3. CIBER Federal is pleased to announce a new opening for a Logistics Specialist in Northern Virginia to provide administrative, logistics, and conference / event support.

This is a long-term position with salary and a competitive benefits package. A current Secret clearance will be required. The successful candidate may also be required to travel periodically outside the Arlington, VA area to support conferences and customer events.

Duties and Responsibilities:
 Assists in collection, placement, and distribution of supply orders for AFOSR personnel with respect to office supplies, facility requirements and furniture modifications
 Interfaces with facility engineers to ensure office continuity for electrical, lighting, power, and HVAC requirements are met for the organization
 Provides administrative support for AFOSR technical reports by logging in and forwarding to appropriate AFOSR directorate and Program Manager for processing
 Assists conference planners in coordinating all aspects for events, to include participant accommodations, facilities, catering, signage, displays, event security, and any other special needs requirements
 Assists in directing administrative details such as financial operations, dissemination of promotional materials, responding to inquiries, and evaluating and selecting vendors according to customer requirements
 Arranges audio-visual equipment, transportation, displays, and other event needs
 Assists conference planners in coordinating details and consulting with customers to determine objectives and requirements
 As needed, monitors event activities to ensure compliance with applicable regulations and laws, satisfaction of participants, and resolution of any problems that arise
Requirements:
 Strong customer service background required
 Excellent organizational skills and experience coordinating event logistics
 Excellent oral and written communication skills with ability to clearly communicate information effectively and persuasively
 Proficiency with Microsoft products
 Ability to meet short deadlines in a fast-paced environment
 Ability to perform physical duties to include lifting boxes, moving furniture, or pushing carts; must be able to routinely lift 40-50 pounds

Background to Colorado Procurement Technical Assistance Center (PTAC): Its mission, and the positions that will be available are described below.

PTAC MISSION

The Organization will provide to small and middle market businesses as well as to individuals in Colorado an understanding of the requirements and knowledge needed for acquiring and managing government contracts at the federal, state, county and local levels.

This guidance includes: Suitability assessment (not all companies are suitable for government contracting, due to unique challenges including infrastructure requirements); securing of needed registrations for doing business with the government (Central Contractor Registration, etc.); Small Disadvantaged/Minority Business (8a) registration, Historically Underutilized Business Zone and other certifications that may afford a preferred status for receiving government contracts; research guidance to clients on agencies that make awards in a client’s area of products or services; guidance on business development and the need for networking, both for prime contracts and for subcontracts to prime contractors; identifying of bidding opportunities using a cost effective software approach that matches potential bids with the client profile of capabilities; guidance and advice on Request for Proposal ("RFP") analysis and proposal responses to RFPs; a broad range of contract performance issues including the possible need for a project cost accounting system compliant with government requirements; and contract audit preparations.

This activity is fully consistent, in conformity with, and modeled after Procurement Technical Assistance Centers ("PTACs") in almost all other states – all of which are predominantly non-profit organizations - see for example http://www.aptac-us.org.

Available Positions

There will be the Program Manager and four (4) Procurement Specialists/Counselors. The job descriptions are as follows:

20. PROGRAM MANAGER (Colorado Springs, CO)

A. SIGNIFICANCE: The Program Manager is considered key to the effectiveness of the Procurement Technical Assistance Center ("PTAC") in meeting its mission objectives and must have appropriate management qualifications and acquire a thorough understanding of the requirements of the Solicitation for Cooperative Agreement Application ("SCAA"), the basis for the program.

B. REPORTING STRUCTURE: The Program Manager serves at the pleasure of the PTAC 501(c)3 Board of Directors and is subject to approval by the federal Administrative Grants Officer for the program. The Program Manager reports directly to the Board of Directors of the 501(c)(3) organization.

C. SALARY: The salary shall be in a range of $68,000 to $75,000 plus fringe benefits for this full time position. This salary is competitive with salaries at other PTACs around the country.

