9. Project Manager (Colorado Springs, CO) - One of our Fortune 100 Telecom clients is seeking a Project Manager with 5 years min experience AND Scrum Master certification. PM will be responsible for managing a variety of projects simultaneously through the development lifecycle (System Requirements through Implementation). PM will track the project deliverables, develop a schedule for each impacted system, track issues and action items and facilitate their resolution, enter project statuses into project database weekly, act as facilitator and main POC to development, test, the Primary PM, interfacing systems and upper management.


PM will deliver project statuses (in database, e-mail, excel, or powerpoint format) on a weekly basis, will develop project schedules and issue/action tracking logs. PM may be required to provide ad-hoc reporting or presentation of projects depending on current areas of concern.

DUTIES:
This position serves as the senior environmental/historic preservation official and is under the direct supervision of the Deputy Director, Programs for the Louisiana Transitional Recovery Office.

The incumbent manages the Environmental and Historic Preservation compliance components of disaster recovery operations while representing FEMA’s interests with Federal, Tribal, and State environmental resource agencies and organizations. Primary duties include developing and implementing Environmental and Historic Preservation action plans in compliance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act, coordinating disaster programs to ensure environmental compliance including design, preparation and delivery of training programs.

The incumbent supervises the workload of specialists in the fields of floodplain management, historic preservation, archaeology, and the environmental and biological sciences, among other disciplines. Reviews the work products of environmental and historic preservation staff to ensure that environmental reviews of FEMA disaster recovery projects and programs are complete and meet the legal requirements of the National Environmental Policy Act (NEPA) and other related federal laws, regulations, and Executive Orders. The incumbent is responsible for effectively leading a significant number of employees in accomplishing the missions and directives of the Louisiana Transitional Recovery Office. Among those leadership duties will include effective administration of personnel matters and issues, continuous team building efforts, and consistent management of all personnel

Informs, counsels, and provides recommendations to senior Recovery Office management concerning all relevant environmental issues and the integration of environmental requirements for Federal actions resulting from the delivery if disaster assistance, including response, recovery and mitigation programsl to accentuate their abilities to successfully accomplish their assignments.

Coordinates and negotiates the resolution and streamlining of all environmental and historic preservation compliance activities with appropriate TRO and regional staff and Federal, Tribal, and State environmental and historic preservation resource agencies, as required.

Identifies the specific need for environmental and historic preservation expertise in a disaster recovery operation, acquires the appropriate resources either within FEMA, through technical assistance contracts, mission assignments or other means, and manages and supervises those resources.

Identifies the need for appropriate environmental and historic preservation training or briefings for TRO personnel, Tribal/State emergency management personnel and applicants, and coordinates and delivers such training, as needed.

CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.
