1. URGENT: IT Service Owner (Huntsville, AL or Colorado Springs, CO)
Service Portfolio Management Service Owner for IT Services under the JRDC contract. The position will be located in Huntsville, AL or at Schriever AFB, CO based on selected candidate's preference.
The Service Portfolio Management Service Owner is responsible for the oversight of the Service Strategy ITIL processes and discrete project execution. The Service owner will be accountable for the ownership of the processes, work flows, reporting and metrics required for full life cycle and project management. The Service Owner will work with the government entities/organizations to validate that the Service Management offerings meet the requirements of the Engineering and Operational organizations to drive process improvements and procedures that will improve overall IT Service Delivery to the customer. The Service Owner will be responsible for managing a staff consisting of business and process engineers, Service Level Management and metrics staff. The Service Owner will be responsible for managing the Project Management Office (PMO) as well as coordinating across the peer organizations on continuous process improvement. The Service Owner will report to the JRDC CIO.
Master's degree in an IT, Management, or Engineering discipline and 10 years of experience in organizational management and customer management. A Bachelor's degree and an additional five years of relevant experience may be substituted for the Master's degree. Must have experience in project management and process improvement. Must be ITIL certified and be very IT knowledgeable. Must have excellent communication skills. Must be able to obtain a DoD Secret clearance.
Knowledge of DOD proposal, contract, and budget practices, prior matrix and management of geographically dispersed teams. A strong systems engineering and project management background. Large-scale Enterprise Integration experience. A strong orientation to results, agility, transformation and an entrepreneurial spirit.

Background
The Department of Justice, United States Marshals Service (USMS) has a requirement for Court Security Officer services in up to 12 judicial circuits for the U. S. Marshals Service (USMS). One of the major responsibilities of the USMS is to ensure the safety of all federal courts and court employees against unauthorized, illegal, and potentially life-threatening activities. For more than two decades, the USMS has sought the services of the private sector to provide highly qualified and skilled individuals to assist in this effort
Contract Manager:
Managing the requirements of this contract is considered a critical function. For that reason, the Contractor must provide and solely dedicate a highly skilled and experienced Contract Manager for each circuit specified under this contract. The Contract Manager must: (i) Have the ability and authority to make decisions on behalf of the company, particularly on personnel related issues. (ii) Have authority to supervise all individuals working under this contract. (iii) Be available to the Government on a 24-hour basis, by way of a pager and telephone, to ensure Contractor response in the event of an emergency or other exigent circumstance. (iv) Have the ability to carry out all administrative functions efficiently, effectively and in a timely fashion without the use of CSOs. (v) Ensure all contractor employees perform all duties and requirements of this contract and comply with the performance standards mandated in Section C-14, CSO Performance Standards. (vi) Serve as the main point of contact for the Government to discuss technical and security related requirements, which includes receiving and executing daily technical direction from the Contracting Officer's Technical Representative (COTR).
The minimum qualifications of the Contract Manager are as follows: (i) Be a citizen of the United States of America; (ii) Be able to read, write and speak the English language fluently; (iii) Possess a Bachelor's degree or have five years of managerial experience with projects similar in size and scope to this contract; (iv) Be able to pass the background investigation mandated for CSO applicants (See Section C-18, Background Investigation Requirements and Procedures); (v) Be free from conviction of a misdemeanor crime of domestic violence in accordance with Title 18, Section 922(g)(9) of the United States Code. The term 'convicted' is generally defined in the statute as excluding anyone whose conviction has been expunged, set aside, or pardoned.
Contract Manager is not required to meet the CSO medical standards, weapons qualifications, and uniform requirements stated below. (b) Site Supervisor(s): (1) The Contractor must provide a Site Supervisor for the Districts and at the site indicated in Section B, Supplies or Services and Price/Cost, and as otherwise directed by the Government. The Government may add or delete the requirement of a Site Supervisor position at any location and at anytime during the performance of this contract. Site Supervisor positions are considered part of the Contractor's managerial staff and they perform as such. Primarily, the Site Supervisor(s) must oversee and manage the day-to-day operations of the CSOs and maintain quality control of the security services performed by the CSOs. At a minimum, the Site Supervisor must visit each facility within a district where CSOs are assigned at least three times per quarter. Additional visits may be required if directed by the Government. The Government also requires the Contractor to provide a Site Supervisor when a District meets the following criteria: (i) Have at least 50 positions. If a district meets this criterion, there is no minimum limit on the number of sites. (ii) Have at least 30 positions and three or more sites. (iii) Have more than five sites. (2) If a District meets one of the above criteria during the life of the contract, the Contractor must provide a Site Supervisor within 30 days after the criteria is met at no additional cost to the Government. (3) Site Supervisor personnel must possess at least five years of supervisory experience and meet the minimum CSO qualification requirements. Site Supervisor personnel are prohibited from performing as a CSO and will not be subjected to the uniform, medical or physical requirements stated in this contract.

CSO QUALIFICATION STANDARDS
The candidate must meet the following minimum qualifications. In addition, each applicant must undergo and pass suitability and background investigation requirements as determined by the USMS. (1) Be a citizen of the United States of America. (2) Be at least 21 years of age. While there is no maximum age limit for CSO positions, all applicants must be able to withstand the physical demands of the job and be capable of responding to emergency situations. (3) Be a high school graduate or have a GED, or equivalency. (4) Be able to read, write, and speak the English language fluently and any other language determined to be necessary by the U.S. Marshal of the district where the services are to be performed. (5) Possess or be able to obtain a valid state driver's license from their state of residence and have a safe driving record for the past five years. (6) Have at least three calendar years of verifiable experience as a certified law enforcement officer or its military equivalency, provided the experience includes general arrest authority (experience does not have to be consecutive). General arrest authority is defined as the authority conveyed upon a person to make felony arrests of persons not under a custodial arrangement (prisoner, probation or parole violator) throughout a valid jurisdiction. The state or federal codes specific to the person's qualifying experience will be used to determine the CSO applicant's arrest authority. The Contractor must verify the CSO applicant's arrest authority prior to submitting the application for approval. (7) Be free from conviction of a misdemeanor crime of domestic violence in accordance with Title 18, Section 922(g)(9) of the United States Code. The term 'convicted' is generally defined in the statute as excluding anyone, whose conviction has been expunged, set aside, or pardoned. (8) Possess the ability to meet and deal tactfully with judges, attorneys, Government personnel, and the public. (9) Possess the ability to understand, explain, interpret, and apply rules, regulations, directives, and procedures. (10) Possess poise, self-confidence, and the ability to make sound decisions and react quickly under stressful conditions. (11) Possess the ability to prepare clear and concise reports. (12) Possess the ability to learn and adapt to changing situations. (13) Possess the ability to accept and respond to instruction and direction.
CSO PERFORMANCE STANDARDS
Responsibility: The Contractor must ensure all employees maintain satisfactory standards of competency, conduct, appearance, and integrity and enforce appropriate disciplinary actions when necessary. The Contractor must also ensure that all CSOs receive and certify on a CSO Form 006 that they have received the CSO performance standards outlined below and must submit each certification to the Chief, Office of Court Security within 45 days after contract award. Thereafter, the Contractor must submit a CSO Form 006 for each newly approved CSO within five business days after receiving written notification of their approval. If any of the standards are violated, the Government may direct the Contractor to remove the individual from the court facility. The Contractor must initiate immediate action to replace the individual in the time frame required by this contract.
MINIMUM CSO TRAINING STANDARDS
The candidate must ensure to perform as a CSO has successfully completed or graduated from a certified federal, state, county, local or military law enforcement training academy or program that provided instruction on the use of police powers in an armed capacity while dealing with the public. The certificate or diploma must be recognized by federal, state, county, local or military authorities as a certification that an individual is eligible for employment as a law enforcement officer. Individuals possessing five years of military experience involving functions similar to those previously described may also be considered for a CSO position. In cases where a CSO applicant did not receive a certificate or proof of law enforcement training, the Contractor may provide a signed statement from a supervisory official of the department or agency indicating that an applicant was employed as a law enforcement officer and that no certificate was issued. The statement must include all dates of employment the individual served in a law enforcement capacity. The Contractor must also include a copy of the signed statement with the CSO application.

BACKGROUND
The Transportation Security Administration (TSA), Physical Security Division (PHYSEC) has various systems software, which controls multiple physical and information systems security programs. Chief among these systems are those controlling: Medeco High Security Locks; Intrusion Detection Systems; Electronic Access Control Systems; Close-Circuit Surveillance Television; and Networked Systems.
INTRODUCTION
Seeking candidates for direct support to provide assistance in installation, administration, management, and maintenance of the following TSA domestic security programs and systems: Medeco High Security Locks; Intrusion Detection Systems; Electronic Access Control Systems; Close-Circuit Surveillance Television; and Networked Systems.
PURPOSE
The purpose of the Physical Security Specialist is to provide direct assistance to the Technical Security Section at TSA. The Physical Security Specialist shall also coordinate, integrate, monitor, assess, and provide oversight of these systems on an ongoing and nationwide basis. The Physical Security Specialist must be prepared to travel domestically to perform on site Physical and Information Systems Security Surveys, Reviews, and Assessments at TSA Office locations nationwide.
TECHNICAL REQUIREMENTS
The Physical Security Specialist's tasks include, but are not limited to, the following:
• Installation, administration, management and maintenance of the following TSA domestic security programs and systems: Medeco High Security Locks; Intrusion Detection Systems; Electronic Access Control Systems; Close-Circuit Surveillance Television and Networked Systems.
• Reviewing and analyzing drawings and documentation as provided by TSA for the development of proposed Physical and Information Systems Security Scope of Work Documents.
• Assistance in analyzing and evaluating IT threat information received against TSA buildings and personnel and making appropriate recommendations for countermeasures to be taken to reduce identified threats. TSA domestic security programs consist of IT based, networked enterprise systems requiring both physical and information systems security knowledge, skills, and abilities to support their installation, administration, management, and maintenance.
• Assistance in applying a wide range of security concepts, principles, and practices to independently resolve difficult and complex physical and information systems security problems.
• Assistance with the development of physical and information systems security programs from conception to operation and maintenance.
• Applying knowledge of a variety of state-of-the-art security equipment and devices in assisting with the planning and implementing of protective methods and information systems security procedures to protect information, personnel, equipment and facilities.
• Resolving overlapping and conflicting security requirements for a broad scale facility.
• Setting and coordinating priorities for IT and Physical Security projects to ensure deadlines are met.
• Making recommendations to improve or upgrade existing systems and associated software and operating systems.
• Performing on-site Physical and Information Systems Security Surveys, Reviews and Assessments at TSA Office locations nationwide.
TECHNICAL QUALIFICATIONS
Candidate is required to meet the following requirements, at a minimum:
• Five years experience in Physical Security
• Three years experience in Security Project Management and Security Engineering
• Three years experience in managing the installation of physical security equipment and countermeasures as part of a construction project.
• Three years experience in preparing and communicating these requirements through a specific Physical Security Scope of Work document.
• Three years experience serving as an advisor to architects, specialists, and construction project managers.
The Physical Security Specialist shall have knowledge and/or training as well as experience with the following systems:
• NICE CCTVware system installation
• MDI SafeNET Access Control/Intrusion Detection/CCTV installation and administration
• Sensormatic Software House Access Control system installation
• The Physical Security Specialist shall have the following advanced computer skills:
• Information systems security
• Windows 2000, Windows 2003, and Windows Vista operating systems
• SQL Server 2000 relational model database server
• The Physical Security Specialist shall have general experience in the following:
• Basic electronics
• Electronic circuitry troubleshooting
• Electrified locking hardware

Perform simulation media development and exercise scenario development for the N2C2 Exercise Program.
Facilitate N2C2 participation in joint/combined exercises and the CDRNORAD-USNORTHCOM and CDRUSTRATCOM exercise programs through simulation media development.
Coordinate internal exercise development with various agencies to include the OIW, JFCC SCC, MWC, Air Domain, Missile and Space Domain, Command Domain, Maritime Domain, and CMD systems needs.
