation of housing project needs assessments; and
Attends meetings with residents, contractors, architects and public agency staff members.

KNOWLEDGE, SKILLS AND ABILITIES:
Ability to exercise good judgment in diverse situations; thorough working knowledge of State and local building codes and regulations and of construction methodology and materials; general knowledge of architectural and engineering practices; ability to read and interpret blueprints and specifications; ability to critique construction work including review of materials, workmanship, and the construction site; ability to communicate orally and in writing in a clear and effective manner; ability to establish and maintain effective working conditions with associates, architects, contractors and the general public.

EDUCATION AND EXPERIENCE: (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.) Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in construction management or related field and extensive training in all phases of residential and commercial rehabilitation and construction work, with related certifications and licenses and 6 years extensive experience in residential and commercial construction, with multifamily construction experience preferred.

15. INCIDENT RESPONSE ANALYST (Quantico, VA and Camp Pendleton, CA)
SCOPE:
The MCNOSC seeks to augment existing MARCERT technical staff. Staff augments along with existing staff will carry out the technical subset of the doctrinal DoD CNDSP functions of protection, detection and response in order to disrupt, deny and degrade network adversaries’ ability to influence the confidentiality, integrity, availability, authentication and non-repudiation of IT services provided to authorized users on the MCEN. The specific functions performed under this statement of work lie outside the field of standard IT service provision and demand uniquely skilled and experienced practitioners with pertinent past experience in order to successfully respond to and prevent sophisticated cyber-attacks. This staff augmentation will elevate the MARCERT’s ability to perform targeted service disruption against unauthorized users in order to more effectively secure USMC global data communications.

Work performed under this contract is intended to support a broad range of technical, engineering, operational, maintenance and management functions pertaining to the responsibilities inherent to the Department of Defense’s CNDSP program as outlined by DoD Directive O-8530.1 "Computer Network Defense" (dated 8 Jan 01 or later), DoD Instruction O-8530.2, “Support to Computer Network Defense”, (dated 9 Mar 01 or later) and accredited according to the CNDSP program manual, DoD O-8530.1-M, (dated 17 Dec 03 or later).

CLEARANCE REQUIREMENT:All contractor personnel working at the MCNOSC shall possess a valid SECRET clearance or interim SECRET clearance based on an open SSBI investigation.

Approximately 10% of the workforce will require a Top Secret/SCI clearance


SPECIFIC TASKS: MARCERT Incident Management Section – Incident Response Analyst
• Incident Response (IR) Analysts react to previously identified incidents occurring throughout the MCEN. IR analysts shall be skilled in scoping, containing and eradicating incidents based on the processes outlined in CJCSM 6510.01A “Information Assurance (IA) and Computer Network Defense (CND) Volume 1 (Incident Handling Program)," dated 24 Jun 2009 or later. Additionally these personnel shall support the transition of network defense configurations as informed by resolved incidents in order to prevent future occurrences. Data sources as well as analysis and response tools will evolve with changes in the Marine Corps’ technical operating environment as well as by mandates from US Cyber Command. The minimum required functions are to:
o Maintain the body of documentation that describes MARCERT CND Incident Response tactics, techniques and procedures.
o Achieve and maintain the DoD 8570.01-M (dated 20 Apr 2010 or later) workforce training standards for this position as set forth in Table 1.
o Provide instructor, courseware maintenance and course materials for internal Incident Response Analyst training.
o Complete third-party provided computer forensics training to support post-mortem analysis of the magnetic and optical media collected from compromised systems.
o Collect and analyze network intrusion artifacts from a variety of sources to include logs, system images and packet captures to enable mitigation of network incidents within the MCEN.
o Perform initial, forensically sound collection of system images to develop mitigation and remediation actions on the MCEN.
o Coordinate with and provide expert technical support to USMC IAMs, on-site technicians and outsourced IT-based process vendor technicians to restore integrity to the MCEN.
o Coordinate with intelligence analysts to correlate threat assessment data.
o Document and report incidents from initial detection through final resolution using standard DoD incident reporting channels and methods.
o Perform incident triage to determine scope, urgency, and potential operational impact by identifying the specific vulnerability and making recommendations which enable rapid remediation at the enterprise level.
o Serve as technical experts and liaisons to external incident response personnel and brief incident details as necessary.
o Provide remote incident handling support such as forensics collections, intrusion correlation tracking, threat analysis and direct system remediation tasks to on-site personnel.
o Develop and publish incident response guidance and high-quality incident reports to appropriate audiences.
o Upon resolution of network incidents, create custom signatures or correlation rules to detect future incidents as well as make MCEN protection recommendations to enhance passive resistance to future attack.
o Maintain the deployable CND toolkit and stand prepared to staff the MARCERT fly-away team to conduct onsite support to critical CND incidents as required in SECNAVINST 5239.19 “Department of the Navy Computer Network Incident Response and Reporting Requirements”, dated 18 Mar 2008 or later.

