Job Description:
The C-IED Attack the Network Analytical Support Team Military Operations Integrator interacts directly with the warfighter/requestor and the customer during the development of intelligence products that respond to requests. Duties and Responsibilities:
1. TASK A: Conduct an Initial Capability Assessment
Within ninety (90) days after award, the Contractor, in direct coordination with the Office of Security Cooperation, shall conduct an initial capability assessment of the Partner Nation’s (PN) Army and Air Force’s force structure. At a minimum, the capability assessment shall examine the following aspects:
Organizational structure (Air Force and Army)
Functional Areas (Doctrine, Air to Ground Operations, Maneuvers, and Training )
Establish a stakeholder registry per PN services
Determine Capability Gaps
Information sharing protocols and procedures
Information management systems, procedures, and content
Logistical planning capabilities and procedures

Capacity to manage and respond to ongoing and imminent operational requirements
Existing logistical infrastructure and equipment including SOPs, tools, services, classroom, and office supplies, AGI Training Plan, programs of instruction and training schedules of PNs, USGs or other international advisors.

Certification and/or qualification processes
Capability Gaps that prevent the partner for attaining self-sufficiency.
Assess existing processes against Air Force Africa’s (AFAFRICA) AGI Concept of Operation (CONOP)
Partner National ability to plan for long term solutions to gaps and deficiencies.
The Contractor shall develop a capability assessment report that shall include both short, mid and long-term objectives and key performance indicators to measure effectiveness.
The Contractor will support the Nigerian Armed Services’ development and establishment of joint doctrine for air-to-ground integration in conjunction with the Nigerian Ministry of Defense, Army, and Air Force. The Contractor will identify key Nigerian Armed Forces stakeholders that will develop the AGI Joint Doctrine Publication and SOP. The purpose of this joint doctrine is to guide the Nigerian Army, Air Force, Special Operations Force, and other stakeholders, on the establishment and maintenance of an
air-to-ground integration institution.
The capability assessment report shall include a phased AGI Training Plan that develops, initiates, and maintains the Nigerian AGI Program. This plan will include a detailed schedule of required training, training schedule, training CONOPS, equipment requirements, facility requirements, and an AGI Specialist sustainment plan. The assessment will also identify training requirements that can be recommended to the PN Armed Forces, OSC and AFAFRICA.
TASK B: Conduct a quarterly gap analysis
Quarterly gap analyses shall measure actual performance against key performance indicators developed during the initial capability assessment.
The quarterly gap analyses shall examine all aspects listed in task 7.1, and present key findings to the PN Armed Forces and make recommendations for sustainable improvement for each aspect.
The contractor shall make adjustments to short, mid and long-term objectives and key performance indicators developed during the initial capability assessment to address instances where the actual outcome fails to meet desired outcome.
The quarterly gap analyses shall identify and refine training requirements, equipment and facility shortfalls, and key PN Armed Forces stakeholder concerns/issues.
TASK C: Develop a Work Plan:
The Contractor shall develop a work plan, forecasting daily activities that address identified gaps from Task A and B. The work plan shall include breakdown of timelines, milestones and training schedules. At a minimum, the Contractor shall update the work plan quarterly.
The Contractor shall liaise/interface with PN Armed Forces, OSC, and AFAFRICA.
The Contractor shall participate in regularly scheduled OSC contractor meetings.
2. TASK D: Identify, Advise, Coordinate, and Conduct Training for Armed Forces Personnel
In conjunction with Partner Nation (PN) Air Force and Army staff, the OSC and the AFAFRICA/A5I, the Contractor shall identify and coordinate training requirements developed in Tasks A and B that address critical capability gaps and enhance the effectiveness and efficiency of the air to ground integration institutional infrastructure.
The Contractor shall support the development and establishment of joint doctrine and SOPs, to include an AGI Specialist Joint Mission Tasks List (AGIS-JMTL) for AGI, in conjunction with the Nigerian Ministry of Defense, Army, and Air Force. Also, assist in the establishment of Nigerian Armed Forces standards for certification and qualification of AGI specialist and pilots conducting air- to- ground integration operations.
Assist in the full utilization of the Nigerian air to ground simulator to include sustainment of the simulator.
Identify key positions to develop, support, and sustain the AGI specialist program.
Advise on the training requirements on the following items: assessment, instruction, and development of PN’s Air Force training management functions; ensures proper criteria are applied; teaching and reinforcing skills required for training management; developing training plans and programs; maintaining documented training program and continuation training records; tracking training for PN in various programs
The Contractor shall ensure coordination/de-confliction/integration with AFAFRICA AGI enablers working on Nigeria to ensure consistency for air to ground integration programs in Nigeria. The Contractor will coordinate with OSC to ensure de-confliction of training events. The Contractor will also schedule CONUS, and/or OCONUS training and education opportunities, also coordinating with mobile training teams (MTTs) in accordance with the approved PN Training Plan.
The Contractor shall conduct training on an ad hoc basis or support already scheduled training.
3. TASK E: Provide Advisory Services to the PN Armed Services
The Contractor shall attend PN Armed Force staff meetings and planning sessions, as they relate to AGI development, as well as OSC contractor meetings. The Contractor shall provide expert technical guidance to the PN Air Force and Army to develop a professional, effective and accountable AGI institution and supporting doctrine and SOPs. The Contractor shall advise on AGI equipment utilization, close air support (CAS) operations, CAS platforms, records management, inventory management, and acquisition.
The Contractor shall advise on the following items: maintaining, troubleshooting, repairing, testing, and inspecting AGI equipment; determining serviceability of equipment; performing quality control inspections; scheduling maintenance; instructing personnel in the care, use, operation and capabilities of AGI equipment in a variety of environments; following established safety rules and regulations; encouraging the maintenance of a safe and clean work area; and AGI specific operational and maintenance policy guidance.
The Contractor shall maintain an up to date list of outstanding requirements from PN Armed Forces.
The Contractor shall assess all data relating to equipment availability and make recommendations to improve operational readiness. The Contractor shall also identify lifecycle requirements of all equipment.
As appropriate, the Contractor shall interface with other international advisors to stay current on needs, and de-conflict assistance.
The Contractor shall provide daily support to PN Air Force and Army staff and mentor staff members on new processes and systems being implemented.

