To qualify for this position at the GS-15 level you must possess the following:
GS-0343-15 : at least one year of specialized experience with conducting rigorous and objective analysis of current and proposed agency program performance, business management effectiveness, resource allocations to support effective Agency decision-making, ensuring integrated Agency-wide management of initiatives, priorities and programs; and experience employing a performance management system based on the model used in New York City called "COMPSTAT."

Specific Duties: Serves as the Chief, Acquisitions (Contracting) Section for the LRO and serves as an advisor to program officials in the planning and development of specifications and purchase descriptions. Responsible for coordinating and managing a variety of highly complex and typically long-term contracts entailing the coordination of efforts and the resolution of conflicting and controversial high profile issues with a number of parties both within and outside DHS/FEMA.
Performs work related to the contract pre-award process (i.e., the work necessary to secure a contract to acquire goods and services) in compliance with Federal Acquisition Regulations and DHS/FEMA policy. Uses formal advertising procedures; prepares invitations for bids; publicizes the requirements for items and services to be procured; issues the solicitation documents; reviews of bids for responsiveness to the solicitation; determines financial responsibility and performance capability of the bidders; and awards contracts. Locates sources for the products/services procured, develops new acquisition plans, source selection plans, and contract terms, conditions, or financial arrangements that may serve as models for future acquisitions. Conducts pre-proposal conference(s) with prospective contractors to arrive at a clear understanding of proposed contract requirements, plans the negotiation strategy, conducts the negotiations to develop contract prices and terms, and award of contracts. Determines the responsibility of the apparent low bidder on an analysis of financial and technical information gained during the pre-award survey, and awards the contract accordingly.
Serves as Contracting Officer responsible for procurements and involving a number of different processes or elements resulting in extensive subcontracting. i. QUALIFICATIONS REQUIRED:
This position has a positive education requirement. 3.36 QUALIFICATIONS AND EVALUATIONS
3.36.1 QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one of the following:
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
To qualify for GS-12 grade level, you must have one year of specialized experience independently working with various supply systems/sources; an understanding and experience with property accountability requirements and procedures; experience as an inventory or program manger working with the acquisition process and utilization programs at the national level; providing technical and procedural expertise on matters pertaining to the management of assets; providing logistics support in emergency situations; preparing and briefing management on issues and policies pertaining to property management issues; and preparing Standard Operating Procedures (SOP’s) based on policy statements, broad directives, or guidelines in the areas of inventory, logistics, and property management.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12.

Potential requirement for approximately 12 positions in support of USCENTCOM’s mission to manage Partner Nations’ Reception, Staging and Onward Movement (RSO) and to receive, store, issue and provide accountability of supplies and equipment (Class II and Class VII) and to provide services to Partner Nations (PNs) as directed by Department of Defense (DOD) within the Combined/Joint Operational Area – Afghanistan (CJOA-A). Qualifications:All logistical personnel will have proficiency in reading and understanding reports generated by the JOPES (Joint Operations Planning and Execution System) and will schedule arrival of deploying and redeploying PN forces in order to identify periods where PN personnel at Camp Phoenix exceed TF Razorback capacity.

All logistical personnel will have experience with DOD and DA supply management and distribution management and systems; specifically, operational knowledge of PBUSE and SAMS-E Standard Army Management Information Systems (STAMIS).

All personnel will have proficiency in operation of facsimile machines, Microsoft Office applications, VOIPS and DSN phone operations, computer software/office applications and logistical operations.

All logistical personnel will have proficiency in preparation of the international standards organization (ISO) shipping containers and palletized loading systems (PLS), and development and implementation of local and theater policies and procedures for distribution.

All logistical personnel will proficiency in the Army’s supply system, especially policies and procedures for Class II and VII items.

All logistical personnel will proficiency in operations of PBUSE (GFE) and SAMS-E (GFE software, CFE hardware).
