Salary: $109,800 - $140,287 Job Summary: The general function of the position within the organization is to manage the Building and Engineering Division (B&E). This position is under the direction of the Director of Planning Building and Development Department, supervises the B&E Division staff (consisting of engineers, inspectors, enforcement staff, and operations and project management staff), manages the Department’s intergovernmental agreements and related relationships, and acts on the Director’s behalf in the Director’s absence. Requires the ability to effectively problem solve business/workflow processes in a contract setting. Requires the ability to negotiate terms of service for intergovernmental contracts based on capacity, cost, and other factors. Also, requires general familiarity with the construction trades and building codes. Requires knowledge of the NFIP, COE and State of Illinois floodway rules and local stormwater floodplain, wetland and soil and sediment erosion control ordinance along with experience in the administration of those ordinances; and water quality and wetland principles. Requires significant experience in stormwater management in metropolitan or suburban settings similar in size and complexity to Lake County; consultant selection and project management; and in drafting and/or reviewing various land development plans that are in conformance with governmental ordinance and regulations. Experience in managing system (business workflow and/or technologies) implementation. Experience in shared services analysis and implementation (including internal organization shared services and intergovernmental agreements) is also necessary.
