Position/Program Information Positions allocable to this class work under the supervision of a higher-level manager and are distinguished from Crime Analyst, Sheriff, by their responsibility for serving as supervisor within the Crime Analysis Unit, as well as technical experts in crime analysis techniques and methods of analysis. The incumbents are responsible for assisting in the training, supervision, evaluation, and Department-wide coordination of work methods and products of Crime Analysts, Sheriff. Incumbents coordinate the work of crime analysis satellite units located at Sheriff Stations and specialized units, which are engaged in analyzing series, trends, and patterns of criminal and intelligence activity, utilizing tactical, strategic, and intelligence applications in crime-fighting efforts, identifying organized crime groups and criminal enterprises, and in the preparation of reports of actual and anticipated criminal activity for operation and investigative personnel to develop plans for deployment, prevention, and apprehension.

Essential Job Functions:

* Supervises, inspects, monitors, and evaluates Crime Analysts, Sheriff, throughout the department in the performance of their duties.
* Reviews and analyzes crime analysis and intelligence work products such as crime data reports, crime and intelligence charts, maps, bulletins, monthly report data, etc.

DUTIES & RESPONSIBILITIES


As a skilled imagery analyst, the candidate will exploit imagery and geo-spatial data from airborne systems in support of military operations. Duties include: Plans and recommends the use of imaging sensor for reconnaissance and surveillance missions. Produces intelligence by studying and exploiting high resolution digital electro optical imagery. Identifies changes based on historical and dynamic tactics, techniques, and procedures (TTPs) and supporting unit essential elements of information (EEIs). Prepares a variety of Imagery Derived Products (IDPs). Prepares detailed free text narrative and topical imagery intelligence products and reports.


MINIMUM QUALIFICATIONS


The position typically requires an Associate’s degree or Certificate in Electronic Sensor Systems or a related discipline and five or more years of military Intelligence, Surveillance and Reconnaissance (ISR) sensor exploitation and intelligence related experience. Additional related experience may be substituted in lieu of the formal education.


Applicant must be a graduate of a military imagery analysis training course, possess strong interpersonal communication and organizational skills, as well as have technical competency (i.e. basic computer hardware configuration and trouble-shooting skills) and software competency (i.e. Microsoft Office and Adobe Acrobat).


This is a deployable position which requires travel to customer operating sites as well as deployments to hostile OCONUS locations for no less than 4 months at a time in duration. Must possess or be able to obtain a U.S. government secret clearance. The candidate must be able to handle the severe environmental conditions at the deployed sites, which may include extremes of temperature, physiologic demand, and poor air quality, and may also require working in unusual conditions such as high/low pressure, high voltage, and high energy.

This contract is applicable and relevant to the Counterintelligence (CI) and Human Intelligence (HUMINT) Support Services PWS since ISIS
recruits and employs CI and HUMINT specialists who meet or exceed all CI and/or HUMINT Support Specialist qualifications and requirements
listedin the PWS. ISIS, as a Prime Contractor currently provides at least 21 cleared, military trained and certified, OEF/OIF experienced
HUMINT Specialists (35M/351M) and CI Agents (35L/351L) as Subject Matter Experts (SME), training developers and professional educators
to train HUMINT Collectors at the 18-week 35M Course of Instruction, United States Army Intelligence Center (USAIC). This contract was
awarded to ISIS as a competitive, non-personal services contract in 2006 due to a surge in requirements for entry level HUMINT Soldiers,
Noncommissioned Officers (NCOs) and warrant officers. ISIS immediately filled all HUMINT Instructor positions within 30 days while
simultaneously maintaining HUMINT Instructor positions on an existing contract as a subcontractor. ISIS has maintained a 100% fill rate on
this contract to date, four years. Over 75% of ISIS HUMINT Instructors have served in a deployed environment, primarily Afghanistan and/or
Iraq and have a minimum of four years of experience in their field, with more than 50% having over 10 years’ experience. ISIS HUMINT
Instructors have the demonstrated skills, knowledge and experience to train, mentor and evaluate students in HUMINT Collection Operations,
to include screening, interrogation, liaison, Source Operations and all applicable reports IAW the 35M10 HUMINT Collector Critical Task
List. ISIS HUMINT Instructors reference and ensure training adheres to applicable Department of Defense regulations, directives,
instructions, policies, procedures, orders, Department of the Army (DA) Field Manuals and regulations applicable to HUMINT operations in
Afghanistan to include conventions and directives governing handling and treatment of HUMINT Sources. ISIS Instructors play the role of
Operational Management Team Chiefs for small groups of students and HUMINT sources throughout the 13 weeks of practical, situational and
field training exercises using an Afghanistan scenario based on OEF and simulating an operational environment. All students and
instructors use the SIPRNet during training. ISIS HUMINT Specialists have actively contributed to the refinement of the course POI and the
development of the OEF-based scenario. All HUMINT Instructors conduct regular research using the SIPRNet and receive frequent training to
ensure knowledge and understanding of current operations in Afghanistan and the ability to incorporate lessons learned into
training. All ISIS personnel are extremely proficient in operations and information security and maintain clearances up to the TS/SCI
access levels, as required. Fourteen of the current HUMINT Instructors have achieved the level of Master Instructor. Regular deliverables are
provided to the customer. In addition to invoices, status reports are also provided on a monthly basis outlining accomplishments and
proposed solutions to any problems that arise within the reporting period. ISIS’ performance has proven economical, efficient,
effective, safe and at exceptionally low risk with formal and informal government customer feedback consistently substantiating 100%

