CSRA has a key opportunity for a Sr. Cyber Exercise Planner/Analyst – Active Secret or TS for an opportunity in Arlington, VA.
The National Cyber Exercise and Planning Program (NCEPP) improves the Nation's cyber security readiness, protection, and incident response capabilities by developing, designing, and conducting cyber exercises and workshops at the State, Federal, regional, sector, and international level. Activities conducted under the NCEPP include the design, support, and execution of a broad spectrum of exercise types, depending upon the goals and objectives of the exercise. The exercises can range from policy-based tabletop exercises intended to identify policy and process issues that facilitate or hinder cyber security operations under a variety of authorities, to full scale exercises with both public and private sectors that incorporate network simulations to test command and control procedures, response mechanisms and cross-sector coordination. NCEPP encompasses local, state, Federal and international government exercises, as well as collaboration with private-sector critical infrastructure partners.
Must be a US Citizen with an active Secret Clearance or TS/SCI eligible
Daily Responsibilities:
Work with federal and contract exercise leads to plan, coordinate and execute cyber exercises according to the DHS Homeland Security Exercise and Evaluation Program (HSEEP) principles. This includes identifying objectives, developing scenario, designing exercise construct, supporting the exercise conduct, and after action report development. As part of an exercise development team, collaborate with other exercise organizations across DHS, federal and state governments, and private sector councils and associations to build and complete cyber exercises that help prepare the entire community for cohesive cyber incident response. Contribute to the cyber exercise capability across the NCEPP stakeholder community by providing support, knowledge, and instruction in cyber security issues and their relationship to cyber exercise principles, design, development, and execution. As part of the overall NCEPP mission, help identify continuing opportunities to expand the potential exercise opportunities across the program’s stakeholder communities. Continue to expand and deepen the employee’s cyber expertise through self-study, and formal coursework opportunities. Keep abreast of current cyber intrusion, security, and incident response incidents and trends for potential exercise inclusion.
Qualifications
Basic Required Qualifications:
· Bachelor’s Degree with experience in physical security, emergency management, and/or military service
· At least 8 years of experience engaging at all levels of the enterprise and possessing the ability to facilitate planning meetings and exercises with participants in both technical and senior executive leadership roles
· At least 5 years of experience and familiarity with exercise planning, conduct, and facilitation concepts used to evaluate operational risk and effectiveness of various plans (security, business continuity, or disaster recovery)
· At least 5 years of experience leading incident response operations or supporting training for incident response
· At least 5 years of experience in leading teams or project management with the ability to manage concurrent and often competing priorities
· Able to prepare executive-level summary products aimed at driving action and demonstrating value of exercises
· Strong public speaking skills and the ability to facilitate various audiences
Preferred Qualifications:
· Master’s Degree in Information Technology Security or have a cyber security certification (Security+, CISSP, Etc.)
· 5+ years of consulting experience
· 2+ years of experience in Homeland Security Exercise and Evaluation Program (HSEEP) Methodology
· Familiarity with the National Institute of Standards and Technology (NIST) Cybersecurity Framework

The contractor shall provide, at the direction of the government, qualified target intelligence analysts who shall perform tasks that include but are not limited to the following:
• Utilize all-source intelligence to develop Target System Analysis (TSA), targets, and compile and maintain target lists.

• Support the target vetting and validation process.

(U) The contractor shall produce tailored intelligence products using source material from a wide variety of DoD, Interagency, and Allied/Coalition organizations and assist in the final editing/processing/release/posting of finished products and the application of these products in operations and planning fora. Core functions and responsibilities that contractor personnel shall perform include but are not limited to the following:
(U) Providing near term and current Regional/Country geo-political and General Military Intelligence (GMI orders of battle. training and exercises, force disposition and readiness analysis of the USCENTCOM region and countries (AOR) and USCENTCOM Areas of Interest (AOI).
(U) Providing near-term and current analysis on regional terrorist organizations. Violent Extremist Organizations (VEO), illicit networks, insurgent groups and related activities and issues within the CENTCOM AOR and the counterterrorism plans and intentions of AOR countries.
(U) Compiling foundational data and conduct near and long-term analysis of the socio-cultural dynamics, tribal analysis, and geospatial behavior and interrelationships of key social groups in the AOR and AOI.

• Prepare Terrorism Threat Warning, Threat Assessment, and Threat Advisory Messages/Papers (written with graphics).
• Prepare significant intelligence reports/intelligence highlight cable items (summarized intelligence, written).
• Prepare responses to requests for information/production requests/formal and informal taskers for intelligence/information (all types, written to include graphics as required).
• Perform evaluations of information and information conversion to Record Message Traffic (written).

Job Summary:
Cubic | NEK Services, Inc. is seeking a Special Operations Training Instructors to support Eastern European Special Forces training and curriculum implementation at an OCONUS site, for a period of 8 weeks, with multiple optional rotations possible. The qualified candidate will have extensive knowledge of and experience in SOF training instruction, design, organization and implementation, while working directly with other training team members to ensure the content and conduct of training supports the mission and goals.
Essential Job Duties and Responsibilities:
• Provide classroom and practical application instruction, as subject matter expert, in Special Operations Forces training; including hands-on field training, operational performance exercise training, standard battalion operations and intelligence for combat operations, as well as provide instruction in company-level mission readiness exercises.
• Must be very familiar with and prepared to provide instruction in basic and primary Special Forces functions including but not limited to; counter-terrorism, prevention and response, short duration strikes, material or personnel recovery, special reconnaissance, intelligence gathering, and possibly unconventional warfare.
• Supervise and mentor foreign military fighters during daily training exercises and operations.
• Act as liaison between training management team and foreign student forces.

• Ensure students gain the ability to effectively employ the TTPs necessary, in various scenarios.

Skills/Requirements/Qualifications:
• Shall have a minimum of five (5) years’ Special Operations Forces experience; preferred candidate will have more than 5 years 18-Series SOF experience, and have battalion level experience.
• Must possess previous instructor experience, with priority given to Special Warfare Center & School (SWCS) approved and/or accredited instructor experience.
• Must be a US Citizen.
• Must hold and maintain a Current SECRET Security Clearance.
• Possess and maintain physical fitness & conditioning necessary to deliver this training.
• Knowledgeable in SF operations, SOP’s, TTP’s that affect mission planning and understanding of operational environments.
• Demonstrated ability to plan and communicate effectively.
• Extensive working knowledge of weapon systems and foreign weapons experience; especially Soviet weapons systems.
• Comprehensive knowledge of Range Operations.
• Must possess strong skills in Orienteering/Land Navigation, practical exercises and common-task training, map reading, use and handling of compass.
• Expansive knowledge of tactical medicine and communications.
• Possess high personal standards of technical knowledge & professional competence in delivering course training material.
• Demonstrate high levels of Perseverance and Personal Responsibility; working toward an end, with commitment and resolve.

All instructors will participate in training events in rough terrain that will require the ability to lift/carry 45 pounds, walk up mountainous terrain, walk up to several miles per day with a rucksack, and provide up to eight (8) consecutive hours of instruction.
