Conduct research for the preparation of program documents such as type classification and materiel release, system safety reports, Test Evaluation and Master Plan, test support packages, test repor! ts, and acquisition strategy. Draft modernization actions, acquisition baseline, cost analysis, total lifecycle cost analysis, training plans, logistics plans and new equipment training. Provide to the PM strategic plans and analysis of the various ILS functions required during all phases of the acquisition life cycle. The contractor shall investigate and analyze the developer's design approach, methodology, processes, and ability to efficiently and effectively meet system requirements. Evaluations shall include recommendations and proposed solutions for issues regarding System Design elements: Analyze/review commercial item descriptions, military specifications/standards, purchase descriptions, engineering changes, test documentation (plans and reports), test indicator reports, failed item analysis reports, and corrective action plans. Prepare configuration management plans, Memorandums of Agreement (MOA) and other acquisition documents, as well as ILS Plans (ILSP).

Description: Military and humanitarian operations must be coordinated between military departments within the Department of Defense (DoD) and with the activities of other agencies of the United States Government (USG), regional organizations, coalition partners and the host nation. Interagency coordination forges the vital link between the military and the diplomatic, informational and economic instruments of power of the USG. A capability gap exists in which disparate interagency resources, instruments and authorities make the planning and execution of logistics activities cumbersome and inefficient. It is therefore necessary to develop a new logistics vision and undertake change management and transformation projects to improve efficiency and effectiveness of logistics operations across USG departments and agencies.
Responsibilities:
RGS is looking for a senior logistician to assist our DoD and Civilian Agency customers to address the capability gaps listed above.
Key service delivery tasks include:
• refining a vision for interagency logistics; defining roles and responsibilities in relation to the Joint Staff (JS), Office of the Secretary of Defense (OSD), Combatant Commands (COCOMs), Air Force, Army, Coast Guard, Marine Corps, and Navy (Services), Multinational Civilian Agency Partners.
• assisting in developing interagency logistics governance strategies and working groups as required;
• developing, coordinating, facilitating and conducting interagency logistics forums as required;
• conducting interagency logistics quantitative and qualitative analysis in order to determine areas of interdependency among interagency logistics stakeholders; and
• working with OSD, the COCOMs, Services and the Interagency Community of Interest, to assist in developing and reviewing policy and doctrine as required.

Responsibilities
POSITION SUMMARY:
This is professional level Transit Police work. Protects life, safety and welfare of transit patrons and employees, enforces laws and regulations, investigates crimes committed on/to or against facilities owned/controlled or operated by the WMATA, and protects WMATA revenue. Serves as a sworn police officer with full apprehension and arrest powers throughout the Transit Zone. Work requires a substantial element of personal risk. .
DUTIES:
Patrols WMATA facilities to ensure order and prevent the commission of crime.

Provides assistance to transit patrons to include routing information and emergency first aid, including cardiopulmonary resuscitation.
Performs revenue protection duties within the Metrorail system, on armored truck/train, on the revenue collection loading docks and within the revenue collection facility.
Performs rescue functions at accidents, emergencies and disasters.
Transports and escorts prisoners, and detainees, using handcuffs and other appropriate restraints.
Engages in functions in confined areas; e.g., extended walking foot patrols, and physically inspecting buildings, stations, doors, elevators, windows, bus divisions, service yards and other areas to ensure they are secure.
Pursues fleeing suspects and performs rescue operations and other duties which may involve quickly entering and exiting secure areas, lifting, carrying, and dragging heavy objects, climbing up and down elevated surfaces, climbing through openings, jumping over obstacles, crawling in confined areas, and using body force to gain entrance.
Performs searches of people, vehicles (buses, trains, cars, etc.) mail, items, objects capable of concealing contraband, buildings and large outdoor areas which may involve feeling and detecting objects and detaining people.
Conducts visual and audio surveillance for extended periods of time.

Prepares investigative and other reports, including sketches, using appropriate grammar, symbols and mathematical computations, does filing, alphabetizing and labeling.

- Generate standard weekly reports. Procedures are well documented and involve utilizing advanced features of excel, and access. Some reporting also involves the use of SQL Enterprise and Crystal.
- Excellent written and verbal communication skills are also necessary as this position is required to communicate with our contacts around the world. The position also requires documenting frequently asked questions and maintaining communication templates for the tier 1 help desk.
Description of technical environment:
We are currently planning for a major upgrade to Remedy version 7. The upgrade will encompass all AOC WS sites, the WS Help Desk, and 3rd party provides as implemented via AOC WS SPO negotiations. Our implementation will reside on the SIPRNet and JWICS networks. Our implementation will also accommodate COIN (Community of Interest Network) installations. Our installation will also be compatible with the AFNETOPS Remedy Enterprise as the systems should be capable of trouble ticket exchange and elevation.
Travel: Candidate may travel upon Government request to support the sites to include 3rd party providers. Travel may be necessary to support training, installations, trouble shooting, or other related Remedy data administration activities that the Government requests support.

