About the Contract: This project is in support of the Department of Defense C4I community.  Perform PMRs and progress reporting is the CCSi management teams
 Supervise and manage information systems project with staffs 40 people or more
 MA/MS in Business Administration, Information Technology, or similar preferred; BA/BS with equivalent experience will be considered
 The preferred candidate will have at least 15 years experience with a minimum of five years as a Program Manager in a C4I environment.
 Top Secret Clearance with ability to obtain an SCI
 MS Office Suite (Excel, PowerPoint, Project)
 Knowledge of EVM and financial management tools highly desired.

5. Listed below is a partial but comprehensive description of the responsibilities for the Unit Chief (GS-14) for Training at Federal Law Enforcement Training Center (FLETC), Glynco, GA. All FPS law enforcement officers (LEOs) go through either Uniform Police Training Program (UPTP) for our Inspectors or Criminal Investigators Training Program (CITP) for our CIs. The Unit Chief DOES NOT have to be a police officer or have been involved in police training. FPS has its own Physical Security Training Academy at FLETC, which we is being expanded through a construction project. The staff will be about 15-25 without augmentation for special classes or programs. The Unit Chief will have accountability for the UPTP and CITP students but FPS has little to do with the programs themselves. The Unit Chief needs to have extensive experience in training programs, as well as curriculum development, Lesson Plans, TMI, Training Records and most of all needs to be a STRONG leader, as this is much like an independent command distant from FPS Headquarters. The Unit Chief will report to the FPS Director of Training in DC.

Advice to prospective applicants: Candidates need to replace “security” experience in their resumes with “Force Protection.” Applicants should not shy away from applying because of heavy law enforcement language. OPM looks at similar experiences the same as “like” experiences, and so does FPS. The candidate should be familiar with weapons and more importantly, weapons qualifications courses. FPS officers carry Sig 229’s, 239’s, M-4’s and 870’s.

Basic description of duties
• Serves as a nationally recognized expert in the area of law enforcement, protective services and physical security within FPS.
• Plans and executes major agency law enforcement programs, specializing in the areas of general law enforcement, criminal investigations, protective services and physical security.
• Informs stakeholders of changes in agency programs and operations, conducting briefings on major program changes. Establishes and fosters effective working relationships and information networks with business and industry associations and stakeholders in all levels of government, i.e., local, state, and federal government.
• Advises and recommends innovative approaches for avoiding and/or resolving problems and reducing conflicts.
• Represents the Division Director and/or Deputy Director and other key management officials on major program issues and in meetings involving other internal and external organizations.
• Serves as an authoritative expert and provides advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods. For example, provides advice on developing new procedures to coordinate, detect, and investigate various issues or crimes reported.
• Advises management of significant new changes and development in the broad areas of physical security, criminal investigations and law enforcement, and makes recommendations to modify existing policies and procedures as they relate to and impact the FPS.
• Consults with all levels of management and headquarters personnel; foreign governments; federal, state, and local government agencies; and other law enforcement agencies.
• Works with program directors to ensure that concerns, such as proper requirements definition and adequate funding are met.
• Plans and directs the development, coordination, and evaluation of the FPS program.
• Revises and evaluates investigation reports to establish areas of vulnerability, such as identifying groups providing support to criminal activities.
• Plans and coordinates the collection, processing, and dissemination of data and information on the strategic aspects of the FPS program. Continuously reviews and evaluates information availability in conjunction with collection requirements. Develops or alters collection efforts to improve or meet changing requirements.
• Applies a wide range of qualitative and quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.
• Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones; evaluates overall program accomplishments and significant contributions in terms of FPS’s goals.
• Provides input and recommendations regarding projected operations, significant trends, recurring problems and similar management level concerns to impacted organization(s).
• Evaluates new or modified legislation, operating processes and proposed regulations and agency guidance for projected impact upon the organization’s programs, services and resources.
• Prepares and presents investigative results both orally and in report form to the U. S. Attorneys and other appropriate Federal and local authorities for determination of prospective merit.
• Testifies before grand juries, courts or administrative hearings on results of completed investigations. Prepares and conducts training on various subjects involving Uniformed Services; Explosives Detection (Canine Enforcement); Physical Security management; and MegaCenter Operations (Enforcement).

Description: The purpose and essential functions of this job are to perform microwave data measurement of TWTs (traveling wave tube) of various types. The JNTC SE assists with JNTC implementation at accredited Service and Combatant Command joint training programs. The SE provides direct, on-site, and regional operational support to the joint training programs, reaching across the Joint Training Environment to ensure the most current capabilities are available to the training audience. The SE functions as the Joint Warfighting Center (JWFC) Field Staff and provides the training programs the joint interface across the Joint Training Environment that enables the training programs to obtain the joint context for realistic joint training. The SE functions as the reach back to the JWFC and a worldwide network of JNTC personnel at other accredited joint training programs assisting in the accreditation, certification, and Accreditation Certification Issues Analysis (ACIA) process and in the planning, integration, execution, and assessing of joint training events.

Specified Tasks:

1. Training support specialist who acts as the JWFC JNTC operations and planning representative on site and provides the bridge and reach back for JWFC and JKDDC support.
2. Primary interface with the JWFC for implementation of the JNTC program and coordination with the Program Coordinators, Desk Officers and other members of the joint training enterprise.
3. Supports the designated program’s accreditation, certification, and ACIA process and assists the program in developing and monitoring the ACIA plan.
4. Assists the program in aligning multi-Service and multi-command training objectives and assets to address joint context requirements for realistic joint training.
5. Performs future training requirement analysis and conceptual development of future training methods and systems.
6. Participates in the planning, design, development, execution and assessment of joint training events.
7. Facilitates the collection and documentation of joint context capability improvement requirements and joint training shortfall requirements.
8. Facilitates the integration of joint capabilities and joint context.
9. Assists in developing joint training objectives and joint and interoperability training requirements.
10. Participates in the collaborative planning process to build the annual Program Execution Plan and the Program Plan.
11. Assists with joint context shortfall improvements to facilitate implementation within budget and on time, which ultimately supports the required need(s) as detailed in the program’s accreditation report and ACIA plan.
12. Facilitates the collection and documentation of joint warfighting capability improvement requirements.
13. Supports the integration of joint training technologies into the host program and assists in coordinating logistics requirements.
14. Provides feedback to the JWFC and supported training program on support provided to be included in the Weekly Activity Reports, Event Summary Reports, Quick Look Reports, and input to the News You Can Use.


Implied Tasks:

1. Participates in Joint Event Life Cycle (JELC) events for broadening joint context.
2. Assists Program submission of capabilities, requirements and shortfalls to the JWFC.
3. Provides supported program the capabilities the JWFC can provide.
4. Provides input into the supported program’s Joint Training and Exercise Program.
5. Provides inputs into JWFC joint training procedures and documents.
6. Identifies gaps in the host training program planning process and how that process links or does not link with the JWFC.
7. Incorporates the elements of the joint training system into the development of the host training program and training events.
8. Establishes effective lines of communication with appropriate JFCOM and JWFC personnel who may interface with host training program.
9. Establishes effective lines of communication with other JNTC SE personnel and training specialists throughout the joint training community.
10. Provides administrative and logistical support for JFCOM and JWFC visits.
11. Facilitates information exchange between the host program and the JWFC.
12. Keeps the JWFC informed on all issues concerning the SE position at the host program.
13. Coordinates efforts and activities with other JFCOM personnel (Tech SE, JFCOM LNO and others) at the site.
