Serve as Facility Management Specialist for USAR Centers and/or training facilities.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
Coordination
Meets with major unit commanders, facility managers and/or USAR Center Boards to determine collective requirements and feasibility of requests. Recommends solutions to the FAST Chief (QAR), which may be modifications of original planning, compromises, or accommodations to meet varying unit demands. Frequently travels to the reserve centers to provide technical assistance on construction, maintenance, repair, improvements, expansion, and renovation on facilities within the command. Interprets regulations, directives, and policies pertaining to facility engineering; prepares recommendations for the FAST Chief (QAR) on implementation of policies; and ensures projects include regulatory, procedural, and technical considerations in the remodeling and expansion of various types of facilities to include: land areas, construction, security alarms, intrusion alarm systems, painting, structural repairs, changes to buildings, electrical installations, removal or correction of safety faults, plumbing, heating and air conditioning, kitchen and dining facilities, roof maintenance, buildings and ground maintenance, leasing actions, landscaping, parking facilities, rifle ranges and storage areas, etc. Meets with Project Review Boards, center personnel and contractors to present and classify projects and discuss related problems and priorities.

Facility Inspection Program
Inspects facilities to determine state of repair and requirements for immediate or long-range projects, ensures data is formulated for incorporation in to the 81st RSC DPW Facility Annual Management Plan. Upon return from TDY, contractor will provide the FAST Chief (QAR) and DCS, DPW with a trip report that includes: date and time of visit, who attended, all findings, any new requirements identified, and any other issues that need to be addressed. Contractor will also incorporate unfunded requirements into RISER system and update any required changes identified during inspection. Initiates request for minor, new construction or major repairs such as improving parking areas modifying facilities storage areas, remodeling administrative areas, making structural or roof repairs. Forwards request to the FAST Chief (QAR) for approval. Reviews operational issues of Reserve Center(s); determines appropriate use, costs incurred, identifies impact of other uses of the Center(s), and documents requests for use by non-tenants. Develops proposed annual and long-range preventive maintenance program for each Center (s) to include: identifying requirements, monitoring maintenance schedules (i.e., contract, installations, or maintenance team), and provide to FAST Chief (QAR). Perform Facility Assessments and completes Installation Status Report for each facility (due date established by Higher Headquarters, typically end of 2nd quarter of FY). Provide detailed monthly report of each facilities status to FAST Chief (QAR) and DCS, DPW. Complete/Update RISER work order for each Red or Amber item identified for facilities. Develops proposed ISR Corrective Action Plans within 6 days of each completed ISR to correct red and amber items in accordance with DCS, DPW funding priorities and provides to FAST Chief (QAR) for approval.

Database Management
Input, update, and maintain work orders in the RISER database. Maintain budget database to ensure it is accurate and all funds are tracked. The support shall be provided throughout the performance period as required and include developing a spreadsheet to track Project Status. FAST Chief (QAR) will ensure accuracy of data.

Project Management
Schedule, track, and inspect projects and provide, by facility, monthly status reports to include: all sustainment, repair and maintenance (SRM) actions and projects. Report will be provided to FAST Chief (QAR) and DCS, DPW NLT the 3rd business day from the end of each month.

Maintenance and Repair
Identify all facility maintenance requirements, assist FAST Team in addressing and prioritizing requirements, and following up to ensure that facility maintenance, repair, and alteration actions are executed in a timely manner in accordance with command priorities and applicable laws and regulations. Establish and maintain center maintenance and repair files for each facility. Notify DCS, DPW HQ of emergency service needs. Maintain a copy of all keys to each facility.

Scopes of Work
Provide technical expertise for facility management and prepare detailed scopes of work, designs, government estimate, and specification to correct problems at the facilities.

Service Contracts
Determines needs and makes recommendations to the FAST Chief (QAR) for service contracts. Monitors service contracts for facility support such as utilities, grounds maintenance, custodial services, and equipment maintenance. Updates service contract performance work statement and frequency schedule for each facility during the 3rd and 4th quarter of the fiscal year. The contractor monitors work performance, and ensures contract compliance by examining goods or services provided. Identify problems, determines category of work, and determines if emergency or regular action. Submits engineering work requests for services (maintenance, repair, new construction, self-help projects, equipment installation, and troop engineer projects); prioritizes work requests and verifies work completion. Ensure that all required dd250’s are completed for the facility and forwarded DCS, DPW prior to due date. Report any problems in service maintenance contracts to FAST Chief (QAR) and DCS, DPW immediately. The contractor will provide FAST Chief (QAR) and DCS, DPW a monthly Service Contract Status report for each of their facilities within their area of responsibility and update the Service Contract performance work statement and frequency schedule 60 days prior to contract end date.

Local Contractors
Establish and maintain a list of local contractors and servicemen, e.g., plumbers, electricians, locksmiths, carpenters, heating/air conditioning and general contractors.

MCAR
Attend MCAR planning and design meetings as required. Provide periodic inspections and reports to DCS, DPW during construction phase, as required.

Space Utilization
Complete space utilization survey for each facility and identify exclusive, storage, and common areas assigned to facility and tenants. Provide copy to DCS, DPW. Assist DCS, DPW with the assignment of space and the relocation of unit personnel as required.

Safety and Fire Prevention
Ensure facilities are maintained in accordance with all safe/occupational health and fire regulations. Review all safety and fire inspection reports and provide corrective action plan to DCS, DPW.




QUALIFICATIONS (what is required to perform the job, i.e. education, experience,
skills, etc.)
Experience in facilities management, preparation of detail scope of work, and design work. Knowledge of fire inspection codes, ability to monitor work performance, ability to develop annual and long range preventative maintenance programs.

The CJCS is responsible for the design, development and delivery of law criminal justice curriculum for the PAST pre-deployment training program.