- Prepare and distribute user/site/3rd party communications related to Remedy.
- Coordinate the preparation of the User Acceptance Testing environment.
- Produce and distribute monthly application metrics.
- Conduct pre-production testing for the Remedy product to include working with a Remedy Developer for upgrade, update, and/or customization of the tier 1 Remedy installation.
- Create Knowledge Content for the application*s repositories (Global Self Help and Product Page).
- Develop and distribute ad hoc reporting requested by the Government.
Description of day to day tasks:
- Respond to cases assigned to their queue. Case resolution can involve updating various Remedy data administration items. Each administrative task is well documented and training will be provided. An example might be a new Remedy user ID set up.
- Generate standard weekly reports. Procedures are well documented and involve utilizing advanced features of excel, and access. Some reporting also involves the use of SQL Enterprise and Crystal.
- Excellent written and verbal communication skills are also necessary as this position is required to communicate with our contacts around the world. The position also requires documenting frequently asked questions and maintaining communication templates for the tier 1 help desk.
Description of technical environment:
We are currently planning for a major upgrade to Remedy version 7. The upgrade will encompass all AOC WS sites, the WS Help Desk, and 3rd party provides as implemented via AOC WS SPO negotiations. Our implementation will reside on the SIPRNet and JWICS networks. Our implementation will also accommodate COIN (Community of Interest Network) installations. Our installation will also be compatible with the AFNETOPS Remedy Enterprise as the systems should be capable of trouble ticket exchange and elevation.
Travel: Candidate may travel upon Government request to support the sites to include 3rd party providers. Travel may be necessary to support training, installations, trouble shooting, or other related Remedy data administration activities that the Government requests support.

In this position, you will become a key member of a team of logistics management professionals in a pivotal role supporting disaster operations from day one. You will have ongoing responsibilities ensuring the effective receipt, storage, transfer, preservation, packaging, handling, issue and disposal of commodities and equipment in support of disaster operations. • Participates in developing processes, plans and schedules for conducting internal audits and reviews of property management operations at Continental United States (CONUS) and Oversees Continental United States (OCONUS) locations. DUTIES AND RESPONSIBILITIES: Serves as a Program Specialist for Wounded Warrior Regiment, Transition Assistance Management, Quantico, VA. Conducts, reviews and recommends approval or disapproval of transition assistance program plans and materials; analyzes and develops proposals or provisions in terms of impact on program resources requirements; develops new and revised operating procedures and standards for policy and planning to incorporate new and updated provisions that affect operating activities and requirements
Obtains factual information to: coordinate and promote goals and objectives, provide information, explain regulatory and legal requirements, and build and sustain business, business strategies and practices. Identifies and solves problems related to implementation of plans and policies, develops and implements solutions, designs alternative initiatives and establishes minimum standards.
Discusses transition assistance matters involving: difficult technical problems, application of new or questionable techniques and methods, and clarification with the team leader, or higher level supervisor for further explanation and negotiation with the Director. Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to insure that changes do not include provisions contrary to basic law when applicable. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. Provides assistance on c! ompliance with policy and plans to other program specialists who develop the program evaluation plan, determine coverage, suggest methodology, and provide guidance on handling of technical problems and public relations issues.
Maintains extensive contact with other program specialists and officials of other related agencies and organizations to: coordinate and sustain revised plans and policies related to financial management, resolve problems, negotiate agreements, advise on and render technical assistance in policy areas such as: changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development, and developing and installing reporting systems.
Develops and analyzes data to be used in preparing analytical and interpretative reports and guides on programming. Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations. Researches successful methods and techniques used by other local officials (federal, state, local) and provides information on adapting and extending methods and techniques into new patterns to solve problems. Utilizes a variety of fact finding techniques such as interviews, cases analysis, observation and inspection, to elicit appropriate data, identify problem areas of operation, and oversee and participate in: fact finding, development of recommen! dations and preparation of reports of findings. DUTIES AND RESPONSIBILITIES: Performs work in one or more recreational facilities for various aquatic activities that may include: aquatic therapy or exercise sessions, aquatic sports activities or programs and/or for similar Warrior Hope and Care Center (WHCC) recreational services.
Performs rescue work for wounded, ill and injured swimmers, promptly renders CPR or emergency first aid, and calls for medical assistance as necessary. Assists the Certified Therapeutic Recreation Specialist or Certified Athletic Trainer at pool side when conducting sessions with wounded, ill or injured swimmers. Provides assistance at the therapy pool when camera imaging or other therapy pool functions are in session. May assist wounded, ill and injured swimmers in performing aqua exercises to complete prescribed therapy plans and regimens.
Responsible for the cleanliness of facilities and all the pool areas. May vacuum, skim, and perform routine pool maintenance and perform routine maintenance on therapy pools and associated equipment. May operate water pumps and control chemical additives to ensure pool water meets specified standards. May operate highly technical therapy pool controls to assist wounded, ill or injured Marines/Sailors in and out of the pool. May apply disinfectant to showers, floors, and decks. May check ID cards for authorized patrons.
This is a mixed position where the incumbent must be able to lift and carry up to 45lbs independently and over 45lbs with assistance to include performing work that poses physical demands beyond normal requirements during rescue situations.

