The Flight Engineer applies knowledge and skills concerned with all primary aircraft systems critical to the performance of the aircraft, inspects the aircraft prior to takeoff for defects such as fuel or oil leaks and malfunctions in electrical, avionics, onboard computers, hydraulic or pressurization systems according to preflight checklist, and inspects aircraft interior, and exterior to include engines, fuselage and control surfaces for mechanical and structural soundness and proper operation to determine aircraft airworthiness. As applicable, this worker loads flight data into computers, entering present position and aligning all inertial platforms on an aircraft without a navigator position, verifies passenger and cargo distribution and amount of fuel to ensure that weight and balance specifications are met, reviews aircraft maintenance documentation and ensures maintenance status complies with command operating restrictions and flight manual. This worker coordinates with aircraft maintenance personnel to ensure availability of aircraft, determines takeoff, in-flight and landing data based on terrain, runways, and weather conditions and aircraft weight/configuration.
This engineer will assist pilot with engine starting and ground operations, and advises on engine performance and computes critical speeds and time/distance checks including the ability to extract course data and calculate estimated time of arrival. The engineer monitors departure procedures, routing and altitude clearances, and is responsible for assisting the pilot in the operation of primary aircraft systems (propulsion, airframe, electrical, hydraulic, environmental, aerial delivery and air defense systems).
During all aircraft operations, the engineer monitors engine and aircraft system performance, analyzes instrument readings and identifies abnormal indications or system malfunctions, adjusts aircraft engine controls in-flight to ensure proper aircraft performance, and observes warning indicators and lights for fire, overheat, depressurization, radar and other systems as required by the flight manual. This incumbent operates built-in-test and troubleshooting systems, records fuel consumption, range, and in-flight performance data, and maintains records and forms covering fuel consumption and engine performance, flights, repairs, maintenance, inspections and service.
This engineer accomplishes simultaneous, multiple aerial refueling operations including the knowledge and skill to operate the aerial refueling boom and hose drogue assembly/controls to safely affect refueling contact between the tanker and multiple receiver aircraft. During rendezvous, the engineer directs receiver aircraft into contact position and advises receiver pilots of actions require maintaining a safe position. During contact, the engineer monitors instruments and observes multiple receiver aircraft for sudden or abnormal changes in position and tail boom/wing drogue refueling connections via use of closed circuit TV. In the event of aerial refueling boom system or computer failures, the engineer directs receiver aircraft pilots and uses all available means to prevent aircraft collision. This person has ability to compute holding, orbit, minimum air refueling, and overrun speeds and analyzes data to determine abort procedures and emergency landing sites.

The Senior Director of Veteran Programs, one of three senior program directors reporting to the Chief Executive Officer and is responsible for directing and administering all program activities associated with veterans’ transition, outreach, recruitment and placement.
The duties and responsibilities include:
•Provides strategic and programmatic leadership and direction for veterans’ transition, outreach, recruitment and placement programs and the assigned staff.
•Primarily responsible for outreach efforts on behalf of veterans with employers, educational institutions, training providers and other partners in the green economy sectors for training and job placement of veterans.
•Participates as a member of VGJ’s senior leadership team and works collaboratively with key staff and employees to implement the mission of Veterans Green Jobs.
•Develops, directs and manages all planning, programming, budgeting, execution and outcomes for Veterans Programs and subordinate programs, to ensure its goals and activities support and employ military veterans in the civilian workforce.
•Ensures that programmatic efforts are consistent with the mission of Veterans Green Jobs and in accordance with standards established by grantors or other major funding sources.
•Establishes program outcomes, creates performance metrics and monitors program activities to assure that goals are met.
•Serves as primary contact for VGJ employer and educational institution partnerships and develops and leads partnership strategies.
•Compiles regular reports and assessments of ORP program and program outcomes; provides regular updates to CEO, Chief Officers (Development, Finance and HR) and the Board of Directors.
•Leads strategic planning for veterans programmatic areas and effectively coordinates strategies with marketing, communication and partnership development efforts.
•Develops an annual budget and work plan to support programs; responsible for the program budget and all fiscal matters related to assigned program areas.
•Supports communications and media relations efforts and ensures consistency of the message relating to the intent and purpose of VGJ and its programs.
•Guides, supervises and evaluates the work of Directors within the functional program areas.
QUALIFICATIONS
•Bachelor’s degree from an accredited college or university in an environmental discipline, nonprofit management, business, education or related area . Advanced degree is preferred.
•A minimum of five years of related experience at a senior management level, including at least three years of supervisory experience.
•Must be a veteran in good standing with a minimum of five years of service in a branch of the U.S. Armed Forces.

These analyses will be tailored to the needs of tactical and operational level commands.
Work will be performed primarily on Kandahar Air Field (KAF) and may include travel in official status to any other areas of Afghanistan or foreign countries to support on‐site courses, meetings, and other mentorship missions of the RC‐South Team.
EDUCATION:
Minimum of a master's degree or equivalent experience to allow for completion of said duties. Area of studies will preferably be in political science, economics, anthropology or related field from a U.S. regionally or national accredited university or an Afghanistan University.
Be computer literate in Microsoft Office Package (Excel, Access, Power point, Outlook and Word).
Have a thorough knowledge of local Afghan people, to include tribal history, culture and political history. Must be fluent in reading, writing, speaking and translating Pashto. EXPERIENCE:

REQUIRED QUALIFICATIONS:
Typically requires a bachelor's degree or equivalent and 12-15 years of related, seven to ten of which must be within related field. DESCRIPTION: Argus and Black, Inc is currently recruiting on behalf of a US company, a CM with subject matter expertise in contracts managing Afghan nationals performing on-site construction management support services for assigned projects throughout the District, under two primary areas: TAN, Trans-Atlantic North, based in Kabul, with area and resident offices throughout Northern Afghanistan, and TAS, Trans-Atlantic South, based in Kandahar, with offices throughout central, Southern, and Western Afghanistan. This effort is in exclusive support of the U.S. Army Corps of Engineers (USACE) Trans-Atlantic District (TAD) construction mission.
FUNCTIONS: The CM will act on behalf of the company for all matters relating to this contract. The CM will be versed in the unique contract requirements needed in both the North and the South of Afghanistan and ensure contract compliance at all levels.
The CM will ensure all necessary administrative files to include personnel records, invoices, investigation reports, licenses and other documentation supporting contract execution are properly maintained. The CM will promptly report any contract violations, suspected fraud, and anything requiring necessary investigations into allegations of wrongdoing or poor performance to the Program Manager.
The CM will ensure proper contracts are written and in place for the provision of contractor Afghan national employees to meet USACE requirements. The approximate total number of positions being managed country-wide is currently just over 400.
SKILLS/REQUIREMENTS:
• Possess all necessary background checks and credentials for operating in theater and be proficient in written and spoken English.
• A minimum of ten (10) years of relevant experience.
•Professional certification in a relevant area is preferred.
