The Celestar Corporation has an IMMEDIATE NEED to identify multiple Strategic Planners for a proposed Task Order who will be seated in the J51 (Compartmented Plans Requirements) at USSOCOM MacDill AFB. RESPONSIBILITIES
Conduct detailed planning across the full range of CWMD requirements associated with the USSOCOM CWMD strategic planning efforts, integrating into the SOCOM SOPD Working Group (SSWG).
Assist the SSWG organize, focus and synchronize USSOCOM CWMD enterprise partners and enablers to meet defined organizational end states. Specifically, you shall:
· Facilitate and support the CWMD Strategic Planning Process, employing a SOD approach to conduct operating environment analysis and end states development.
· Conduct detailed nodal analysis of WMD pathways and networks for a multitude of operating environments.
· Conduct detailed technical analyses of threat nuclear technologies and ballistic missile systems.
· Work with intelligence analysts and employ SOD to evaluate intelligence in order to update SSWG’s understanding of operating environment, threat capabilities, and WMD program efforts; apply SOD to update and inform the planning process.
· Support all of the planning lines of effort through task/project planning, research, analysis, intelligence evaluation, document preparation/staffing, coordination support and WMD COI/COP knowledge management synchronization.
· Facilitate and support CWMD working groups, COI engagements, and plans synchronization across Combatant Commands, Theater Special Operations Commands (TSOCs), USG partners and key partner nations.
· Execute staff coordination support to reach the programmatic end-state and facilitate WMD Knowledge Management (KM) fundamentals.
· Provide direct coordination and synchronization support to the J51 Plans Division Chief as directed.
REQUIREMENTS
· A minimum of Four (4) Years’ experience in CWMD planning activity.
· A minimum of Three (3) Years’ experience in the special operations areas of employment, tactics, techniques, and associated activities which support and facilitate CWMD program actions in meeting requirements of the SecDef/CJCS and GCCs.
· A minimum of Three (3) Years’ experience in the range of regulations, legislation, policies and directives pertaining to CWMD.
· A minimum of Three (3) Years’ experience in US military command structure, DOD and civilian agencies involved in CWMD activities, including their policies, practices, capabilities and organizations relationships.
· A minimum of Three (3) Years’ experience in the various command entities involved in overall planning and execution of CWMD operations and activities.
· A minimum of Three (3 ) Years’ experience in applying program evaluation techniques along with a thorough understanding of command, DOD interagency and National policy/legislation to ensure effective and appropriate utilization of SOF in a CWMD role, and one which maximizes the contribution of SOF in support of National CWMD efforts.
· A minimum of Three (3) Years’ experience in employing Systemic Operational Design (SOD) to the CWMD Strategic Planning Process IOT conduct operating environment analysis and end states development.
· A minimum of Three (3) Years’ experience in WMD production processes and/or the production and employment of WMD delivery systems; demonstrate understanding of doctrinal CWMD operations.

Position Summary: CAEL is seeking an accomplished professional to manage its growing line of work related to improving higher education and career opportunities for veterans, in addition to other special projects. This is a full-time position requiring a proven track record in project management, services coordination, meeting planning and facilitation, external relations, and writing.

THIS POSITION IS CONTINGENT UPON AWARD
Purpose: Effectively and efficiently manage cost, schedule, and performance parameters for specific CN task order projects.
•Lead the development of specific logistics-related task order proposals when assigned as the Project Director for that task.
•Ensure the specific task order meets cost, schedule, and performance requirements.
•Report periodically (or as directed by the Deputy PM) on the financial status of the task order as well as its schedule and performance.
•Formulate and enforce work standards, assign schedules, and review work discrepancies of all personnel performing on the task order. •Recommend a dollar value of purchases for equipment, supplies, or other required direct or indirect costs necessary to execute the program.
•Interface with Government Task Order Monitors (TOMs) to obtain or exchange specific task order information.
•Draft technical execution and management plans for proposals; draft project operational security plans, progress reports, training plans, reporting metrics, and task order management plans.
•Initiate projects by creating a baseline and conducting an internal kick-off meeting, and external kick-off conferences with the U.S. Government and foreign coalition forces.
•Design and write project plans based on the Delivery Orders and Performance Work Statements, to include work breakdown structures with individual roles and responsibilities.
•Based on the Delivery Order CLINs, develop project spend plans and manage monthly budgets.
•Mobilize qualified personnel to provide services or develop products, and manage projects in accordance with the Contract Line Item Numbers (CLINs) and Contract Data Requirements Lists (CDRLs).
•Provide direct interface with the Government Counter Narco-terrorism Technology Program Office Task Order Managers, and onsite Company Project Managers, U.S. Government, foreign Government, and or Para-military personnel.
•Manage the inventory and control of Government and Contractor furnished equipment, materials, and information.
•Manage the projects’ compliance with the International Traffic In Arms (ITAR) Regulations, specifically in regard to licenses and technical assistance agreements.
•Draft and manage project quad charts and interim program reviews.
•Complete product development or the provision of services in accordance with the contract and draft and deliver final program reviews.

