1. Engineer / Tech Opportunities, San Diego, CA:

Redhorse Corporation is seeking candidates to fill three positions in San Diego. These positions will support the implementation of new wireless network (GridComm) for San Diego Gas and Electric. This new system will support the roll out of Smart Grid services in the SDG&E service area, and will be integrated into the existing LAN/WAN network. Experience in an enterprise level networking environment is strongly preferred. Utility experience is also preferred.

A. Control Systems Tech Lead
The Control System Technical Lead will be responsible for overseeing the implementation of a comprehensive control system that will manage a multi-layer RF wireless solution. This position is instrumental in ensuring the end-to-end control system is designed and configured to meet both technical and business requirements. The Technical Lead will have oversight responsibility for the integration of new and existing system management tools in order to monitor and control essential infrastructure, systems and services. The position will be responsible for overseeing the development and implementation of policy-based traffic management between the core and wireless network equipment to provide for seamless access. The Technical Lead will be responsible for working with the internal team to monitor network performance and assure service levels of the RF network.

The Control System Technical Lead will have 7+ years experience in implementing and integrating network and system management tools, and thorough knowledge of the FCAPS model. Additionally the qualified candidate will have experience in traffic prioritization and the provisioning of network systems. The qualified candidate will have excellent written and verbal communication skills and the ability to work independently. The ideal candidate will haveexperience with the CA product suite (Spectrum, CMDB, eHealth, etc.) as well as end-to-end network architecture knowledge (SNMP, QOS, TCP/IP, 802.11, 802.16, DNS, frequency allocation, network security, etc.).

B. Control Systems Test Engineer
The Control System Test Engineer will be responsible for executing the end-to-end Control System Test Plans for the multi-layer RF wireless solution, as well as tracking the test results. This position will be responsible for problem resolution and debugging issues found during test execution. This position will include testing end-to-end integrated network management solution and testing traffic flows, prioritization and provisioning. The Test Engineer will be responsible for developing a comprehensive test plan to ensure control system operates as designed. This position will report to the Grid Communications Program Manager and work directly with the control services Project Manager as well as the Test Manager to perform the testing and validation of the control network and documenting the results.

The Control System Test Engineer will have 3-5 years of network and system management testing experience. The candidate must have extensive test experience in network and system performance, integration, control systems and policy-based traffic management. The ideal candidate will be an independent self-starter with ability to clearly communicate with a cross functional team of Development, System and Test Engineers to constantly improve System Performance to identify/resolve issues prior to delivery to the customer. The ideal candidate will have experience with the CA product suite (Spectrum, CMDB, eHealth, etc.) as well as end-to-end network architecture knowledge.

C. Mobile Network - Tech Lead
Technical Lead - The Technical Lead will be responsible for technical oversight of the Mobility Foundation and Broadband services as part of the Grid Communications wireless network. This position is instrumental in ensuring that the system supporting mission critical mobility users is designed and configured to meet the technical and business requirements, and may be involved in gathering and analyzing project requirements. The Tech Lead will work with the internal project team during vendor evaluation to ensure project success from a technical level. This position will be responsible for reviewing and accepting vendor documentation and evaluating spectrum and bandwidth availability, system dimensioning for coverage and capacity including traffic analysis, system design, coverage planning, site identification, evaluation and zoning support, frequency planning, interference analysis and optimization planning. The ideal candidate will have experience with RF planning software, such as CelPlan or EDX Signal Pro.

The qualified Grid Communications Technical Lead candidate will have 10+ years networking experience and 5+ years working in RF and wireless technologies, and extensive experience designing RF and wireless networks and integrating them with wide area network backhaul, as well as extensive industry knowledge in these disciplines. Experience specific to the Electric Utility environment is also a plus. The qualified candidate will have excellent written and verbal communication skills and will be able to effectively communicate to both business and technical stakeholders. The ideal candidate will have knowledge and experience in various RF spectrum bands, and the technologies that utilize this spectrum, such as WiMAX, WiFi and conventional radio solutions. 2. Test and Integration Engineer / Administrative Assistant, San Diego, CA:

Test and Integration Engineer

TRABUS is seeking a Test and Integration Engineer who will support government sponsored research, development, integration, test, fielding, and operation of such systems, including adaptation and extension of commercial systems to novel applications and environment. Basic knowledge of networks, basic communications, and RF systems is preferred. Candidates must be able to develop Test Plans, Test Procedures, execute procedures, isolate issues, and perform regression testing or retests as required for success system deployment. Candidate must be available to travel for field test and data collection/analysis of results. Candidates with past military (junior officer or NCO's) or government experience with current active Top Secret security clearances are preferred.
Responsibilities

This Exciting assignment will involve operating, maintaining and training submarine personnel on kernal based virtual machines (KVM) using Linux, Windows NT and OS. B. Supervisory Engineering Service Support
Candidate will lead a Waterfront Operations (WF OPS) Team providing a wide range of Combat Systems (CS) engineering services management support expertise to multi-million dollar Navy programs in the following areas: CS systems integration, planning and execution of ship construction and modernization availabilities, development and maintenance of emergent data bases as required by the customer. The candidate will provide guidance, mentoring, and career development assistance to the WF OPS team to enhance further career growth.