PLACE OF PERFORMANCE:
Tasks will be performed on-site at the MCNOSC locations in Quantico, VA and Camp Pendleton, CA. During contingency operations up to 20 technicians may travel from Quantico, VA to Camp Pendleton, CA to provide short term continuity of operations support.

SA staff will use various techniques to discover and resolve evidence of malicious activity or open vulnerabilities on the MCEN. Technical execution will align with CJCSM 6510.01A “Information Assurance (IA) and Computer Network Defense (CND) Volume 1 (Incident Handling Program)," dated 24 Jun 2009 or later. Data sources, as well as analysis and response tools, will evolve with changes in the Marine Corps’ technical computing environment as well as from mandates by US Cyber Command. The minimum required functions are to:
o Maintain the body of documentation that describes MARCERT CND Senior Analyst tactics, techniques and procedures.
o Achieve and maintain the DoD 8570.01-M (dated 20 Apr 2010 or later) workforce training standards for this position as set forth in Table 1.
o Provide instructor, courseware maintenance and course materials for internal Senior Analyst training.
o Assist in developing the courseware and course materials for internal Senior Analyst training.
o Maintain a working knowledge of scripting concepts and familiarity with commonly used scripting languages.
o Maintain knowledge of applicable CND policies, regulations, and compliance documents specifically related to network protections policies of the USMC, DoN and DoD.
o Prepare detailed recommendations for network defense improvements to close or mitigate incidents on the MCEN.

o Directly manage severe network incidents (e.g., coordinate documentation, work efforts, resource utilization within the organization) from inception to final after action reporting by leading the technical efforts of the MARCERT’s Crisis Action Team (CAT).
o Conduct event trend analysis to identify breaches of the MCEN and coordinate with MARCERT Incident Response to resolve compromises of the network.
o Review incident reporting and intelligence products from adjacent and higher DoD CNDSP organizations to develop new methods of identifying attacks against the MCEN.
o Make recommendations to the MARCERT Infrastructure Support Section to enhance network defense configurations where necessary.
o Coordinate with certification and accreditation authorities, network managers, and system administrators and information assurance managers to correct policy infractions.
o Make recommendations concerning the overall improvement of network security posture through changes in IT service provision.
o Maintain a historical database of and provide reports detailing existing network boundary policy configurations and network perimeter security compliance.
o Interface with external organizations (e.g., public affairs, law enforcement, Command or Component Inspector General) to ensure appropriate and accurate dissemination of incident and other CND information.
o Recommend enterprise protection measures based on incident trends.
o Maintain deployable CND toolkit and stand prepared to lead the MARCERT fly-away team in conducting onsite support to during critical incidents as required per SECNAVINST 5239.19 “Department of the Navy Computer Network Incident Response and Reporting Requirements,” dated 18 Mar 2008 or later.

o Provide surface and runtime analysis on newly acquired malware to develop new indicators in support of security posture changes to the MCEN.

Responsibilities:
The contractor shall provide expert analysis of current and projected threat activities, capabilities and potential future developmentsfrom tactical through strategic perspectives to inform and guide REF initiatives. • Manages the administrative support work associated with the Equal Rights Office (ERO) Cadre. Determines the need for, and devises and plans, methods to handle the administrative issues, ensuring that all projects are completed and submitted in a timely manner.

QUALIFICATIONS REQUIRED:

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described experience as developing and applying knowledge of external affairs and crisis communications strategies during disasters and emergencies.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12.
