Military Contract Specialist
Hamilton Sundstrand is among the largest global suppliers of technologically advanced aerospace and industrial products. Our industrial products serve industries ranging from hydrocarbon, chemical and food processing to construction and mining.

The Military Contract Specialist is responsible for a variety of tasks related to the sale and shipment of military-related hardware. The position requires a proactive attitude and a willingness to work closely with customers. Knowledge of and compliance with Federal Acquisition Rules is essential to success. Other responsibilities include:

-Working closely with distributors to monitor the purchase and shipment of products
-Preparing and maintaining product catalogs that include negotiated and escalated prices
-Processing purchase orders
-Serving as customer interface for product-related issues
-Tracking the export clearance process to avoid shipping delays
-Preparing proposals in response to customer solicitations
-Drafting contracts and other documents using templates
-Performing collateral duties related to the mission of the Military Aftermarket group

The ideal candidate will have excellent communication and administrative abilities. This person must be able to maintain a customer-centric focus, while navigating internal policies and U.S. Government export regulations.

Applicants would benefit from prior experience drafting proposals for new contracts, as well as negotiating and administering existing contracts. Experience with U.S. export law as it pertains to military products is also beneficial.

-BA/BS required; MA/MS preferred
-Business, finance or engineering education desired
-Defense acquisition training/experience is critical to success in this position

Experience with the following software is beneficial: Microsoft Excel and Power Point, Adobe Professional, Wide Area Work Flow (WAWF), and One World. Near-expert level proficiency with MS Excel is required.

Prior military service, experience with export regulations and familiarity with ITAR restrictions are all highly preferred.

Responsibilities:
The Site Logistics Officer is responsible for the system entry, tracking and reporting of all activities related to Items, Inventory and Assets (Sensitive Items and Fixed Assets). Responsibilities will be broad to the SOC Supply Chain and extend from Item Specification Requirements and Vendor Selection to Inventory Reporting and Project Allocation (cost accounting reconciliations).

The Logistics Officer will be responsible for the day-to-day flow of information related to Inventory. Processes for Requisition, Accounting Reconciliations and Reporting will be constantly scrutinized for efficiency and effectiveness.

• Create and maintain optimal forms and processes for Inventory Requests.
• Inventory Request management and approvals
• Work with Finance on policy related to spend authority and approval
• Monitor inventory levels in established warehouses
• Ensure adherence to ITAR, Department of Commerce and Customs compliance for all shipments
• Responsible for applying all SOC shipping and receiving policies within Minden Headquarters and overseas warehouses including tracking in-country purchases
• Facilitate check requests and operation fund replenishments between SOC Operations and Accounting
• Define, collect and report on in-country inventory asset data including logstat management, weapons and ammunition transfer tracking and vehicle fleet reporting. Additional items including sensitive items, depreciable assets and GFE may also require special tracking and reporting as defined
• Control SOC ATF Book records
• Work with SOC Purchasing, In-country Managers and Site Managers to update and perform periodic audits
• Develop and maintain ISO documentation
• Manage the major activity functions in SOC Travel including adherence to SOC travel policy, spend thresholds, real-time updating to the SOC travel log and accounting reconciliations to SOC travel spend.
Qualifications:
Knowledge, Skills, and Abilities
• Must be able to communicate within all levels of the organization including verbal communication, power point demonstrations and spreadsheet modeling and reporting
• Must possess and maintain advanced skills in MS Excel
• Strong abilities in other MS Office Suite products is required including MS Word, Project, Visio and Power Point
• Must be able to self-start or work under specific guidelines in any give process
• Continue to add skill sets and knowledge of AFT Book requirements, US Export requirements and FAR training. This includes attendance at periodic seminars and training
Minimum Education and Experience
• Business Management Degree in Logistics/Supply Chain Management preferred but not required or 8 years comparable technical training
• Experience in operational logistics, International shipping document preparation, budgeting and projection of expendables/replacement items and Joint Command logistics is preferred

1. Predict: Thorough and continuous intelligence analysis is required to develop and maintain a comprehensive understanding of all parts of the IED system, including the identification of any developments in IED technology and tactics

2. Prevent: Once gained, the commander must feed the understanding achieved in prediction into the targeting process and thus employ his resources efficiently to interdict the nodes and linkages of the IED system

3. Detect: It is unlikely that even the most effective prevent activities will totally thwart the adversary from employing any IEDs. A crucial activity, therefore, is the detection of IEDs after they have been emplaced.

4. Neutralize: When an IED emplacement has not been prevented, it is necessary to neutralize the device, so that friendly forces and the local population can operate safely in and around the emplacement site without it detonating. Neutralization may be either temporary or permanent.

5. Mitigate: When they predict, prevent and detect KOAs fail to prevent the adversary from detonating his IED, it is still important to be able to minimize the effects of the resulting blast. The mitigate KOA will include technical, tactical and information activity

6. Exploit: C-IED exploitation is the process by which scenes, events and associated physical materials are recorded and analyzed, in order to understand IED threat modus operandi, device capabilities and perpetrator relationships. Exploitation can take place at any stage within the IED system but every effort should be made to carry out exploitation as early as possible in the IED system event chain.


Travel : Must be capable of overseas travel primarily to NATO nations at a frequency of up to 10-12 times per year for periods of approximately one to two weeks.
