SUMMARY OF DUTIES: Directs MCCS supply supp ort for MCAS to include supplies and equipment to support Marine Corps units deploying from MCAS, Iwakuni for training and/or other reasons. The incumbent provides policy, direction and management of the MCCS Supply Branch through appropriate discussions with MCCS Chiefs and section heads. The incumbent requires a wide range of knowledge of Supply/Logistical concepts and the ability to apply this knowledge in developing and evaluating methods and procedures. Studies and interprets policy statements, directives, regulations, procedures and individual instructions issued locally and by higher authority and determines the extent to which these matters affect planned programs and policy. Develop, implement, evaluate and improve processes and procedures by which to monitor the effectiveness, efficiency and productivity of the sections/programs to ensure organizational goals and objectives are met.

The incumbent provides the total spectrum of managerial expertise necessary to develop, coordinate, control and implement civilian manpower, funding, and material efficiently, effectively and legally by way of achieving the best possible customer service and support. Directly responsible to oversee the overall planning, direction and timely execution of the following section/programs under the cognizance of the MCCS Supply Branch, which consist of the Property Control/Management Section; NAF Warehouse Sales; Inventory Management; Shipping and Receiving of non-retail type goods. The incumbent provides technical assistant visits to each of these locations to ensure efficient and effective Supply/Logistical support is being provided. Coordinates with internal MCCS activities, MCAS staff offices to determine Supply requirements in terms of types of supplies/materials/equipment, warehouse availability, stock levels, projected workload and special projects.

Determines scope and level of Supply/Logistical support capability and proceeds to take action as appropriate. The incumbent is responsible for continuous review of operational projects, identifying trends, deficiencies, and initiating corrective actions relative to obsolete/inefficient operations. Determines program goals and initiatives and develops short and long range plans independently or in conjunction with higher management levels. Monitor’s the ongoing execution of milestones for annually set MCCS Supply Branch goals and initiatives. Reviews existing systems for mechanized requisitioning, inventory control, and. accounting application feasibilities in terms of timeliness and economy of operations, and directs revision or develops new procedures as required.

Evaluates overall efficiency of MCCS Supply Branch operations. Through discussions with Chiefs and section heads, reviews of statistical reports and from periodic inspections, determines wherein managerial improvements can be effected. Makes requests for ceiling adjustments or assignments of personnel based on needs, considering the job to be performed, qualifications of persons available, reassigning, consolidating, or deleting functions. Manages positions to ensure maximum productivity; promotes special programs such as elimination of fraud, waste and abuse; selects, assigns appraises, trains and develops employee's fairly and equitably, adhering to the principles and concepts of the EEO program objectives. Administers constructive discipline, acknowledges achievements and recognizes employees. Ensures position descriptions of US and JN employees properly and accurately describes the duties being performed. Directs and monitors the MCCS Supply Training Program to ensure all mandatory training is accomplished as required and that optional training is accommodated within budgetary resources. Reviews suggestions and performance award recommendations submitted to assure consistent and equitable evaluations. Certifies leave slips, time cards, and personnel actions. Indirectly supervises 3-4 US and JN employees.

Directs and monitors major warehouses, a property and equipment warehouse; a NAF Warehouse Sales area, DRMO section, long-term storage area and the shipping and receiving area for non-retail items. Directs and monitors warehouse utilization within the MCCS Coordinates with the Marine Corps Air Station Facilities in regards to warehouse utilization and warehouse modernization. Directs and monitors functional operations of all warehousing and storage facilities assigned to the MCCS. Responsible for ensuring established warehousing policies and regulations are followed in all MCCS warehouse and storage facilities. Directs appropriate actions for the procurement of rack and storage systems, material handling equipment and safety equipment.

Directs and monitors the MCCS Property Control Function consisting of approximately 9.3 million dollars in property assets which provides support MCCS-wide. Review and finalizes collateral equipment list (CEL) for Government of Japan Facilities Improvement Program (GOJFIP) via the Marine Corps Air Station Property Control Office. Monitors the procurement status and arrival of collateral equipment which interfaces with the GOJFIP. Directs and monitors disposal of MCCS assets in accordance with established policies and regulations. Directs and monitors the MCCS Annual Official Property Inventory and reports inventory results to higher authority. Directs, reviews, evaluates and monitors the MCCS Five Year Replacement Program for major fixed assets.

