CACI has a contingent opening for a Software Engineer to support Special Projects and Electronic Systems efforts undertaken by SPAWAR Systems Center Pacific (SSC PAC) in San Diego, CA.

* Provide sustainment support in developing, maintaining, documenting, and integrating upgrades.

* Develop, implement, and maintain a Software Quality Plan (SQP).

Required Qualifications:
* A Bachelor's Degree in Electronic Engineering or Computer Science / Computer Engineering with 5-7 years of proven experience in software development projects.
* Three years experience in design, analysis and development of analog, digital and software subsystems.
* Three years experience in design, analysis and development of test procedures, review of entire systems and subsystems involving both hardware and software considerations.
* Knowledgeable in the current state of the art technology for technical insertion into legacy systems.

Train Dispatcher Position
Currently BNSF employs about 625 Train Dispatchers located in 4 offices. Over 450 are here in Fort Worth with the remainder located in three satellite offices:
- Kansas City, KS
- San Bernardino, CA
- Spring, TX
Train Dispatchers typically work an eight hour shift. Dispatching positions are manned 24/7, 365 days a year. A dispatcher may work a territory that controls anywhere
from 10 miles of track to nearly 1,000 miles of track, depending on traffic volume. A dispatcher may handle up to 40 individual trains during their shift.
Becoming a Train Dispatcher

and the course lasts sixteen weeks. Class hours are normally Monday thru Friday from 8 AM until 3 PM. After successful completion of the TCC program, new
dispatchers will spend five to eight weeks training with an experienced BNSF dispatcher prior to working by themselves. New dispatchers are used to fill vacancies and are on call
around the clock for the first year to year and a half of their employment.

ROLE AND RESPONSIBILITIES:
The Principal IED and Insurgent Network Analyst conducts all-source intelligence analysis to identify insurgent and IED networks, which include leaders, facilitators, financiers, cell members and bomb makers to identify potential targets for possible lethal and non-lethal action and identifies new networks and targets on which to focus analytic efforts. The PA assists with the training and mentoring of Novice Analysts, Journeyman Analysts and Senior Analysts; coordinates with other Counter Insurgency Targeting Program (CITP) teams, including WTI, the Direct Support SIGINT Element (DSSE), and NGA GEOINT support to produce assessments and targeting products; develop regional network assessments of IED and insurgent networks; produce targeting support products for deployed forces; prepare and present intelligence briefings and presentations; evaluate information reporting and sources; answer Requests for Information (RFI); develop Source Directed Requirements (SDR); populate and maintain CITP databases, production trackers and files. The PA also produces intelligence assessments for formal production and release to the Intelligence Community (IC) and other consumers and coordinates with other NGIC offices, IC organizations and theater intelligence resources to gather additional information and share analytic conclusions. Upon successful pre-deployment evaluation, is capable of deployment throughout theater of operation to conduct counterinsurgent and IED network analysis.
The PA coordinates all intelligence research and production activities of the team, tracking the status of production and timeliness of RFI responses, ensuring all activities are entered, and properly updated, in the CITP production tracker. The PA coordinates and synchronizes activities of deployed and CONUS team members to ensure CONUS-based analysts are supporting deployed team members; conducts initial quality control of all team products and responses to RFIs; oversees the preparation of team members for OCONUS deployment, ensuring the contract analyst is technically qualified, completes all pre-deployment paperwork and processing, and has adequately coordinated in advance with the forward deployed analyst he/she is replacing and is responsible for the training of team members. The PA assists the SPA in determining OCONUS rotations, status of analyst training and preparedness for deployment. The PA may function as the operations manager for CITP-I, CITP-A or WTI to assist the SPA in controlling branch activities. The PA can be deployed, if necessary, to fill a deployed SPA position. Employees filling this position shall be considered key personnel.
REQUIRED SKILLS, EXPERIENCE AND EDUCATION:
The Principal IED and Insurgent Network Analyst shall be knowledgeable of the Intelligence Cycle, Collection Management Cycle, Targeting Cycle and intelligence analytic techniques including trend and pattern analysis, geospatial analysis, link analysis and network or social network analysis; The PA shall have a working knowledge of i2 Analyst Notebook, AXIS Pro, WebTAS, ArcGIS, and Google Earth. The candidate shall be proficient at using basic computer applications and intelligence related automation to support analytical efforts and product development; possess strong research, writing and editing skills; be capable of managing teams of analysts in support of tactical, strategic and special operations forces conducting counter insurgent/IED targeting. The candidate shall possess the skills to train and mentor junior analysts to prepare them for deployment. Candidates must possess and understanding of intelligence requirements for both lethal and non-lethal targeting and will be a government trained intelligence analysts with a minimum of 10 years of intelligence analysis and targeting experience; however, on a case-by-case basis a badge and credentialed Law Enforcement officer with at least 10 years experience conducting investigations on an accredited Local/State/or Federal Law Enforcement Agency is acceptable. The candidate will be experienced with data processing systems such as DCGS-A, CIDNE, and SIPRNET and JWICS search engines.
Candidates will possess prior military occupational specialty (MOS) 31D, 311D, 35F, 350F, 35D, 18F, 180A, or DOD joint service equivalent, or civilian 0132, 1811, and a Bachelor’s Degree (four years of job specific experience may substitute for the education requirement).
PREFERRED SKILLS AND EXPERIENCE:
Preferred candidates will possess a background in counter-terrorism, counter insurgency, or counter IED analysis and experience as an intelligence or targeting analyst in Afghanistan.

