On behalf of Skanes Technology Group, Owens-Coffield Consulting is actively recruiting for Software Engineers of all experience levels to support an ongoing Government contract in Pensacola, FL.
All levels of Software Engineer will have the skills listed below. Each level may have additional education, skill and/or experience requirements.
The Software Engineer develops, maintains, and enhances complex and diverse software systems (e.g., processing-intensive analytics, novel algorithm development, manipulation of extremely large data sets, real-time systems, and business management information systems) based upon documented requirements.
Software Engineering tasks include:
Design and develop new software.
Maintain existing software and resolves software problem reports.
Modify existing software to add new features.
Perform individually and as part of a team.
Utilize software development and software design methodologies appropriate to the development environment and in compliance with customer and industry lifecycle development approaches.
Develop, execute and document software testing, including test cases.
Perform software requirement analysis, derivation and allocation.
Provide input to the software components of system design to include hardware/software trade-offs, software reuse, application security, and use of Commercial Off-the-shelf (COTS)/Government Off-the-shelf (GOTS) in place of new development.

6. Public Health Technician (Columbus AFB, MS)
Our client requires a full-time Public Health Technician to support the Medical Treatment Facility (MTF) at the Columbus AFB installation in Mississippi to perform public health activities and programs in support of the Aerospace Medicine Program.
DUTIES
The duties will be performed in accordance with established procedures and protocols, within the scope of practice. The duties include but not limited to the following:
§ Performs epidemiological investigations, patient interviews and health education/control measures.
§ Monitors treatment/follow-up actions on infectious patients and their contacts as well as personnel exposed to blood and bodily fluids.
§ Monitors rabies control program.
§ Assists with investigations of disease outbreaks.
§ Collects and compiles epidemiological data.
§ Conducts food inspections IAW the regulatory requirements. Inspects foods, containers and/or vehicles, and reports the results to department manager/food mangers concerning safety and security of foods on receipt and in storage. Collects and ships food for laboratory analysis. Evaluates and completes inspection records.
§ Determines compliance with sanitary standards, and reports
§ Conducts sanitation evaluations. discrepancies. Recommends inspection frequencies and schedules/conducts food & sanitation training.
§ Assists with evaluating risk of vector borne disease transmission. Collects and identifies vector species. Educates forces and base populations on prevention and control of vector borne diseases.
§ Performs occupational health assessment and/or occupational illness investigations; conducts duty location surveys to identify health concerns; recommends corrective actions with program training and tracking of members.
§ May be a member, record minutes or provide input to the Occupational & Environmental Health Working Group (OEHWG).
§ Participate in the Deployment Medical Surveillance Program to include, but not limited to
§ scheduling, tracking, and reporting on pre/post-deployment requirements.
§ Assists in scheduling and coordination of the deployment health assessments.
§ Assists healthcare provider teams with interpretation and application of medical standards to determine medical qualifications for occupational duty, worldwide duty, mobility status, flying status and special duty. Provides administrative management of the Medical Profile Program: assist with retraining, specialist duties, and waivers.
§ Performs Preventive Health Assessments (PHA). Reviews fitness assessment surveys, retrieves required information from patient medical record reviews and/or schedules patient visit to obtain required information. Determines if patients need to be examined by a credentialed provider.
Work Environment/Physical Requirements. The work may be sedentary at times; however, the Public Health Technician must be able to stand on their feet for long periods of time and to walk on a regular basis. Physical demands include walking, standing, sitting, bending, and carrying of light items up to 35 pounds. Travel to other section of the MTF or Air Force base may be required. This includes area near the base that may be the responsibility of the MTF.

Detailed Responsibilities:
The Imagery Analyst shall perform GEOINT/ IMINT/ FMV analysis, imagery product production, intelligence systems architecture and evaluation of procedures, processes, techniques, models and/or methodologies used to develop complex solutions to requirements. The analyst shall have operational and tactical level intelligence experience to include general experience in the fields of targeting, intelligence systems, and geospatial systems. The analyst shall have briefing skills and be capable of effectively directing subordinate analysts in the accomplishment of intelligence products and assessments. The analyst shall be proficient in utilizing computer applications and intelligence related automation to support analytical efforts and product development.
Specifically, the analyst will:
Perform imagery analysis, imagery product production, intelligence systems architecture and evaluation of procedures, processes, techniques, models and/or methodologies used to develop complex solutions to requirements.
Possess documented operational and tactical level intelligence experience to include general experience in the fields of targeting, intelligence systems, and geospatial systems.
Have briefing skills and be capable of effectively directing subordinate analysts in the accomplishment of intelligence products and assessments and be capable of multi-tasking in a high stress, time sensitive environment.
Must be highly proficient in utilizing computer applications and intelligence related automation to support analytical efforts and product development.

May require recurring domestic and international travel to include conducting deployments to combat zones. Deployments may be from 15 days to 4 months long. Typically, contractors do no deploy until after they have worked CONUS for 18 months.