Directs and monitors the Traffic Management functions, for processing shipping and receiving documents for incoming and outgoing supplies, materials, and equipment. Directs research actions for the purpose of identifying sources of supply, detailed specifications, special terms and whether or not obtainable through the government supply system, GSA, DLA or other government agencies. Monitors and authenticates purchase documents for supplies, materials, and equipment obtainable though the government supply system, GAS and /or DLA. Authenticates DD Form 1149 requisitions for procurement, via the Contracting Office, for supplies, materials and equipment not obtainable through the government supply system, GSA or DLA. Monitors the Traffic Management function which traces lost shipments; processes discrepancy in shipment documents and performs follow-up; clears supplies, materials, equipment and merchandise through appropriate customs agencies. May be required to authenticate DD Form EJ 380 Custom Clearance Form for clearing shipments through appropriate custom agencies. Authorizes transportation priority upgrades as deemed required to support the MCCS mission, but stays within published policies and regulations concerning transportation priorities. Coordinates with the appropriate Traffic Management Office and DLA agencies, as required, to expedite shipments to and/or from Okinawa to final destinations. Directs and monitors the NAF Warehouse Sales Program, ensuring that proper protocols and guidelines are observed.

Formulates and administers the Supply Branch operational and capital budgets. Directs the formulation and administration of the Five Year Property Replacement Program budget. Oversees the administration and execution of the MCCS Appropriated Fund Capital Budget and ensures proper expenditures are in accordance with established policies and regulations. Monitors and coordinates input provided by section supervisors from previous requirements, past unfunded deficiencies, allowance lists, new and/or additional requirements due to mission or program changes, scheduled replacement of MCCS property, and changing costs. Continuously reviews status of approved budgets during the operating year. Determines resource requirements, allocates resources, and accounts for their effective use.

Minimum Qualification: Must have a minimum of four years experience in management and operation of a Marine Corps Property Program.

Knowledge, Skills & Abilities (KSAs): KSAs must be submitted with resumes in order to be considered for the position.

MCAS IWAKUNI, JAPAN: MCAS Iwakuni maintains and operates facilities, and provides services and material to support operation of a Marine Aircraft wing, or Units. Iwakuni is located on the Inland Sea in Western Japan, not far from Hiroshima. It enjoys a semi rural atmosphere far from the crowded conditions of the Tokyo area, yet is near enough to major cities via good transportation connections, that one need not feel isolated. The nearby area offers many scenic attractions and individual or family activities, such as hiking, camping, cycling, hunting, scuba diving, and many others. Selected applicants initially recruited from the United States will be entitled to transportation and moving cost paid for employee and family members to Japan and return to the United States.

Transportation of family members and household goods is authorized, however; shipment of a private owned vehicle is not authorized due to the restrictions placed on importation of vehicles into Japan. At Iwakuni, family housing is available on and off-base and a Living Quarter Allowances is paid to cover rent and utility costs for off-base quarters. Bachelor (unaccompanied) quarters are usually available on base. Schools are available from elementary through high school, also college courses and child care facilities. Sports and recreation facilities are available, plus commissary and Base Exchange privileges. Medical services are available at a branch medical clinic aboard MCAS Iwakuni on a pay basis; however, limited dental services are available for civilian employees.

Space available travel is authorized for employee and family members to some overseas areas or the United States twice a year. Employees working overseas accrue 5 days of home leave per year in addition to their regular annual leave. The initial tour of duty at this location is 3 years, which may be renewed for up to 5 years. Generally, after 5 years, overseas employees must return to the United States.

If an employee brings a child a child to an overseas location and that child is entitled to attend the DoDDS on a space-required basis under DoD Directive 1342.13, the DoDDS and the Military Department responsible for providing related services shall ensure that the child, if eligible for special education under DoD Instruction 1342.12, receives a free appropriate public education, including special education and related services.

If an employee brings an infant or toddler (birth through age 2 years of age) to an overseas location, and that infant or toddler, but for age, is entitled to attend the DoDDS on a space-required basis under DoD Directive 1342.13, the Military Department responsible for providing early intervention services (EIS) shall ensure that the infant or toddler, if eligible for EIS under DoD Instruction 1342.12, receives the required EIS.

If an employee brings a family member to an overseas location who requires medical or dental care, the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimburse basis only.

Seeking an intelligence analysts to assist with intelligence assessments. The intelligence analyst will analyze threat information reports and intelligence summaries, trends, gaps, and methods of operation. A master threat briefing will be updated and maintained on a regular basis. The analysts will respond to and answer Requests for Information (RFI) from sub-IPT s. Analysts will evaluate technologies, capabilities and products proposed for Blue Force use with respect to current and estimated Red Force tactics and assist in the development of Blue Force tactics. IED threat briefings and updates will be prepared and delivered as required, as well as white papers and other special projects. Additionally, the analyst will assist in coordinating with federal, state and non-governmental agencies, synchronizing efforts to gather information and intelligence on criminal elements involved in terrorist and insurgent IED activities. The analyst will advise on options for incorporating law enforcement tactics, techniques and procedures into IED defeat efforts in order to increase their effectiveness. Personnel will be based in Crystal City, VA.

Provides procedural assistance to systems administrators to determine adequacy and quality of systems. Documents findings and ensures recommendations are relevant to actual operating environment.