D. OFFER DATE: We intend to make an offer on August 15, with the actual start (hire date) being September 1, 2009.

E. LOCATION: Colorado Springs, Colorado

F. GENERAL SUMMARY OF POSITION: Subject to the reporting structure above, the Program Manager shall perform autonomously and truly manage the PTAC organization, without being severely constrained by higher levels of management. This will include factors as budget matters and the ability to exercise a reasonable level of discretion in all aspects of the PTAC including hiring and promoting personnel, making key decisions, proposing new initiatives, etc.

The Program Manager shall be a hands-on manager and will manage a statewide program that provides high quality procurement counseling, training and advocacy to individuals and businesses seeking to market, sell and perform on contracts for products and services to the Department of Defense, other Federal agencies, as well as to state, county and local governments. The Program Manager shall be effective at connecting with community leaders throughout the State to insure continuity of the PTAC including maintaining and acquiring financial support in the communities being served. The Program Manager shall understand the entrepreneurial process in building relationships leading to sales to the targeted customers, both for direct government sales and for sales to prime contractors. The Program manager shall have a working understanding of regulations, such as the Federal Acquisition Regulations (FAR) and DFARS needed for successful performance on federal contracts. Management of the contract will require working knowledge of DoDGARS and OMB A-122. The Position will require quality control oversight and reporting for the PTAC program to the State and to the Defense Logistics Agency.

G. EXPLICIT REQUIREMENTS:

1. The Program Manager shall have current knowledge of government contracting laws, regulations, policies and procedures gained from direct experience and/or formal training.

2. The Program Manager shall have appropriate management qualifications and a thorough understanding of the requirements of the SCAA, so as to ensure full compliance with the SCAA and the achievement of all program goals.

3. The Program Manager shall adhere to a code of generally accepted standards of professional conduct established by the recipient or its host organization. He/she is expected to conduct their professional activities in accordance with the highest standards of ethics and integrity and to avoid any real or perceived conflicts of interest.

4. The Program Manager will be responsible for maintaining the bid matching service that will provide clients with procurement opportunities to facilitate their growth of business.

5. The Program Manager will be responsible for also directing resources to assist small, minority and women owned firms statewide with particular emphasis in areas of high unemployment, including Hub Zones.

6. The Program Manager will assist in the continued development of the PTAC by cooperating with community small business organizations and by maintaining working relations with key public, state and federal agencies.

7. The Program Manager will participate in local, regional, and state activities to promote an awareness of the PTAC program.

8. The Manager will oversee PTAC staff in the implementation of the project ensuring quality control and to ensure that assigned deliverables are met.

9. The Program Manager will oversee duties of any outreach coordinator to ensure that activities are conducted in an appropriate manner to achieve stated goals and objectives across the state.

10. The Program Manager will counsel clients approximately 50% of the time.

11. The Program Manager must remain current on applicable rules and regulations pertaining to government procurements, including project cost, accounting requirements and interactions with oversight agencies such as the Defense Contract Audit Agency (DCAA).

12. The Program Manger will maintain accurate records to document services provided during counseling and training sessions.

13. The Program Manager will carry out such other duties as delegated by the PTAC Board in achieving the goals of the program.

H. MINIMUM QUALIFICATIONS:

1. A bachelor’s degree in business or other related field (or acceptable equivalent combination of relevant education, training and experience) plus a minimum of five years financial and contract management experience.
2. Three years of successful project team management with 6 or more staff.
3. Knowledge of and experience with government procurement practices and regulatory requirements of the Department of Defense and other local, state, and federal agencies.
4. Knowledge of general business practices and accounting strategies.
5. Familiarity with small business procurement issues.
6. Ability to manage multiple tasks and meet deadlines.
7. Strong and effective organizational skills.
8. Understanding of the budgeting and financial process.
9. Strong written and verbal skills.
10. Strong computer skills and database experience required.



21. PROCUREMENT SPECIALIST/COUNSELOR (COLORADO SPRINGS, CO)

These are four full time positions, although it is conceivable that the functions could be carried out on a part time basis. These positions all report to the Program Manager.