This position is ideal for a emergency management professional interested in performing the setup and management of disaster field operating facilities; and provides initial logistical and life support services to Federal response personnel as needed. The starting salary for the GS-11 grade level is $62, 467.00 and the starting salary for the GS-12 grade level is $74, 872.00.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EXCEPTED SERVICE: The Federal Emergency Management Agency (FEMA) is accepting applications for a full-time position in the Mobile Emergency Response Support (MERS) Detachment. MERS positions are in the Excepted Service. Employees will not acquire civil service status, but will have standard and optional benefits.
This position is designated as “emergency essential”. If selected, you are required to travel at a moment’s notice to various regional locations to provide, plan, operate and maintain tactical, mobile telecommunications, operations, and logistical support to Federal, State and local disaster response personnel and to support other emergency and special event operations.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

In this position, you will become a key member of the Disaster Emergency Communications Division, Mobile Emergency Response Support (MERS) Detachment. MERS personnel maintain state-of-the- art systems and equipment at a high-level of readiness for rapid response to natural disasters and other all-hazards mission assignments.

• Evaluate detachment logistics procedures, practices, and performance in light of operational requirements; recommend equipment and procedural additions, deletions, modifications, and replacements.
• Develop plans, procedures, checklists, and sparing and supply requirements to ensure mission accomplishment.
• Assist the Logistics Management Officer in managing and maintaining the MERS Vehicle Storage and Administration Building (VSAB) and the Disaster Response Storage Facility (DRSF).
• Serve as Accountable Property Officer (APO) or Alternate APO; prepare statements of work and serve as technical representative or project officer on service contracts.
• Assure available funding for and maintain adequate stores of supplies, tools, etc. necessary to support final fixed sites and deployed operations.
• Conduct training, special studies, and analyses pertaining to logistics support systems, equipment, and operations. In his/her absence, assume the duties of the Logistics Management Officer.
• Must be able to obtain and maintain a Class A Commercial Drivers License with prescribed endorsements (Hazmat & Tanker) in his/her state of residence.

QUALIFICATIONS REQUIRED:
You qualify for the GS-11 level if you possess:

A. I have at least one year of specialized experience that included making recommendations concerning vehicle and equipment maintenance and acquisition; and developing plans, procedures, and checklists to facilitate mission accomplishment.

REQUIRED SKILLS, EXPERIENCE AND EDUCATION:
The COIN Advisor will have previous operational experience in counterinsurgency campaigns; a minimum of 10 years work experience in counterinsurgency related fields; recent experience in the OW or Operation Enduring Freedom (preferred) theaters; ability to provide clear, concise reporting; demonstrate excellent written and verbal communication; ability to obtain the required level security clearance. The candidate will have a BS in a strategic analysis or COIN related field (e.g. security studies, conflict studies, international relations, management, operations research).

This position requires travel throughout North America, very good communication skills and the mechanical and electrical knowledge necessary to repair, troubleshoot, modify and test complex technical problems on industrial machine tool products for our customers. These services are provided on-site at our customer’s facilities and via telephone if situation permits. Product specific training will be provided in our Wood Dale facility.

Essential Responsibilities:
Diagnose complex technical problems and perform on-site repair.
Examine machines mechanically and perform repairs by dismantling machines and rebuilding mechanically.
Diagnose technical problems and troubleshoot via telephone.
Communicate professionally and effectively with customers via telephone.
Manage heavy inbound telephone load efficiently and in a professional manner.
Effectively interpret schematics and block diagrams to analyze and troubleshoot problem products.
Document in detail product problems and resolutions.

Skilled in Electrical measurement and inspection techniques.

Experience in troubleshooting and repairing mechanical problems.

Skilled in mechanical measurement and inspection techniques.

The police/law enforcement advisor will provide reliable and frequent expert advice pertaining to the integration of law enforcement capabilities into Counterinsurgency (COIN) doctrine, operations and theory; interface with both international and host nation Law Enforcement (LE) elements to enable relevant analysis and recommendations to the Civil Affairs Advisory Team (CAAT) Commander on police related issues at multiple echelons; provide analysis and recommend courses of action including, but not limited to national and local police training, equipment and manpower; synchronization of the nation's police forces with the military for operational efficiency and effects based analysis of the counter narcotics initiatives currently underway in the AF PAK Area of Operations.
REQUIRED SKILLS, EXPERIENCE AND EDUCATION:
The police/law enforcement advisor will have 10 years LE experience; a minimum of one year of recent and direct experience in training foreign LE forces (e.g., in Iraq or Afghanistan), working with Afghan National level police agencies and a demonstrated understanding of US inter agency and International Security Assistance Force (ISAF) operations and procedures, particularly as they apply to law enforcement training of the Afghan National Security Forces; the ability to provide clear, concise reporting and demonstrated excellent written and verbal communication skills.

PREFERRED SKILLS AND EXPERIENCE:
The preferred candidate will have 15 years of law enforcement experience, including at least three years in senior supervisory positions (equivalent to military O4/GS 13 or above) with United States Federal or State Police agencies, or equivalent coalition partner nation expertise.
