JOB SUMMARY (what must be accomplished and equipment used to perform job functions such as computers, tools, machines, materials, etc.)
Provides assistance for administrative, scheduling and logistical project support to the Project Manager.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
Duties for this position include and are not limited to:
- Performed all administrative and secretarial duties for the Project Manager.
- Schedule/coordinate meetings as directed.
- Incoming and outgoing mail distribution.
- Also maintains an inventory/log of postage stamps.
- Prepares shipping/mailing labels for miscellaneous Project Administration documents.
- Coordinates the pick-up and delivery of express mail services (FedEx, UPS, etc.)
- Coordinates purchases of materials for Project Manager.
- Maintains files for local purchase orders, government agency and company correspondence.
- Assist the Project Manager in accepting delivered site equipment.
- Troubleshoot and verify vendor invoicing for accuracy.
- Assist the Project Manager in conducting weekly and sometimes daily inventories of project equipment, supplies, and inventory of government and company property.
- Assist in the issue of equipment to subcontractors on-site.
- Completes paperwork for all security requirements for personnel badges and vehicle passes.
- Observes safe working practices and complies with security procedures.
- Keep the office area neat and clean.
- Help set up and clean up of conference events and Seasonal functions.
- When necessary ensure the shredder and trash is emptied.
- Produce multiple copies of reports and briefings, as required.

DUTIES:
This position is located in the Louisiana Transitional Recovery Office (LATRO), and Logistics Branch. The incumbent serves as a Resource Management Officer (Ordering Specialist) to provide support to the Logistics Branch to include the TRO and DRC acquisitions and related interface operations. This position is assigned to Logistics but has financial processing associated with financial codes Manual 2300.15 and performance is measured in financial accuracy and the appropriate documentation process. The incumbent leads work in support of purchasing and/or procurement of services, products, supplies and/or equipment.

Specific Duties:

The incumbent serves as a central point-of- contact for all Acquisitions requests and receives the 60-1s submitted by requestors for services/goods, orders and purchases. Reviews the 60-1s for accuracy and ensures that funding is charged to the correct Budget Object code (BOC) per FEMA Financial Management Codes Manual 2300-15. The incumbent coordinates with the Comptroller to ensure this funding is in the assigned disaster budget for the object code.

The incumbent serves as a coordinator for assigned procurement documents, places orders, makes purchases and keeps records of all acquisitions.

The incumbent purchases a variety of items and services using various established contracts or Agreements, using different solicitation methods, ordering or reporting procedures, purchasing methods or clauses and provisions depending on the type, quantity, dollar value or urgency of the requirement. The incumbent is responsible for micro purchasing supplies and equipment using government-issued purchase cards and adheres to all guidelines, spending limitations, training requirements, and regulations for their use.

The incumbent is responsible for reviewing and paying vouchers, purchase orders, payments to other Federal agencies, grants, contracts, and disaster payments as applicable to the program area assigned. Ensures the coding on the invoice or voucher is correct and agrees with the obligating document, and that payment is legal. Processes these documents and posts to the Integrated Financial Management Information System (IFMIS).

Reviews discrepancies, submits follow-ups, and conducts open communication with employees, commercial carriers, contractors, vendors, and deposits on receipt of damaged material, quality complaints, shortages overages and other problems. Prepares and submits proper discrepancy reports or claims within required timeframe and follows up on discrepancies until problem is resolved and/or credit adjustment is received.

CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.

DUTIES:

This position is located in the Acquisition Office of the MS-RO. The primary purpose of this position is to develop and maintain an electronic library of documents from across the MS-RO Area Mission. The MS-RO Acquisition section is continually tasked with the development of detailed briefings, extensive data calls, and/or requests for information. This position will analyze, digitize, format, and report on MS-RO Acquisition program data.

The incumbent will support all acquisition processes and procedures as needed. Utilizes office automation tools to prepare drafts of briefings for senior managers. Provides support in the collection and analysis of information. Prepares outlines of documents, concepts, manual and training courses related to emergency recovery contract programs. Assists with conducting special studies of emergency recovery contract programs; performing routine tasks in support of the administration office such as: data entry and logistical support; resolving procurement administration problems of a routine nature, such as reviewing paperwork and following up to resolve minor glitches that delay procurement, follow-up to ensure responses are complete and timely. Incumbent prepares initial outline and draft of official/legislature communications. Maintains consistency with FEMA procedures on completeness and format standards. Provides assistance to staff to assure that routine responses to public inquiries on standard matters are appropriate and in compliance with executive preferences and policies. CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. JOB DESCRIPTION
This position is for Contracting, Consulting, Engineering, LLC, located in the country of Colombia. The purpose of this position is to serve as the Maintenance Examiner/Maintenance Test Pilot (ME/MTP) in support of the U.S Army Initial Entry Rotary Wing (IERW) UH-1H pilot training program for Colombian military pilots. The incumbent works under the direct supervision of the Program Manager and in direct coordination with the Maintenance Manager. The incumbent is based in Melgar, Colombia. The incumbent works in close coordination with the Colombia Air Force (COLAR) and the Tactical Aviation Field Team (TAFT) to ensure safe reliable aircraft are available to perform the mission. He ensures a high availability rate and the highest quality maintenance for all assigned aircraft. He supervises assigned personnel to ensure strict compliance with the applicable policies, procedures and regulations established by the Departamento de Aeronáutica Civil Colombiana (ACC), US Federal Aviation Administration (FAA), Original Equipment Manufacturer (OEM) and Military Standards. FACTOR 1. REQUIRED KNOWLEDGE, SKILLS AND EXPERIENCE

Qualification/certification and experience as a military or FAA Certified Flight Instructor in a formal training program involving the qualification and standardization of pilots and other aircrew members.

This position shall provide technical expertise (including installation, planning and operation), for tactical communication systems.