TASK F: Provide ongoing monitoring

SCOPE:
The Al Udeid Expeditionary Medical Facilities Management group manages the day to day maintenance of the Hospital and all associated buildings. Job Requirements
QUALIFICATIONS:
Minimum of 5 years’ experience in a healthcare facility setting.
Advanced technical knowledge in the Medical Gas Service Field.
ASSE 6040 Certification is required.
DUTIES AND RESPONSIBILITIES:
The senior medical gas technician will have advanced knowledge of the medical gas systems and act as a resource to both the maintenance manager and medical gas service technician.
The senior medical gas technician shall be familiar with waste anesthetic gas disposal (wadg) systems, implements procedures to reduce exposure to wag’s and identify exposure risks to wag’s.
Senior medical gas technician shall be familiar with portable compressed gas systems and how to mitigate risks associated with compressed gas.
Demonstrated competence within their scope and is proficient in and experienced in the maintenance of medical gas and vacuum systems covered by the asse series 6000 standard.
Senior medical gas technician will use their knowledge of product performance, system and system component testing, documenting and recording, and medical gas terminology to maintain and repair the medical gas system within the medical facilities.
Under the direction of the mm will perform regular maintenance of medical gas systems.
Will take a proactive approach and conduct regular inspections throughout all medial facilities.
Understand and adhere to all HIPAA (health insurance portability and accountability act) regulations.
Understand and adhere to all policies when using government issues computer systems.
Keeps extensive records of equipment checks, both for maintenance and repair.
Maintains inventories and records supplies and parts.
Document trouble and other reports, the work performed, and any system or configurations changes.
Maintains safe and clean working environment by complying with procedures, rules and regulations.
May be required to complete work near patients and must avoid disturbing them.
Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