Job Requirements

36. Field Support Representative - Afghanistan
Position Summary
The Field Support Representative (FSR) directly supports the fielding, set-up, integration, use, and training of U.S. Government logistics software applications, e.g. Transportation Coordinators - Automated Information for Movement Systems (TC-AIMS). The FSR works with customers to maintain network connectivity and resolve any software, hardware, operating system and information issues that impact system availability. The FSR assists the customers with submitting incident reports into the Government managed incident network process and system. The FSR is the direct support liaison for the customer and provides the reach-back support to Product Lead Automated Movement and Identification Solutions (PL AMIS) and technical support capabilities. The FSR demonstrates a strong working knowledge of distribution management and movement control operations while instructing subject material for the TC-AIMS II. The FSR understands software application systems, file transfer protocols, and data storage methodology.
Primary Job Functions
- Deliver classroom, as well as on-the-job training.
- Create and present briefings and demonstrations that address system capabilities and uses for operators, Commanders and staff.
- Create, submit, and present required reports as directed by PL AMIS.
- Service computer hardware, software and operating system in coordination with customers.
- Monitor system usage and network connectivity.
- Relay the needs of using commands and units to PL AMIS.
- Keep the user appropriately informed at all times of network, hardware and software issues.
- Ensure customer satisfaction and problem resolution.
- Provide required reports to higher manager for submission to PL AMIS staff.
- Other specific tasks include the following:
1. Train military, government, and selected contractors in the use of system software applications and hardware, as directed.
2. Travel as directed to support customer requirements.
3. Troubleshoot and repair problems during the set-up, networking, and use of software systems to include firewall issues that prohibit connectivity between software systems.
4. Perform duties supporting operations centers, movement control activities, and support and logistic operations activities.
5. Understand the mission of the organization being supported, how to integrate the TC-AIMS capabilities into their missions and how to use critical TC-AIMS information to support the command’s decision making process.
6. Conduct analysis of multiple complex problems and provide support to the mission planning and mission execution processes. Work problems and incidents to resolution with the PL AMIS support staff.
7. Upgrade hardware and software systems with approved hardware and software releases, maintenance builds, and approved security and anti-virus updates.
8. Support technical, instructional, and help desk operation requirements in support of deliverable software products.
9. Respond in a timely and professional manner to assignments, customer generated trouble-tickets, problem identification and diagnosis, user requested assistance, documentation clarification, and system performance issues. Follow-up with customers to keep them informed ICW the PL AMIS staff.
10. Maintain computer files, monitor system performance, maintain user and administrators’ logs, and provide ad-hoc or periodic reports. Monitor data destinations and provide real time visibility on system performance, timeliness of data transfers, and connectivity.
Education and/or Experience
- Bachelor’s degree in an appropriate technical discipline.
- Minimum of three (3) years of relevant experience
- Substantial background in communications and communications connectivity is desired.
- Experience, training, knowledge, and proven performance in one or more of the following areas are considered important:
o Experience working with the TC-AIMS II, Retrograde, Unit Move, Theater Operations, ALPS, CMOS and BCS3 logistics software platforms.
o Experience working with Automatic Identification Technology (AIT) to track and maintain In-Transit Visibility (ITV) and Total Asset Visibility (TAV) of equipment and commodities.
o Relevant IT management of distribution systems, logistics software engineering and administration, and operational support in the fields of logistics, simulation, training, and technical systems.
o Experience and knowledge in software installation, set-up procedures, and user training as it relates to US Military training utilizing large scale computer environments.