In this position, you will advise executive management and senior-level staff on all procurement actions for assigned organizations and determine the types of procurement instruments to be issued and which best meet the needs of the Region for all serviced functions/offices. Typical work assignments include:
• Exercises complete authority for all contractual actions and phases of the program including planning, requirements definition, acquisition strategy, pre-solicitation conferences, source selection plan, evaluation plan, negotiations, competitive range determination, and ultimate selection coordinating with the customer.

Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience for this position is described as the following:
At the GS-1102-13 level, applicants must possess at least one year of specialized experience directly related to the occupation at least at the GS-12 grade level or equivalent. Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable 52 weeks is required at the GS-12 level for the GS-13 level.The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.
To qualify for GS-13 you must have:

This position is located in the Department of Homeland Security, (DHS), Federal Emergency Management Agency, (FEMA), Region VII, Recovery Division, Public Assistance Branch, PA Program Analysis and Evaluation Section. The primary mission is to perform financial and budgetary analysis and oversight of Regional Public Assistance Branch Program functions in coordination with the Agency's Office of Chief financial Officer (OCFO) and other necessary state and local agencies.
• The incumbent is responsible for supporting the region by formulation and implementation of objectives, plans, programs, and procedures pertaining to all aspects of Public Assistance program projects worksheets, financial spend plans, and providing information and analysis that supports funding, programming and oversight of financial resource management.
• The employee will support the region in managing, monitoring and advising concerning the execution of operations within good program and financial resource management.
• Assists in the development of guidance, procedures and methods for accomplishing the evaluation of programs and operations.

This position is located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Information Officer, Operations Division, Site Support Section, Standardization Team. This position provides IT related computer services and support duties supporting Operations in delivering the services to FEMA needed to secure our network and adequately respond to the declared disasters as well as residual actions of those disasters.
Specific Duties:
• Plan and oversee hardware and/or software installations, analyzing configuration management processes and procedures; developing and recommending processes, software, and procedures to ensure effective configuration management.
• Possess IT knowledge of voice and data network, desktop, and server computers; monitoring of servers, workstations and computers for vulnerability of an Agency network.
• Support systems involving a wide variety of different platforms, operating systems, applications, and desktops configurations; identifying and breaking down problems using structured problem resolution approaches; working with network specialists, application develpers, and security specialist to prevent recurring problems.
• Resolve customer support requests involving integration or configuration related issues.
• Analyze and adjust configuration parameters to maximize efficiency; performing computer measurement techniques using software or hardware tools; developing plans or specifications for carrying out proposed applications and program interrelationships as they pertain to configuration mangement.
• Review malfunctioning PCs, workstations, and/or associated hardware to isolate defective parts or determine whether inappropriate logical configurations are causing malfunctions; determining and carrying out the most effective actions for immediate remedy; recommending to management the most feasible solution from a cost benefit standpoint.
• Perform LAN administration and/or management; planning, developing, installing, maintaining, troubleshooting, testing, and documenting network software including network operating systems and applications; integrating, and/or maintaining existing local area network (LANs) consistent with existing or planned network infrastructure.
• Apply appropriate network topology (bus, star, ring, backbone) to the network design based on traffic pattern analysis; and keeping abreast of rapidly evolving technology; advising users on incorporation of hardware and software improvements.
• Recommend installation of new or modified LAN or LAN segments including hubs, switches, routers, new security patches to the NOS and LAN cabling infrastructure; troubleshooting, testing, and documenting network hardware, WAN routers, LAN routers and maintaining appropriate equipment inventory to ensure sufficient spare equipments to maintain continued integrity of the network.

