Organization:

QUALIFICATIONS REQUIRED:
The Accountant series has a positive education requirement. In addition to meeting the education requirements, you also must possess the specialized experience to qualify.

Intelligence Analyst will provide USFOR-A CJ2 analytical support on the following:
• databasing and dissemination of Afghanistan measures of stability. Job Description:
• Provides USFOR-A CJ2 with analytical expertise to research, develop and present detailed, post-graduate products at the tactical, operational, and strategic levels. EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. Specific Duties:
• Design, plan, and execute effective strategies for recruiting, retaining, training and professionally developing a high performing, future forward workforce that is responsive to dynamic changes in Logistics-based mission and business practices. Collaborates with senior management to integrate human capital management, strategies, and programs into the overall strategic objectives for the Directorate.
• Plans, organizes, and/or lead team projects/studies to develop or evaluate Human Resources Management (HRM) change initiatives. Collaborate with and/or lead management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness and leading change initiatives.
• Formulates, communicates, and administers Directorate activities involving recruitment, training, and professional development and evaluation; recognition and awards; employee relations; adverse actions; succession planning; skill assessment and gap analysis; and work-life programs for Directorate personnel.
• Coordinates with leadership to identify, analyze, and justify the allocation of human capital requirements across the directorate. QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

How You Can Lead the Way

This executive level position is located in the Department of Homeland Security, Federal Emergency Management Agency, Protection and National Preparedness, National Preparedness Directorate (NPD), National Training and Education, Emergency Management Institute (EMI). The position reports directly to the Assistant Administrator of National Training and Education.

This position serves as a Superintendent of EMI, a preeminent FEMA training institution that provides training in the field of disaster and emergency management, and other training in support of the agency mission. The training programs developed and implemented by EMI cover all organizational components, policies, authorities, and guidelines in the Agency, including mitigation, preparedness, response and recovery programs, all regional and field operational elements, national disaster cadres, disaster field training offices, customer service, as well as the National Emergency Management Information System, Integrated Financial Management Information System (IFMIS), and other Agency data systems. A key responsibility is the design and implementation of a comprehensive Emergency Management Academy curriculum for State and local emergency management officials. The Superintendent directs the development and administration of a comprehensive, all hazards program of emergency management training courses for Federal, State, local, and tribal officials, as well as private citizens. The Superintendent is also responsible for the development and administration of the Emergency Management Higher Education Program, the Integrated Emergency Management Exercise Based Training Program, and the Disaster Field Training Program. In addition, the Superintendent is responsible for training delivery and exchange of courses with international emergency management components in partnership with Department of State and Department of Defense, as well as operation of two distinct learning management systems (LMS) and database systems that comprise one of the largest distance learning management programs in the nation. The Superintendent also directs EMI resources in support of Human Capital Learning and Development resident training initiatives as appropriate.

To qualify for this position at the GS-14 level you must possess the following,
One full year of specialized experience. Specialized experience is described as applying knowledge of website consolidation, disaster assistance knowledgebase and call center/website integration and email subscription service. My duties involved such work as COTR management, innovative use of technology, and development of a long term Public Web Strategy which focuses on the internet as a primary vehicle for effective collaboration.

JOB SUMMARY (what must be accomplished and equipment used to perform job functions such as computers, tools, machines, materials, etc.)
The Project Manager performs on-site management of the Kirtland AFB Base Maintenance contract and has the authority to act on behalf of AFSS on all matters related to the performance of the contract.

This position serves as the primary point of contact with the Contracting Officer or other customer designees for all contract matters and is responsible for financial performance and budget compliance and promotes employee empowerment to achieve superior contract performance.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
The Project Manager will conduct, but is not limited to, the following job duties:
• Oversees and complies with all contract terms and conditions
• Maintains proactive communication with the Contracting Officer to develop and maintain an in-depth understanding of customer requirements and needs
• Provides most cost effective approach to contract accomplishment
• Provides leadership and guidance to all employees
• Assures a safe work place
• Meets all environmental requirements
• Assures compliance to all corporate policies
• Serves as the focal point for all contract documents and corporate correspondence. Facilitates career development for key management staff
• Markets AFSS services for additional work on current contract or new work with current customers
• Serves as the operation lead in all matters relative to union collective bargaining agreements
• Develops contract requirements, assists in negotiation and provides technical oversight for subcontracting requirements
• Responsible for the financial management of their respective contracts to ensure expenditures are made within prescribed budgets
• Oversees the Engineering Design/Construction Management function in association with architects, engineers, engineering technicians, etc.
• Oversees the operations function in conjunction with shop personnel including: HVAC Technicians, electricians, plumbers, carpenters, heavy equipment operators, grounds maintenance personnel, power producers, and liquid fuel distributors, etc.
• Directs the Property Management function
• Responsible for the Asset Management and Information Technology functions associated with this contract
• Serves as the point of contact for the Emergency Management and Energy Management functions
• Manages the contract to a profit for AFSS


QUALIFICATIONS (what is required to perform the job, i.e. education, experience,

• Intimate knowledge of program management tools and procedures
