Background:
The Federal Highway Administration (FHWA) is charged with the broad responsibility of ensuring that America’s roads and highways continue to be the safest and most technologically up-to-date.

Overview:
The position is located in the Central Federal lands Highway Division (CFLHD) in Lakewood, Colorado and you will serve as the materials engineering technician that directs or performs all tests to determine materials specification properties in three specialized areas including (1) soils; (2) asphalt cements/cutback asphalt; and (3) emulsified asphalt.

Central Federal Lands Highway Division is looking for a dedicated individual to support us in maintaining our high level of highway construction materials testing experience and expertise. The ideal candidate will have training and experience in sampling and testing a broad range of materials typically used in highway and bridge construction, according to national testing standards such as American Association of State highway and Transportation Officials (AASHTO) and American Society for Testing and Materials (ASTM).

Major Duties:
• Directs or performs all CFLHD testing and evaluations for (1) soils; (2) asphalt cements/cutback asphalt; and (3) emulsified asphalt. Performs testing of proficiency samples furnished by ARML in the soils, asphalt cement/cutback asphalt and emulsified asphalt areas and demonstrates equipment and test methodologies for compliance with associated AASHTO and ASTM procedures during AMRL audits.
• Directs materials engineering technicians and engineers assigned to the Materials laboratory in performing tests on highway construction materials. Ensures that sample preparation, testing and reporting is appropriately completed and that adequate testing supplies and materials are available for operations.
• Assists the laboratory in maintaining accreditation from entities such as AASHTO Reference Laboratory (ARML) through participation in on-site inspections and proficiency sample testing. Participates in professional societies that serve to advance the engineering profession.
• Maintains direct personal contact with CFLHD, FHWA, government and private sector personnel (1) to exchange information; (2) to coordinate work efforts; (3) to discuss equipment and testing requirements; (4) to resolve materials related problems and (5) to consult.
• Reviews and recommends changes to the Materials Quality Manual, Field Materials Manual, Central Laboratory Test Manual, standard specifications and Standard Contract Requirements for adequacy in materials related matters.
• The employee will be required to intermittent heavy lifting, such as equipment and materials samples and requires standing most of the day in the laboratory and field settings with appropriate personal protective equipment. The employee must safely handle fumes, odors, hot liquids, and potentially hazardous chemicals.

Qualifications:
To meet the minimum qualifications for this position, you meet the experience qualifications for the grade at which you are requesting consideration.
To qualify at the GS-11 level,you must have at least one full year of specialized experience equivalent to the work performed at the next lower grade level for this occupation. The specialized experience must include experience performing materials testing in accordance with the American Association of State Highway and Transportation Officials (AASHTO), American Society for Testing and Materials (ASTM), and other national testing standards on materials such as soils, aggregates, asphalt binders, emulsified asphalt, hot mix asphalt, and Portland cement concrete.
In addition to the specialized experience listed above, all qualified applicants must meet the following selective factors:
• Have current experience within the past 3 years working in an ISO 17025 or AASHTO R 18 accredited laboratory performing AASHTO and ASTM tests within the soils, asphalt cement/cutback asphalt and emulsified asphalt materials fields. The ISO 17025 or AASHTO R18 work experience must be documented in the resume with appropriate references. The specific AASHTO and ASTM tests the applicant has experience performing within an ISO 17025 or AASHTO R 18 accredited laboratory must also be listed. Applicants will be individually evaluated based upon their ability to conduct specific tests required for the job. Please complete the attached and provide with your resume.
• Possess current National Institute for Certification in Engineering Technologies (NICET) certification. The individual certification must be NICET Level II or higher in Construction Materials Testing for Soils and Asphalt in order to demonstrate national proficiency in soils and asphalt testing. • Possess current Asphalt Institute (AI) National Binder Technician Certification (NBTC). The individual certification must show proficiency in concept and practice for the tests required in AASHTO M 320, "Performance-Graded Asphalt Binder," including Dynamic Shear Rheometer (DSR) and Bending Beam Rheometer (BBR) in order to demonstrate national proficiency in asphalt binder testing. A valid and current AI NBTC certificate must be submitted.

SPECIAL EXECUTIVE POSITION

POSITION: Supply Chain Group Business Development Executive

VSE Group Business Development Executives (GBDE) report directly to the Vice President of Sales and Marketing and are dotted-lined to their corresponding Group Presidents. The VP of Sales and Marketing is responsible for providing GBDE annual evaluations, establishing the GBDE annual compensation, and the GBDE career development. In turn, their Group President establishes the GBDE work assignments, sets the GBDE priorities, and establishes the size and composition of the GBDE’s staff. The GBDE is charged with identifying, qualifying, developing and capturing new business opportunities in designated Group client accounts in accordance with the strategic direction defined by the Group President. Specifically, the GBDE is responsible for the development of a robust and qualified pipeline that directly supports the revenue goals of the Group Presidents. Core to this function, is the GBDE’s responsibility to manage the integrity of both opportunity and competitive intelligence and drive new business opportunities through the Step Review process into a competitive proposal environment. To that end, GBDEs lead the development of win strategies through competitive analysis, pricing analysis, teaming discussions and recommendations, solution reviews, and most importantly, client intimacy.
The GBDEs and their respective Group’s BD staff serve as trusted advisors to the leaders of their designated clients and strive to provide thought leadership within the clients’ decision making circles. The GBDEs are responsible for maintaining and enhancing familiarity with the client’s business needs, and also for familiarizing clients with VSE’s entire portfolio of capabilities and solutions. To that end, the GBDEs are responsible for staying current in the offerings of all of VSE’s Group capabilities. The GBDEs drive the annual development of client-specific strategic plans designed for business expansion within their clients’ domains. The GBDEs are responsible for the maintenance and deployment of client account plans which provide the quarterly status of the tactical implementation of their client-specific strategic plans.

