Position Title: Fixed Wing Aircraft Flight Equipment Manager
Location: Kabul, Afghanistan
Description: Train and add coordination across aviation functions across Afghanistan, and to facilitate the re-building of Air Wings and Regional Squadrons/Detachments in order to reach and sustain Afghan Air Force (AAF) Initial Operating Capability (IOC). Desired experience and qualifications are listed below. The intent is that candidates selected for the proposal will have first consideration pending a contract award.
Position Summary:
To advise AAF counterpart in establishing an operational aircrew life support shop. Advises on following items: assembling, maintaining, fitting, troubleshooting, repairing, testing, inspecting, determining serviceability of a wide variety of aircraft survival and flight equipment; performing quality control inspections (QCIs) on aircrew survival and flight equipment; instructing aircrew, non-aircrew members of other services and agencies and other personnel such as maintenance personnel and life support technicians in the care, use, operation and capabilities of aircrew life support equipment and survival items used in a variety of environments; completing administrative work establishing accountability for equipment inventory and documenting QCI requirements and reports; utilizing safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area; provides AAF and 438 AEW commanders and staff with assessment of operations effectiveness; advises AAF personnel on proper procedures for developing and sustaining a western technology based aircrew life support shop; identifies training and operational deficiencies and provides recommendations to appropriate AAF and 438 AEW personnel; continuously monitors the status of airfield management training and procedures and recommend improvements as appropriate; assists in developing new and modifies existing upgrade plans including presentations, briefing guides, syllabi, checklists, and other multi-media technical materials as required. Contractor performs tour of duty (TDY) at various AAF locations on an as-needed basis by NATO Air Training Command- Afghanistan (NATC-A). Follows appropriate 438 AEAW policies and procedures.
Candidate shall have experience as squadron or wing life support officer.

Candidate must be US Citizen with US Secret Clearance.

Job Description:
Researches, plans, designs and develops new applications for electro-mechanical equipment and systems. Reviews contractor's standards, specifications and other documentation to determine mechanical engineering requirements. Designs or reviews simple mechanical, hydraulic, pneumatic, ventilation and/or instrumentation systems using analytical and investigative methods and techniques to ensure systems meet required specifications. Gathers and correlates basic data and performs routine engineering research and development assignments involving calculations and relatively simple tests in order to develop new applications or upgrade existing hardware. Guides and assists technicians in fabrication and installation of simple mechanical and related equipment and routine systems in order to ensure conformance of product and systems with engineering design and customer specifications. May evaluate field installations and recommend design modifications to eliminate malfunctions or improve equipment or system function. May review and correct drawings to ensure that products are in accordance with proper engineering techniques and specifications. Tasks may require physical abilities.

Position Requirements:
4+ years of related experience.
Proven maintenance, repair and technical experience and background in industrial manufacturing, commercial maintenance or military operations or maintenance.
Preferred areas of experience may be with light or heavy duty trucks, tractors, tactical vehicles, ground systems, generators, power plants, aircraft or any diesel or gasoline powered equipment or vehicle.
Maintenance support includes operations, system troubleshooting, engineering, design, installation, analysis, maintenance and repair of U.S. systems and subsystems to component level.
Proficient with a variety of hand tools, diagnostic tools, power tools, multi-meters.
Effectively applies industry and/or military standard troubleshooting procedures to isolate faulty system components.
Prior training and/or maintenance experience on MRAP/RCV systems preferable.
Travel to hostile areas is required Must be able to meet all government CONUS Replacement Center (CRC) requirements for foreign travel into operational locations.
Candidates must be in top physical shape, meeting the government deployment requirements.
Position requires moderate to lengthy travel to various OCONUS locations. Appropriate bonuses and allowances are paid. These Full Time Equivalent (FTE) personnel will assist JCOE in identifying issues and providing recommendations on the introduction

A. SCANNING TECHNICIAN

SUMMARY OF RESPONSIBILITIES

This position works under the supervision of Human Resources employees to prepare employee personnel files for scanning and to scan the files into digital format using the Kofax Capture document management system. Duties will include, but are not limited to, removing staples and paper clips, arranging papers, scanning, document verification and validation.
This is a temporary, as-needed, part-time hourly position that requires working a minimum of 20 hours per week to a maximum of 40 hours per week. This position is not eligible for benefits. However, all Scanning Technicans will receive a transit pass, which will enable them to ride MTS buses and trolleys for free during the assignment. This task will last roughly 6-12 months and the length of each Technician’s assignment will depend on MTS’ need.

WAGE RATE
The current wage rate for this position is $10.00 per hour.

HOURS OF SERVICE
All Scanning Technicians are hired as AT-WILL, PART-TIME, TEMPORARY employees who are scheduled to work 20- 40 hours per week between the office hours of 7:00 a.m. – 6:00 p.m., Monday through Friday.
MINIMUM QUALIFICATIONS
 Candidates must be at least 18 years of age.
 Candidates must have the ability to stand and/or sit for extended periods of time.
 Candidates must be able to lift up to 25 lbs.

B. Apprentice Assistant Lineman

PAID TRAINING AND EDUCATION

The Apprenticeship Program is divided into two (2) main segments: Assistant Lineman and Lineman. Each segment is approximately two years in duration and consists of on-the-job training and formal classroom training. The formal classroom training is conducted on the employee’s own time and may consist of attending classes at San Diego City College, or other approved local junior colleges, and formal classes held on the Company’s premises. The Company pays for the cost of the tuition and books. Apprentices attend classes while working Full-time for Trolley.

At the conclusion of the Assistant Lineman Apprenticeship Program, the State of California awards the employee a Journeyman’s Certificate as an Assistant Lineman. The employee is then enrolled in the Apprentice Lineman Program. At the conclusion of the Lineman Program, the employee is awarded a Journeyman’s Certificate as a Lineman. The employee is then eligible for promotion to Electromechanic.

COMPETITIVE WAGES AND BENEFITS
Current starting hourly rate of pay is $16.11. After a six-month probationary period, the employee is eligible for a raise in pay to $17.56 per hour. The employee is then eligible for wage increases every six months. Top rate of pay for an Assistant Lineman is $22.01 per hour. The top rate of pay for a Lineman is $25.37 per hour. The top rate of pay for an Electromechanic (after approximately six years from hire date) is $28.40 per hour.

C. Telephone Information Clerk

Salary: $13.36 - $17.20 per hour

Summary

This position reports to and takes direction from the Sr. Telephone Information Supervisor and Telephone Information Supervisors. Under their general supervision, this position is responsible for supplying route and service information to the public via telephone, in person or through other electronic mediums.

Essential Functions

Carefully ascertain customer’s travel need.
Check the best possible route, schedule and trip plan for each individual passenger, giving times of departure from said passenger’s nearest pick up location to the ultimate destination. Include all additional helpful information such as fare structure, transfer points, landmarks, etc.
Clearly convey this information in a courteous, professional manner to the customer.
Represent the Corporation and public transit in a positive and professional manner.

Qualifications

Knowledge, Skills and Abilities

Must be familiar with the County of San Diego, be able to read maps and have experience dealing with the public. Must be able to learn and effectively apply service information for he Corporation and all contracting operators in the Regional Transit Information Office. Must have good communication skills – be able to listen and speak effectively. Must have good customer service skills - be able to deal effectively and courteously with customers. Bilingual, Spanish a plus.

High School Diploma or G.E.D. required. 3 years of heavy customer service experience is required preferably in a call center-type setting.

Physical Requirements

Must be 18 years of age or older. Must be able to work varied weekday, weekend and holiday hours as required.