The Journeyman Weapons Technical Intelligence Analyst conducts technical intelligence analysis of IED and other events incorporating WOCs, fusing the intelligence with other forensic data and all-source intelligence data to provide attribution of individuals and groups to devices and events. Description: Applied Fundamentals Consulting, LLC (AFC) is actively seeking mid-level and seasoned HUMINT and/or Counterintelligence Professionals to provide instruction that results in fully trained and educated HUMINT and Counterintelligence professionals focused on full-spectrum global operations.
Primary Responsibilities: The candidate for this position serves as an instructor for the Defense HUMINT and CI Enterprises. He or she will deliver training and educational curriculum based on common Defense HUMINT Enterprise standards, principles, and procedures. He or she is expected to hold and maintain a working knowledge of HUMINT and CI operational tradecraft as well as experience in teaching HUMINT and CI curriculum. The candidate will ensure course materials are maintained, updated and or improved as needed to meet current competencies and guidance as set forth in DoD instructions and policies. In addition, the candidate must be able to instruct in a fast paced environment where the curriculum and training environment continually evolves. He or she will provide timely responses to queries and support requests from higher headquarters and will provide sound and accurate advice, guidance and counsel to program managers on any issues dealing with training and curriculum. The candidate will also serve as a mentor to students. The candidate will coordinate and work with DoD components and other federal agencies to review course materials and subject matter for incorporation or adoption into course curriculum. At all times the candidate will portray a highly professional demeanor when dealing with other DoD components and students. He or she will maintain liaison contacts with officials of appropriate national agencies and the Services to ensure timely exchange of training related materials and information. In addition, the candidate will ensure distance learning packages/computer based training (CBT) on information operations meets the needs of field personnel. The candidate will develop, prepare, and present briefings/lessons to students at all levels, senior level and community officials. Participate in practical role-playing exercises in diversified settings and environments, as both an instructor and role-player.

Qualifications:
MINIMUM REQUIRED QUALIFICATIONS:
Candidate must possess a Top Secret Clearance with eligibility for access to Sensitive Compartmented Information (TS/SCI). Have 5 to 15 years of human intelligence experience and 5 to 8 years of operational experience in CI and/or HUMINT with either the military or civilian IC agency. Candidates are expected to be capable of using the following programs: Windows 2000/XP; MS-Word; MS-Outlook; MS-Power Point; and MS-Excel. Normal work days will be Monday-Friday; expected hours of operation will fall within the government’s schedule. Any personnel supporting essential operations may be expected to work hours outside the normal schedule. Candidates must possess excellent oral and written communications skills (to include familiarity with customer’s writing and briefing styles) and have outstanding interpersonal skills.
Additional Desired Qualifications: Graduates of Defense HUMINT and CI curriculum and coursework; recent HUMINT and/or CI experience from deployment in support of U.S. contingencies; a current CI and/or full scope polygraph; BA/BS or MA degree; experience as a member of an Operational Management Team and/or Operational Control Element.

Description: Applied Fundamentals Consulting, LLC (AFC) is actively seeking Instructional Systems Design Specialists to develop curriculum for use in training and educating Defense, Interagency and Law Enforcement professionals focused on full-spectrum global operations.
Primary Responsibilities: The candidate for this position shall create classroom course materials that support field-driven performance shortfalls, overseeing and creating course content, and researching, implementing, and evaluating training. This includes, but is not limited to, instructional systems design and documentation, storyboards, narrative scripts, graphics, textbooks, tests, and scenario props. All designs shall adhere to the standards set by the Council on Occupational Education, as well as the Defense HUMINT and CI Enterprise. Responsibilities include collaborating on training plans and blended learning implementation strategies; provide quality assurance and peer reviews on design plans and instructional materials; create professional level presentation materials; regularly participate in meetings requiring close interactions with various project stakeholders (clients, SME, end-users); perform needs and/or gap analysis to determine training needs; track work and schedules to ensure work is completed within scheduling parameters; and produce quality results in a fast-paced and dynamic work environment.

Principal Accountabilities

• Reviews purchase requisitions and places orders with approved suppliers for routine and more complex purchases
