Job Description
The Operations Manager is responsible for daily operations and contract activities, program administration, customer relationship management, and successful contract performance. In order to be considered for this position, candidate must have extensive experience working in Information Operations and Strategic Communications in an international environment.
The Operations Manager is responsible for assisting the Program Manager in the management of contract deliverables, financial reporting and budgeting, interfacing with program customers and general leadership for the program. This position will have direct oversight over program resources, schedules, and customer satisfaction, along with responsibility for ensuring that the contract meets technical and contractual requirements.
The Operations Manager will ensure that all team members maintain acceptable standards of behavior is in compliance with local policies, company policies, government (or customer) policies, contractual requirements, security regulations, and ethical standards of behavior.
Responsibilities
• Ensure all program activities are in compliance with all policies and procedures
• Supervises the effective management of resources and schedules to ensure successful program performance
• Maintain full program/contract staffing levels, including provisions for rotations and leave absences, including the safety of all personnel
• Program direct interface to Human Resource, Finance, IT, Logistics, and Security
• Ability to manage complex programs with a diverse employee/contractor base
• Ability to quickly assess, prioritize, and manage the resolution of problems and issues
• Ensure a timely responses to customer and company requirements
Requirements
• 10+ years of successful personnel and operational management experience
• Prior military expertise or 10+ years civilian program management experience in Information Operations or Strategic Communications arena highly desirable
• BA/BS Degree
• Experience managing teams of 25 or more personnel
• Managing multiple tasks and subcontractors
• Overseas deployment experience supporting the Department of Defense
• Strong problem solving, writing and communication skills
• Proficient in MS office, Excel
• Project Management Professional (PMP) certification is a plus

Northrop Grumman Information Systems in Reston, VA has a requirement for an Information Security Engineer to setup, run, and maintain the continuous monitoring scan tools (such as NESSUS, AppDetect, WebInspect, etc.) for the Sponsor’s world-wide IT enterprise including network devices, servers, and storage. The candidate will also support the infrastructure engineering team’s mitigation of scan findings as needed. The successful candidate must be able to support the assessment of systems and networks within the networking environment or enclave and identify where those systems and networks deviate from acceptable configurations, enclave policy, or local policy.
The successful candidate will have assisted in the implementation of the required government security policies (i.e., DCID 6-3, ICD 503). He/she will also have performed analyses to validate established security requirements and recommended additional security requirements and safeguards.
The successful candidate will have supported the formal Security Test and Evaluation (ST&E) required by a government accrediting authority through via activities such as pre-test preparations, participation in the tests, analysis of the results, and preparation of required reports. The candidate must have experience documenting the results of Certification and Accreditation activities, supporting the preparation of System Security Plans and supporting mitigation of security risks identified during various types of system security scanning efforts. Experience periodically conducting a complete review of each system's audits and monitoring corrective actions until all actions are closed is also expected.
In the execution of his/her duties, the candidate must be able to develop engineering options, clearly explain tradeoffs, and be comfortable presenting the best recommendations that will achieve the Sponsor’s technical objectives. The candidate must be able to work well with the multi-discipline senior engineering team responsible for the design, implementation, test, deployment, operations, and maintenance of the Sponsor’s world-wide IT enterprise.
The candidate will also need to be flexible in order to help the Sponsor with ad hoc engineering problems and tasking that may occur throughout the effort’s period of performance. The successful candidate must be able to professionally brief to senior level customer audience. The candidate may also provide moderate assistance to project management on task direction.
Qualifications
Basic Qualifications:
•Bachelor’s degree with 2+ years of experience focused primarily in InfoSec engineering as described above. Four years of experience may be substituted in lieu of a college degree.
•Hands on experience installing, configuring, running, and maintaining security scan tools such as Nessus, AppDetect, and WebInspect.
•Working knowledge of Windows and Linux operating systems
•Understanding of networking fundamentals
•Experience communicating findings from security scan tools with engineering and the Customer’s InfoSec staff and tracking the resolution of these findings to completion.
•Experience meeting assisting with the evaluation of customer security accreditation standards for a production system
•Understanding of the security processes and procedures used by the Sponsor

Active Directory approaches, host protection, identity access management, an external proxy service, and network security enhancements. The successful candidate will have assisted in the implementation of the required government security policy (i.e., DCID 6-3, ICD 503), made recommendations on process tailoring, participated in and documented process activities. The successful candidate will support the formal Security Test and Evaluation (ST&E) required by the government accrediting authority through pre-test preparations, participation in the tests, analysis of the results and preparation of required reports. The candidate will document results of Certification and Accreditation activities, preparing the system Security Plans and mitigating security risks identified during various types of system security scanning efforts utilizing such tools as WASSP and AppDetect.

General Statement of Job:

Essential Job Functions:

Response may be to medical emergencies, burglary, fire, duress alarms, travel emergencies and other events or needs
• At client's direction, may provide liaison with law enforcement, fire department, or industrial and civil emergency response organizations related to emergencies on client property
• Receive, evaluate and disseminate incoming information and reports from client Security personnel, security officers in the field, contractors, suppliers, reporting parties, and local agencies
• Communicate out-of-the-ordinary or abnormal conditions to client Security personnel, client management, client employees, client's Facilities organization, client's Environmental Health and Safety organization, repair companies, and Security Specialists in the field
• Operate and monitor computer workstations and emergency systems; administer and maintain process control systems and databases used within the control center
• Assist in coordination of service requests for after hour call transfers, access, additional security officer deployment or re-posting as requested
• Detect, classify, and record incidents (re: events, activities, incoming information or intelligence)