The candidate must have a strong background in the support of CS systems integration as pertains to NAVY Ship building and modernization programs. Must be able to prepare point papers and briefings to identify and resolve waterfront engineering issues, prepare and publish detailed manning and test sequencing plans. D. Information Management
Under general direction, designs, organizes and executes the planning and implementation phases required to meet contractual and company requirements pertaining to all aspects of Configuration and Data Management. Summary: Full time position supporting Southwest Regional Maintenance Center (SWRMC) Waterfront Operations Department in oversight, development and management of the Integrated Test Plan for contractor maintenance and repair on Navy ships in Navy Region Southwest.
Duties and Responsibilities:
• The selected candidate will oversee the development of a production and testing schedule per NAVSEA Standard Item 009-60 and development/management of an Integrated Test Plan as described in NAVSEA Standard Item 009-67.
• Reviews the Authorized Work Package (AWP) and Work Specifications to evaluate and ensure that contractors/maintenance activities have properly tied work items to Key Events and Milestones.

Position Description:
The Contracts Manager will be responsible for pre-award, post-award and subcontract administration. Position requires a self-starter who has past experience in:

• Working with a variety of contracting methods and contract types with an emphasis on GSA, FFP and T&M arrangements.
• Must possess an understanding of cost reimbursement contracts, and the related contractual and administrative considerations.
• Knowledge of business practices and market conditions in sufficient depth to evaluate subcontractor proposal responsiveness, subcontractor responsibility, subcontractor performance, and other wide ranging subcontract actions.
• Knowledge of statutes, regulations and procedures as needed to perform well considered contract actions - for example Service Contract and Davis-Bacon requirements.
• Background should include the evaluation of contract cost and pricing data.
• Background working with light manufacturing and assembly a plus.
• Experience using MAS90 or MAS200 a plus.

Organization: This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Federal Insurance and Mitigation Administration, Regional and Disaster Support Branch (R&DS).
Primary Purpose: Serves as the R&DS representative for integrating insurance into MT disaster operations, and coordinating the Mitigation program training funded under the Disaster Relief Fund (DRF); with support to other branch functions as needed. Provides staff support to advance program goals in Agency doctrine.
Specific Duties:
• Maintains awareness of Regional insurance environment and the resulting needs of each Region.
• Supports the cultivation of the Regional Insurance Specialist role and capacity, identifies and flags issues of concern and forwards to Branch Chief.
• Serves as the point of contact for flood insurance program delivery during disaster events.
• Arranges for focus groups, develops and monitors funding sources, and facilitates meetings.
• Serves as point of contact for managing, scheduling, coordinating updating and evaluating Hazard Mitigation Disaster Operations training and course materials.
• Works with offices offering insurance training courses to ensure adherence to budgetary rules and restrictions.
• Facilitates the coordination of delivery of Regional course offerings and provides support.
• Coordinates with Regional and JFO staff on revisions or changes to existing policies and procedures within the flood insurance program.
• Monitors program for development or emerging issues and advises senior Mitigation program staff on concerns or potential issues related to implementation of the revisions.
• Develops, maintains and revises standard operating procedures.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience is described as experience developing procedures for coordinating, and implementing Flood Insurance and Mitigation Programs and/or training to Federal, State, Tribal or local agencies, private entities, or non-profit organizations.
Knowledge, Skills, and Abilities: Applicants meeting the basic qualification requirements and any selective placement factor stated in this employment opportunity will be rated and ranked on the following Knowledge, Skills, and Abilities (KSA's).

Selective Placement Factor: Ability to work with disaster organizations, to integrate concepts of risk reduction, and best practice mitigation strategies into community disaster operations.

14. Position Title: Shared Early Warning System (SEWS)/System Engineer (Req. Number: SR 71896) (Colorado Springs, CO)

Period of Performance:
23 Sep 10 – 30 Sep 12 (current option of the contract)

Technical Skills Required:
Candidate will provide systems engineering support to the SEWS Lead Engineer to include integration with Global Command & Control System (GCCS), Radiant Mercury for SEWS, TRS/MATT radios and participation in various working groups and COCOM health checks to ensure correct implementation of SEWS systems. 17. Proposal Manager/Sr.Technical Writer (Telecommute)
Providence Consulting Group is seeking a Senior Level Technical Writer with extensive experience in the IT Communications Field and the Government Contracting arena. Candidate will work with a proposal team to respond to 58 IT related task orders over a 5 year period. Also looking for candidate who has familiarity with source fuel contracts, M65 Field Jackets, and Nelon tactical gears. Candidates with experience in any or all of these areas will be considered, however IT Communications is our most urgent need.Education/Experience:
o Undergraduate degree.
o Minimum 5 years experience managing federal proposals/procurements with win history.
o Former Military personnel desired
o Shipley Training and Professional Certifications a plus
o Familiarity with DoD Technical, IT, and Engineering support services a plus.
Requirements:
• Extensive experience as a technical writer in the IT Communications field
• Expert at identifying data that is needed for 100% compliance with the RFP requirements.
• Strong analytical, organizational, collaborative, and management skills.
• Ability to balance multiple projects meeting deadlines.
• Strong interpersonal skills and effective communication skills with the ability to interact with all levels of personnel.
• Possess the initiative, organization, stamina, attention to detail, flexibility, and ability to forecast resource requirements to produce and manage winning proposals.
• Ability to direct team efforts and to personally work beyond normal business hours when required in order to accomplish multiple proposal submissions.