Collects data from diverse sources and reviews, researches and benchmarks emerging trends to produce meaningful evaluation of status. Provides quantitative and qualitative reports and recommendations to improve policies, procedures, functional systems and programs.
Conducts long and short-range resource requirement forecasts, program review, evaluations, and data analysis. Identifies issues requiring innovative actions and makes or recommends decisions to meet new goals. Provides program data to senior leadership of corresponding MF division and supporting committees if needed.
Supports high level planning and direction, and coordinates activities in technically-related areas including electronic data processing, information systems, systems analysis, and computer programming. Develops long-term and strategic objectives and ensures that end user requirements are satisfied. Performs horizontal integration planning, and interfaces frequently with other functional areas such as subcontracts, project control, and personnel security. Serves as the single point of contact for all customers issues or concerns and ensures technical solutions and schedules are implemented in a timely manner. Acts as liaison between other MCCS ! departments and staff, field commands, branch heads and system administrators when new projects are being proposed and implemented.
Develops strategic and tactical plans for policy and procedures as required to support efficient program delivery and system operations for information technology programs and requirements. Confers with branch heads and managers to determine functional requirements, plans and develops new applications, and solves operational problems. Manages policies that govern Appropriated Fund (APF) and Program of Record (POR) systems such as Marine Corps Total Force System (MCTFS), Marine On Line (MOL), Total Force Data Warehouse (TFDW), and if necessary, the Defense Manpower Data Center (DMDC) data repositories. Liaisons with Manpower Information Systems (MI) Division and/or Information Technology Systems! Branch (MRI) to ensure end to end coordination for all IT solutions provided and sustained by Marine and Family Programs. Ensures customers have the necessary access to .mil and .org systems, based on appropriate roles/permissions. Creates and maintains Standard Operating Procedures, “how- to” guides, business knowledge bases and other related documentation to identify functional requirements to improve operations.
Serves as functional lead for program areas and technical capabilities that include, but are not limited to: assisting with definition, documentation, enforcement and process improvement, to include the Marine Corps Acquisition Process, of business rules and policies that govern all business operations and technical solutions related to Marine and Family Programs.
Analyzes and reports on financial operations, business performance and functional projects pertaining to the Unit, Personal and Family Readiness Program and Marine Corps Family Team Building Program. Analyzes accounting reports, statements and other accounting data for accuracy. Interprets and evaluates guidelines and references for local application to problems. May review expenditures to ensure funding is used as authorized. Performs audit and review procedures to sustain internal controls. Completes account reconciliation and interprets financial statements. Prepares r! eports and guidance, and provides briefings on controversial or complex topics. Establishes and maintains effective relationships and collaborates with various levels of management within the federal and/or private sectors, and provides advice and assistance on matters of equal difficulty. Develops and analyzes plans and resource issues and requirements and recommends funding across Future Years Defense Plan (FYDP)
Serves as liaison between a Contractor and the Contracting Officer to aid in contract administration. Oversees contractor performance and adherence to regulations. Informs the Contracting Officer of potential performance problems. Handles routine correspondence, maintains administrative contract files, and forwards copies of correspondence and files to the Contracting Officer. May inspect and accept products and services as appropriate. Reviews and approves invoices for payment as appropriate. Performs related tasks as designated by the! Contracting Officer. Accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion.
May attend conferences and meetings. Prepares supporting documentation for presentations and proposals. May prepare correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Establishes partnerships and networks with various organizations in accomplishment of work. May develop program surveys, audits, special projects. Conducts presentations using a variety of techniques and methods. Recommends programmatic plans, alternative courses of action, policies, and f! uture strategies to support goals and objectives.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.
Perform other duties as assigned. Travel is required to complete work assignments, and conduct or attend conferences and meetings. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. Performs other related duties as assigned.
QUALIFICATIONS REQUIREMENTS: Bachelor’s Degree in Business or a related field appropriate to the work of the position AND four years of experience that reflects demonstrated knowledge of and skill in project management and budget planning, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Knowledge of Department of Defense! organizations and familiarity with United States Marine Corps organization and culture highly desired. Skill to analyze and evaluate program operations, procedures, and systems for effectiveness and efficiency to meet goals and objectives. Knowledge of accounting principles. Knowledge of database development, program management, data collecting and reporting.