In collaboration with the Group Presidents, the Vice President of Sales and Marketing and selected Group technical personnel, GBDEs will participate in client-related professional societies, community activities favored by their clients, and provide VSE visibility to the clients’ community leaders to include local elected officials, business leaders and academic leaders. The GBDEs are responsible for helping to identify and nominate VSE’s investments in trade shows and symposia within their client domains. The GBDEs, in conjunction with their Group BD Staff, are responsible to their Group President for coordinating these events across their respective Groups.

The GBDEs is responsible to develop capture plans for acquiring specific targets and coordinate the specific proposed target development process of the opportunities available for bid, scope of work and dollar value. Develops and implements marketing quality process in accordance with the corporate programs.

The GBDEs are responsible for cultivating, maintaining and enhancing VSE’s business relationships with highly regarded companies sharing their client space. In partnership with the Vice President of Marketing and their Group Presidents, GBDEs help to ensure the best available team mates are on VSE’s team in the pursuit of business expansion opportunities.

The GBDEs are primarily responsible for the penetration of entirely new markets with VSE offerings not currently being delivered by their Group. They will also assist as directed on other new business opportunities that may cross Group boundaries. The GBDE line relationships with the Vice President of Sales and Marketing, the Group Presidents, and the Groups’ professional business development staff are further described in CGPM-6000.

Requirements

The successful candidate will be an experienced leader who has worked in a traditional professional services organization with Supply Chain and has demonstrated/achieved the following:
BS/BA degree required; MBA/MS/MA desired
Minimum of 10-15 years experience in working program/customer/product areas in the Federal Government
Ability to manage complex projects
Developed and executed business strategies to substantially increase revenues/bookings
Played a lead role in the business development cycle by crafting strong solutions, demonstrated consultative selling and closing skills
Established a proven track record of achieving revenue/booking targets.
Developed strong client relationships
Ability to represent the Company with customers at the senior management level
Strong track record of demonstrated success and quota achievement
Experience developing business plans and understanding of vertical market industry solutions

The incumbent serves as Program Specialist for Casualty Assistance and Funeral Honors Programs.

SCOPE: These positions will lead inventory teams conducting the wall-to-wall turnover inventory between an incoming and outgoing contractors at multiple U.S. operating locations in Kuwait. Assure follow up actions are visual to stakeholders and are driven to closure.
Monitor and report on all savings and Lean activities on a monthly basis using the standard reporting template.
Facilitate the development, follow through and adjustment of a Strategy plan for global sites.
Assess and report on various plants progress to keep implementations on track.
Assist GM and Plant Managers in facilitating Steering Committee meetings.
Identify and remove barriers to success.
Work closely to identify opportunities for Best Practice within the industry.
Assure ongoing Lean training for all employees.

Requirements:
BS in Engineering preferred or a technical degree. Trained in Lean philosophy, and experience in Leading Lean Events.
Trained in Six Sigma tools a plus.

10 plus years experience of successfully applying improvement initiatives using Lean Manufacturing tools.

FT/Perm Position - EH&S Specialist with Air Quality Regulations Experience in Plant/Pipeline Environment - East Texas (Central)

Description:To develop and direct the programs, procedures and systems to comply with federal and state environmental regulations and to address and work to reduce our client's potential environmental liabilities.
Duties:
Develops and conducts employee training and emergency preparedness.

Performs complex technical work to ensure compliance with environmental requirements.

Provides regulatory interpretations and technical advice to operating assets using effective communications techniques.

Conducts compliance assurance reviews of environmental programs and requirements.

Develops, implements, and maintains programs, systems, and procedures to ensure compliance with environmental requirements.

Recommends improvements in processes, management systems, procedures, and operating equipment to comply with environmental requirements.

May act as lead person or technical expert and provide leadership and direction to less experienced environmental and operations staff.

Independently determines and develops approaches to solutions and obtains management approval for implementation.

Maintains working knowledge of existing and proposed environmental regulations.

Performs due diligence on possible and current merger and acquisition activities.

Responds to and investigates environmental incidents such as spills, releases, NOVs, and complaints.

Requirements:

Experience in the Gas Processing Business

Advanced mathematical, science and analytical abilities.

Bachelor's degree in environmental science, engineering or a related technical degree and at least 4 years professional environmental experience. (with Air Quality regulation knowledge CRITICAL).

Solid knowledge of environmental laws including but not limited to; RCRA, SDWA, CERCLA, SARA, Clean Water Act and Clean Air act and various state environmental laws.

Effective written and oral communication skills. Advanced degree and/or Professional Engineer Registration