The Bureau of International Narcotics and Law Enforcement Affairs, Office of Criminal Justice Assistance and Partnership (INL/CAP) focuses on meeting the demand for law enforcement, criminal justice, and corrections experts and assistance in post-conflict societies and complex security environments. INL is responsible for the development, supervision, coordination, and implementation of international narcotics control and law enforcement assistance activities and for international criminal justice and law enforcement issues for the U.S. Department of State (DOS).
Currently, INL is responsible for implementing major criminal justice reform programs in Afghanistan, Benin, Egypt, Ghana, Haiti, Kosovo, Liberia, Mexico, the Palestinian Authority, South Sudan and Tunisia. Countries and specific programs are subject to change based on U.S. government policy priorities. More than 200 police, corrections, and legal advisors are deployed in support of these programs. Job Description
THIS POSITION IS CONTINGENT UPON AWARD
Purpose: Effectively and efficiently manage cost, schedule, and performance parameters for specific CN task order projects.
•Lead the development of specific logistics-related task order proposals when assigned as the Project Director for that task.
•Ensure the specific task order meets cost, schedule, and performance requirements.
•Report periodically (or as directed by the Deputy PM) on the financial status of the task order as well as its schedule and performance.
•Formulate and enforce work standards, assign schedules, and review work discrepancies of all personnel performing on the task order. May have direct or indirect managerial duties for personnel performing work on the task order. Recommend the selection or dismissal of staff specific to assigned task orders.
•Organize, direct, and coordinate planning and implementation of all subcontractor activities required to successful execution of the task order. This includes managing the project execution and performance of multiple subcontractors.
•Recommend a dollar value of purchases for equipment, supplies, or other required direct or indirect costs necessary to execute the program.
•Interface with Government Task Order Monitors (TOMs) to obtain or exchange specific task order information.
•Draft technical execution and management plans for proposals; draft project operational security plans, progress reports, training plans, reporting metrics, and task order management plans.
•Initiate projects by creating a baseline and conducting an internal kick-off meeting, and external kick-off conferences with the U.S. Government and foreign coalition forces.
•Design and write project plans based on the Delivery Orders and Performance Work Statements, to include work breakdown structures with individual roles and responsibilities.
•Based on the Delivery Order CLINs, develop project spend plans and manage monthly budgets.
•Mobilize qualified personnel to provide services or develop products, and manage projects in accordance with the Contract Line Item Numbers (CLINs) and Contract Data Requirements Lists (CDRLs).
•Provide direct interface with the Government Counter Narco-terrorism Technology Program Office Task Order Managers, and onsite Company Project Managers, U.S. Government, foreign Government, and or Para-military personnel.
•Manage the inventory and control of Government and Contractor furnished equipment, materials, and information.
•Manage the projects’ compliance with the International Traffic In Arms (ITAR) Regulations, specifically in regard to licenses and technical assistance agreements.
•Draft and manage project quad charts and interim program reviews.
•Complete product development or the provision of services in accordance with the contract and draft and deliver final program reviews.
•Performs other duties as assigned or required.
Job Requirements
•Bachelor’s degree is desired.
•US Passport is required.
•A valid US Drivers license is required
•At least six years of experience in operations, logistics and/or procurement activities. International Logistics experience is desired within a defense contractor and will be an advantage. Experience with military operations and logistics systems and infrastructures will also be an advantage.
•Minimum of three years project management experience is required, PMP certification preferred. •Must possess the ability to edit, draft and write various types of project documents.
•Must have and demonstrate a strong proficiency with MS Office. At a minimum, requires a Department of Defense SECRET clearance.
•Effective oral and written communication skills with all levels of the organization (including management, peers, team members and customer-base). Strong organizational skills with the ability to manage time and multiple priorities to completion. Problem solving skills with an analytical thought process. Ability to adapt to a rapidly changing environment.

Position Title: J53 Strategic Planner
Position Description: Streamline Defense is seeking exceptionally-qualified candidates to conduct detailed planning across the full range of CWMD requirements associated with the USSOCOM CWMD strategic planning efforts, integrating into the SOCOM SOPD Working Group (SSWG). The Contractor shall assist the SSWG organize, focus and synchronize USSOCOM CWMD enterprise partners and enablers to meet defined organizational end states.
Position Responsibilities: The contractor will:
•Facilitate and support the CWMD Strategic Planning Process (SPP), employing a SOD approach to conduct operating environment analysis and end states development.
•Facilitate and support development and inclusion of CWMD planning and programming requirements within the SPP, Special Operations Forces Capabilities and Development Systems (SOFCIDS), and Special Operations Command Requirements Evaluation Board (SOCREB) processes to ensure smooth transition of the CWMD synchronization mission within USSOCOM.
•Conduct detailed nodal analysis of WMD pathways and networks for a multitude of operating environments.
•Conduct detailed technical analyses of threat WMD technologies.
•Travel, as required, to support the planning process.
•Work with intelligence analysts to develop CWMD Joint Intelligence Preparation of the Operational Environment (JIPOE).
•Work with intelligence analysts and employ SOD to evaluate intelligence in order to update OPT’s understanding of operating environment, threat capabilities, WMD program efforts. Apply SOD to update and inform the planning process.
•Support all of the planning lines of effort through task/project planning, research, analysis, intelligence evaluation, document preparation/staffing, coordination support and WMD COI/COP knowledge management synchronization.
•Facilitate and support CWMD working groups, COI engagements, and plans synchronization across Combatant Commands, Theater Special Operations Commands (TSOCs), USG partners and key partner nations. This includes developing briefing products, point papers and other support products as directed.
•Execute staff coordination support to reach the programmatic end-state and facilitate WMD Knowledge Management (KM) fundamentals.
•Provide direct coordination and synchronization support to the J53 CWMD Plans Branch Chief as directed.
•In addition to the duties outlined above, Program Manager Advisors shall also oversee resource transfers to reach IOC and FOC
Minimum Requirements:
•Active TS/SCI security clearance.
•A minimum of two years’ experience in CWMD planning activity.
•Must have 3 years’ experience using SOD, JOPPS, and JCIDs in planning, executing and facilitating group discussions and produce tangible results to facilitate DOD plan development.
•Must possess 3 years’ experience developing, planning and advising in matters related to Countering Weapons of Mass Destruction (CWMD) at the Combatant Command or Interagency level.
•Must have 3 years’ experience working for/with Combatant Commands on plans.
•Must have experience leading Joint Planning Group (JPG) discussions.
•Must possess 3 years' experience briefing General Officer/Flag Officer (GO/FO) level.