POSITION SUMMARY:
Reporting to our Chief Development Officer, the Director of Development will oversee our entire charitable giving portfolio, including: individual giving, major gifts, planned giving, community campaigns and special events. It is envisioned the Director will take ownership of the entire development function, from strategy through to execution and follow-up, actively working to attract five, six and seven-figure gifts to the organization. She/he will work closely with our CEO and CDO to create and manage our fundraising strategy and key donor relationships. As a SpaceX recruiter, you will run a full desk with a variety of duties and responsibilities focused on the sourcing, screening, interviewing, and onboarding of top talent candidates to fill mission-critical positions. In many cases, you are the candidates’ first encounter with SpaceX and it’s your job to represent the company with professionalism, pride, and enthusiasm. RESPONSIBILITIES:
Your day-to-day routine will change often as hiring priorities shift, but there’s a basic set of activities you can expect to run with daily. A typical day can and will consist of the following:
• Meeting with your client groups to discuss headcount, new requisitions, hiring strategy, and/or interview feedback – you truly act as a partner to your clients and not merely as an order taker
• Screening candidates who apply to our requisitions – as the SpaceX name brand grows, our job postings continue to fill up with stellar candidates
• Sourcing candidates on external sites, such as LinkedIn – often the best candidates are the ones not actively looking
• Discussing candidates you’ve screened with your client groups and recommending top candidates for interviews
• Giving tours to candidates before their onsite interview – with the majority of all rocket and spacecraft production taking place in our Hawthorne facility, this is a chance to showcase all the exciting things going on at SpaceX and bring to life the opportunity to work here
• Attending interviews alongside your client groups to act as another set of eyes and ears in evaluating candidates
• Once candidates are approved for hire, you’ll begin the HR onboarding process including initiating background checks, completing reference checks, negotiating offer packages including extending offer letters, and issuing new hire paperwork – you’ll have plenty of support from the HR, Benefits, and Compensation departments to make this process as seamless as possible
No day is the same here and the pace moves fast, but ultimately your job is to effectively attract, organize, and manage your pipeline of the country’s most talented individuals to help advance the mission to Mars!
BASIC QUALIFICATIONS:
• Completed bachelor’s degree
• 2+ years of recruiting experience in a manufacturing, production or engineering field
PREFERRED SKILLS AND EXPERIENCE:
• 4 years of in-house technical recruiting experience
• Ability to distinguish between the top 50% and the top 5% of talent within their respective fields
• Demonstrated expertise in non-standard recruiting methods: cold calling candidates and companies, organizing and executing ad hoc networking events, identifying industry experts and finding unique methods to engage with them, creating unique targeted sourcing campaigns, etc.
• Comfortable interfacing directly with hiring managers including director and VP level technical leaders
• Ability to build strong relationships with both hiring managers and candidates
• Ability to accurately present but not oversell candidates to client groups; influence decisions by acting as the subject matter expert on talent but avoid dictating client decisions
• Ability to multi-task and operate with little direction while still being an active team member
• Strong sense of ownership, urgency, and accountability
• Strong desire to be successful and make an impact

Position Overview:
This position will be in the Strategy & Workforce Insights group, reporting to the Senior Manager of Portfolio/Project Management in the Human Resources (HR) department. The HR Compliance Project Manager will act as the single point of contact for HR’s compliance efforts, aligned with the Company’s Ethics & Compliance Framework. Key stakeholders include Ethics & Compliance, Law, and HR and other Company personnel who have employment-related compliance responsibilities. The successful candidate will partner with HR Subject Matter Experts (SMEs) and process owners to ensure HR is compliant with changes to employment-related laws, respond to known/potential non-compliance events, and mitigate future compliance risk. He/she will also provide additional project support for non-compliance-related HR initiatives, support Project Management Office (PMO) senior project managers on enterprise initiatives and perform other duties and responsibilities as assigned.
Typical Responsibilities Include:
• Help ensure Human Resources (HR) is operating consistently with Ethics & Compliance standards.
• Monitor employment-related legislative and regulatory actions for company implications and project manage any required changes including requirement validation, risk assessment, controls development, and routine monitoring.
• Manage responses to non-compliance events immediately upon discovery; ensure HR’s response is complete, and subject matter experts/process owners implement mitigation to prevent further/future non-compliance events
• Manage the suite of HR policies, programs and procedures; lead the annual review of HR’s policies by ensuring each one is thoroughly reviewed and updated, and ensure implementation of ad-hoc changes to HR policies as legal, regulatory, or business needs dictate
• Lead certain HR regulatory and compliance reporting efforts, participate in cross-functional compliance-related teams as the HR lead, and work with HR and other personnel to properly document and regularly update key HR procedures
• Manage HR’s records management program, leading the HR Information Stewards Team through the annual review process, so that HR is compliant with record retention schedules and legal holds
• Lead HR’s data privacy efforts in concert with the Ethics & Compliance Privacy Compliance Program Manager and perform regular assessments of access to personal and sensitive employee data, providing assurance that access is obtained to the lowest achievable level
• Manage the evaluation, development, and implementation of additional non-compliance related projects, including strategic or process improvement initiatives, which have operating unit impact
• Make strategic decisions regarding establishing and changing project direction as well as identify and manage resolution of major or complex issues
Minimum Qualifications:
• Must have a minimum of 2 years of experience leading/managing HR programs.
Desired Qualifications:
• BA/BS in Business, HR, Law or related field or an equivalent combination of education and experience
• PHR, SPHR, Project Management Certification, preferred.
• Typically possesses five or more years of experience working on HR compliance programs.
• Demonstrated experience with HR’s policies, procedures and programs.
• Demonstrated experience leading projects that are completed on schedule and within scope.
