The Rating Veterans Service Representative (RVSR) works as a member of one of the Teams established in the Veterans Service Center. Works in concert with members of his/her team or other VSC Teams, serves as a decision maker for claims involving rating decisions. Analyzes claims, applies VA's Schedule for Rating Disabilities (Rating Schedule), and prepares rating decisions informing the VSR and/or claimant of the decision, the basis, and the reason for it. Routinely collaborates with other members of his/her work team, including VSRs and Decision Review Officers, and is available to discuss claims with Veterans Service Organization representatives. May directly interact with the veteran and his/her representative or advocate when it is expedient and assures high quality customer service.

The Financial Analyst I is responsible for the invoicing and collection of all revenue, preparation of project budgets and reports and variance analysis.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
The Financial Analyst I conducts, but is not limited to, the following job duties:

• Daily Responsibilities:
• Prepares fixed price, time and material, and cost plus invoices
• Analyzes revenue and expense accounts for verification of proper account coding
• Verifies proper labor hours, categories and billing rates on time & material and labor hour contracts
• Verifies that direct and indirect costs are invoiced on cost reimbursable invoices in accordance with contract requirements
• Interprets contracts in order to setup the appropriate billing methods in the accounting system working with other departments as needed to ensure contract-billing requirements are met
• Creates and designs invoice formats and detailed spreadsheets to meet customers’ needs
• Compiles and provides support for invoices as necessary
• Verifies appropriate approvals and signatures on contract invoices
• Reviews past due accounts receivable balances
• Works with other departments to determine actions required for collection of amounts due
• Prepares, maintains and enters annual project budgets
• Compiles data and reports used in the development of AMS annual budget
• Prepares, reviews and analyzes monthly project status reports
• Computes and analyzes profitability trends

Candidate must have expert level knowledge (8+ years) of a combination of reverse engineering, malware analysis, computer forensics, and software development. 50% malware analysis is desired.
Performs the following (and other tasks as directed) as part of his/her normal duties:
1. Analyzing malicious software (Malware).
2. Performing dynamic and static analysis and reverse engineering.
3. Providing Malware analysis findings in technical analysis reports.
4. Lead small team and serve as a mentor to Jr. Malware Analysts.

Candidate shall demonstrate expert knowledge and capability through performing reverse engineering of malicious code to discover vulnerabilities in binaries, attribution of author, defensive mechanisms to prevent spread of malware.

Experience conducting security assessments, penetration testing, and ethical hacking are desirable.

Candidate shall be able to recognize the high level language constructs (such as branching statements, looping functions and network socket code) critical to performing a thorough and professional reverse engineering analysis of a binary.

Expert level capability to analyze malware, including: worms, viruses, trojans, rootkits and bots. Candidate shall demonstrate advanced knowledge to discover vulnerabilities in binaries, including: format string vulnerabilities, buffer overflow conditions, and the identification of flawed cryptographic schemes and binary obfuscation schemes.

Candidate shall demonstrate apprentice knowledge of: industry standard compilers; reverse engineering programs; hex editors; binary analysis programs; code coverage analyzers; understanding conditional branching statements; virtual machines and byte code; system vs. code level reversing; branch prediction; memory management ; Win32 executable formats and image sections; advanced runtime analysis of malware; kernel mode debugging; dumping executables from memory; understanding hashing functions; working with encrypted binaries; reversing UPX and other compression types; discovering stack overflows; discovering heap overflows; creating a sandbox to isolate malware; unpacking malware; monitoring registry changes; identifying malware communication channels; understanding Digital Rights Management (DRM) implementations.

Demonstrated software development / code writing skills - C++, C, Python, PERL, Assembly.

Experience with tools such as Wireshark, Hex Rays, IDA Pro or Hex workshop.

SANS GREM certification desired, but not required.

Current TS/SCI Clearance based on SSBI. Candidate will be subject to a detailed government background investigation and counterintelligence polygraph examination. Candidate must meet eligibility criteria for access to classified information.

Position is full-time with work performance in Northern VA.