The Procurement Specialist/Counselor will deliver quality, cost effective, and expeditious counseling to Colorado PTAC Clients for obtaining government contracts. This will include general counseling on business development, and involving creation of professional relationships with government program managers and contracting officers, as well as with prime contractors. A working knowledge of best business practices specifically for performing on government contracts is required, which shall include a pragmatic knowledge of Federal Acquisition Regulations as well as of State procurement regulations. (Depending on responses, we are open to one of the procurement specialists/counselors having less federal experience but a solid background in State, County, and/or Local Procurements.)

A. SALARY: The salary shall be in a range of $50,000 to $64,000 plus fringe benefits for a full time position. This salary is competitive with salaries at other PTACs around the country.

B. OFFER DATE: Offers for these positions will start on about August 15, 2009, and the last position may be filled as late as October 15, 2009.

C. LOCATION: Most positions will be in Colorado Springs, while one may be in the Western part of the State.


D. RESPONSIBILITIES:

• The Procurement Specialist/Counselor shall adhere to a code of generally accepted standards of professional conduct.

• The Procurement Specialist/Counselor is to conduct his/her professional activities in accordance with the highest standards of ethics and integrity and to avoid any real or perceived conflicts of interest.

• He/she shall be familiar with the government procurement process, to provide clients with the needed steps in the process.

• He/she shall be familiar with issues associated with the successful performance of government contracts.

• He/she shall be comfortable in leading workshops on specific topics of interest in government procurement.

• He/she shall be able to review potential client responses to solicitations, to include price comparison, conformity to Statement of Work, delivery terms, payment terms, and other terms and conditions of the procurement.

• He/she shall be able to provide guidance to the client in terms of setting up contracts for suppliers/subcontractors on a potential project.

• He/she shall be familiar with a variety of registrations and certifications that are be needed, such as Central Contractor Registration, Online Representation and Certification Application, small business standards, minority set-asides, etc.

E. KNOWLEDGE, SKILLS AND ABILITY:

They will be travelling throughout the Midwest working on smokestacks in a variety of industies.
24. Test Technicians will be supervising the packing of equipment, assisting the Field Engineer or Project Supervisor in running all test methods.
Candidates need to be able to lift and carry up to 85 pounds, work at elevated levels for extended periods of time, climb hand over hand up ladders attached to the smokestacks, potentially as high as 450 feet, or up scaffolding platforms as high as 40 feet, drive a vehicle for up to 10 hours, ride as a passenger in a vehicle for up to 15 hours, load and unload equipment from vans and box trucks, carry equipment up and down stairs, flexible working shifts as required by the Client and Platt Environmental management, work inside and outside in extreme weather conditions for extended periods of time, ability to manipulate fall protection devices, such as clipping on and off a ladder, ability to set up rope and pulley on work platform; tie and untie roped equipment; pull up or let down tied equipment on a rope; pull roped equipment onto/off of elevated work platform, ability to use respiratory equipment in accordance with safety compliance, pass pulmonary function tests, have a valid drivers license and be at least 21 years of age to drive mobile laboratory. Work overtime, including some holidays and weekends.
This will last up to 3 months and candidates will then be off for 3 months in the winter and will be able to collect unemployment. After the winter candidates will resume back to work.

The JSEAS effort is a joint venture among the US Navy, US Air Force, and UK Ministry of Defense to develop safe escape and mission planning products for the JSF aircraft.
The JSEAS Software Developer will perform a variety of software development and maintenance activities for the Joint Safe Escape Analysis Solution (JSEAS) program. The focus for this position will be the design, development, unit test, and documentation of object oriented software sub-systems.
The Developer will apply documented project processes and tools to ensure that quality standards for development and configuration management are applied to the JSEAS software development effort. Documentation of the intermediate steps and products will be critical and the Developer will fully participate in preparation of support documentation including design specs, change request notes, action items, defect analysis, alternative analysis, unit level tests, and others.

Job Description:
