*National Defense Strategy (NDS) Lessons Learned Specialist (NDS-LLS) *

The Contractors place of duty is in HQ USSOCOM J7 Lessons Learned
Branch (MacDill AFB, FL), and they shall perform tasks such as:
Support operational and strategic observations, insights and lessons
on current Special Operations Force employment, SOF development, and
future SOF design as identified in working groups, operations,
exercises, training events, concept development, war games, and
experiments.
Conduct CAARD to capture, document and archive NDS planning,
organizing, and program activities, processes and lessons learned to
identify NDS threats in support of USSOCOM Command priorities.
Support LL efforts against, and in preparation to counter,
NDS-identified threats.
Employ knowledge of USSOCOMs and subordinate commands current and
historical staff roles, areas of responsibility to support NDS CAARD
activities.
Employ expert research (Masters degree) skills to conduct independent
evaluations of the NDS findings to advise senior SOF leadership on
potential approaches, benefits for capability resolution, and
implications to DOTMLPF&P.
Coordinate with HQ USSOCOM, Component Commands, and TSOCs military
leadership to synchronize NDS efforts and findings.
Leverage cross-functional military Services and government agencies
analytical studies and LL to support adjustments to NDS processes.
Coordinate with DoD and interagency to synchronize NDS LL efforts,
findings, and sharing of best practices.
Brief and advise senior SOF leadership on the effectiveness of the NDS
findings, potential approaches, benefits for capability resolution, and
implications.
Prepare and present concept papers that synthesize key elements of
thinking and challenge the current strategic construct and must be
suitable for publication in academic or national news outlets.
Develop and maintain an electronic resource, to include key points of
contact, to be used for mission continuity that may be accessed by all
stakeholders.

Skills Tactics Instructor on our Mobile Security Division (MSD) task
order. The Special Skills Tactics Instructor will serve as an instructor
and subject matter expert in areas that may include defensive/non-lethal
force tactics, room entry tactics, small unit tactics, physical
fitness/wellness, emergency medical care, suspect apprehension and
control techniques, risk management, mission planning, personal security
detail operations, communications, security awareness and threat

The Office of Mobile Security Division provides advanced security
related training and specialized security support overseas and
domestically to facilitate the Department of State; Diplomatic Security
Bureau's larger responsibility of creating a secure environment for the

emergency security support element within the Bureau of Diplomatic
Security, MSD performs three primary counter-threat missions: Security
Support Teams (SST) provide emergency security support: Tactical Support
Teams (TST) provide tactical security support for personal protection
security details; and Mobile Training Teams (MTT) provide security
support training. The incumbent has responsibility for planning,
organizing, and presenting and/or managing the presentation of one or
more of these subjects and for evaluating training effectiveness to
ensure that objectives are met. They are also responsible for ensuring
that a training program is in place to ensure that MSD can successfully
execute any of its three missions by serving as a course instructor and
as a subject matter expert in tactical skills used by specialized
military and law enforcement units.. The incumbent may also serve as a

skills programs, force continuum procedures and for such anti-terrorism
topics as domestic and overseas high threat dignitary protection,

*Position Summary:*
The RCC is the non-clinical case manager and advocates on behalf of the
RSM and family by managing their individual case via the Comprehensive
Recovery Plan (CRP). Responsibilities encompass the full spectrum of

Directory lists, and all available sources to develop comprehensive and
innovative solutions to client problem sets within the DoD care domains.
Make all efforts to minimize delays and gaps in treatment and service;
ensure detailed updates are made to the CRP as defined in applicable
guidance and USSOCOM operational requirements.
Address needs for the family and/or caregivers as they arise.
Coordinate the transfer of an updated CRP to, and directly communicate
with, appropriate personnel should the RSM be moved to a different
location for care.
Close the CRP when the RSM has met all goals or declines further
support and maintain all documents according to applicable USSOCOM policies.
Utilize the WCP Database to document the delivery of benefits, medical
care, and non-medical care.
Conduct unit immersion briefings for newly assigned unit commanders
ideally within 60-days of assignment.
Report activity with installation leadership/agencies through the
Regional Lead and contract Task Manager.
Transport RSM in personal or government provided vehicles with prior
approval by the Regional Operations Officer, Chief of Recovery Care
Operations, or the COR.
Establish trust and build rapport with stakeholders in the warrior
care process.
Effectively prioritize and utilize time management skills to meet all
mandated milestone markers as defined in USSOCOM Directives and WCP
Policies and Procedures.
Collaborate with community partners such as veteran organizations,
Family Readiness Centers, training, and employment resources both on and
off the installation to form a pool of resources to support the care of
our RSMs, their families, and their caregivers.

*_Duties and Responsibilities_*
The J35 Planner duties shall include, but are not limited to:
Serves as future operations planner and senior action officer. Performs
as staff action officer and principal future operations expert and
planner, responsible for advising on, coordinating, leading, monitoring
and tracking command-level planning activities related to future and
ongoing planning activities.
Provides input to planning priorities and schedules to ensure the
timely and accurate analysis of missions, development of operational
concepts, formulation of potential courses of actions, and development
and maintenance of all required plans documentation and supporting data.
Interacts with peers and participates in working groups and OPTs at
CFC, UNC, USFK, INDOPACOM, and SOCOM on a regular basis.
Leads and participates in workgroups and operational planning teams
(OPTs) to facilitate decision making and support the development of
mission orders. Resolves obstacles to plans to enable operational success.
Prepares operations orders, warning orders, task orders, and
fragmentary orders. Responsible for the data entry and management with
the Joint Operations Planning and Execution System (JOPES) and Global
Command and Control System (GCCS).
Principal action officer for planning, directing, and controlling all
SOCKORs Time Phased Force Deployment Data (TPFDD) entries.
Supports the execution of the Military Decision-Making Process (MDMP)
enabling SOCKOR staff synchronized planning.
Leads or serves as an assistant on OPTs, responsible for developing
courses of action to meet stated objectives and supporting Commanding
Generals decisions.
Interprets requirements and recommends courses of action in accordance
with plans, standing procedures, policies, orders directives,
regulations, Commanders intent, and or Commanders Critical Information
Requirements.
Prepares and briefs SOCKOR leadership on key products including Mission
Analysis, COA development, Decision Briefs, RFFs, MDMP products
(PLANORD, WARNOR, CONOPS, EXORD) or other approve products supporting
future operations.
Prepares and presents information and decision briefings to the Command
Group, SOCKOR, CSOCC, UNC, CFC, USFK, requiring development of written
analyses, requirements documentation, operational plans, and oral
presentations. Utilizes classified and unclassified networks and other
communication systems for classified data communications and information
gathering.
Provides expertise and recommendations regarding system design, program
management, material acquisition, and product quality standards.
Develops plans, annexes, and appendices IAW MDMP for assigned forces.
Incumbent performs both deliberate and crisis action planning
requirements and conducts continuous reviews of existing plans to
confirm plans are feasible and comprehensive as it relates to emergent
changes in planning guidance, assumptions, and resources.
Provides expertise to the Crisis Action Centers in support of
contingencies and/or exercises.
Reviews daily higher echelon orders, directives, and guidance for
potential SOCKOR actions.
Assists in the development, tracking, updating, and issuance of all
operations to execute the Commanders decisions and coordinates all
pertinent details.
Assists in making assessments of operations, activities, and
investments (OAI) through the Command-and-Control Information
Environment (C2IE).
Assists in the development of exercise and experimentation objectives
and learning demands, and develops future concepts, plans, and orders
for execution.
Schedules and sets up secure video teleconferencing (VTCs), as
required, for working groups and senior leader.

Two years of Joint/Operational level planning experience