Subject matter expertise of the NORAD Air Mission and understand the systems and processes at all levels of the NORAD Air Mission to assist in developing, testing, and updating internal air simulation media on the Combatant Commander's Integrated Command and Control System (CCIC2S) including each future spiral and release of CCIC2S
Subject matter expertise of the NORAD Missile Warning and Space Missions and understand the systems and processes at all levels of the NORAD Missile Warning and Space Missions to assist in the developing, testing, and updating internal missile and space simulation media on the Processing and Display System - Migration (PDS-M), Missile Analysis and Reporting System (MARS)/CCIC2S, and future spiral versions.
Develop, test, and maintain simulation media for PDS-M and MARS/CCIC2S. Responsible for keeping the media current with each subsequent software release.
Subject matter expertise in code debugging and troubleshooting to recognize and analyze simulation media mistakes and make appropriate corrections.
Produce and modify files and "link" exercise files to the related exercise web sites in order to support script materials for new and existing exercise scenarios.
Support internal N2C2 exercise as role player and observer for crew exercises, recurring training, and other exercises.
Cross train and provide back up support to the CMAC IQT and CMAC MQT System Administration Support positions.
General Qualifications
• Background Experience Required: A Bachelor's degree, three years experience in Sun/UNIX and Windows systems administration.
• Experience in Sun clustering and other advanced Sun/UNIX functions is desired. HP Openview and Cisco Works experience is a large plus.
• Active Directory administration experience is a plus.
• Experience with Weblogic, MQ Series, and Oracle is a plus.
• Hardware troubleshooting experience is a plus.
• Ability to utilize HP Openview for system management is desired.
• Ability to use Cisco Works for network administration is desired.
Specific Qualifications

Customer interface skills are required for fielding, diagnosing, and resolving problems related to Combatant Commanders Integrated Command and Control System (CCIC2S) Mission Qualification Training (MQT) and Initial Qualification Training (IQT) systems, interfaces, software and equipment.
Must be able to work in a mission-oriented environment centered on mission availability and quick response to customer requirements. Excellent communications skills are required for communicating with mission personnel, logging problems, and communicating with hardware maintenance personnel.
Must have experience in media and exercise scenario development.
Must have subject matter expertise in the Air, Missile Warning, and Space Mission domains.
NOTE: Candidate must meet minimum certification requirement for DoD Directive 8570, "Information Assurance Training, Certification, and Workforce Management". The Human Terrain Assessment Subject Matter Expert (SME) in the National Geospatial-Intelligence College (NGC) in Fort Belvoir, VA, is a team member with specialized skills and in-depth knowledge in the HTA discipline. The SME supports design, development, implementation and evaluation of training and education using this specialized expertise; contributes to the execution of project task plans; and assesses the implications of trends, policies and methodologies on future HTA training. Activities are conducted in support of the NGC and project team's objectives. The SME works closely with managers, senior specialists and Task Leads.
The National Geospatial-Intelligence Agency (NGA) is a Department of Defense combat support agency and a member of the national Intelligence Community (IC). NGA develops imagery and map-based intelligence solutions for U.S. national defense, homeland security and safety of navigation.
GENERAL TASKS
Specific duties may include:
1. Conduct training task analysis, HTA training course design and development, course implementation, and course evaluations.
2. Work with the training development team to determine the best approach for specific requirements.
3. Collect and analyze information using appropriate qualitative and quantitative techniques.
4. Interpret results and report the results and conclusions in both graphical and/or narrative form; brief and make recommendations as to optimal solution to meet the identified need(s).
5. Establish effective relationships with customers and stakeholders.
6. May have occasional supervisory responsibilities.
LOCATION OF WORK
Work will be performed primarily at the NGA National Geospatial-Intelligence College (NGC), locations in Fort Belvoir, VA. Some travel may be required.
PERIOD OF PERFORMANCE
The Period of Performance for this position will be provided in the subcontract documentation. This position will be a full-time 40-hour/week position. This position may require overtime work. Travel and overtime (if required) must be agreed and approved in advance.
SECURITY REQUIREMENTS
Individual must be a U.S. citizen and hold a current TS/SCI level security clearance. Final authority for approval to brief rests with the NGA.
SKILLS AND QUALIFICIATIONS
