Description: Train and add coordination across aviation functions across Afghanistan, and to facilitate the re-building of Air Wings and Regional Squadrons/Detachments in order to reach and sustain Afghan Air Force (AAF) Initial Operating Capability (IOC). Desired experience and qualifications are listed below. The intent is that candidates selected for the proposal will have first consideration pending a contract award.
Position Summary:
To advise AAF counterpart in establishing AAF flight operations. Individual will be working directly with AAF personnel on a daily basis and must have excellent interpersonal skills. Advises Afghan counterpart on the following: assessment, instruction, and development of Afghan operations functions; conducts operations training and scheduling training, advises on development of operational plans and programs, provides AAF and 438 AEW commanders and staff with assessment of operations effectiveness; advises AAF counterpart to ensure proper operations criteria are applied; teaches and reinforces skills required for safe and expeditious airfield operations; develops and administers necessary training programs; identifies training and operational deficiencies and provides recommendations to AAF and 438 AEW; continuously monitors the status of airfield management training and procedures and recommend improvements as appropriate; assists in developing new and modifies existing upgrade plans including presentations, briefing guides, syllabi, checklists, and other multi-media technical materials as required. Contractor performs tour of duty (TDY) at various AAF locations on an as-needed basis by NATO Air Training Command- Afghanistan (NATC-A). Contractor shall have the ability to work as part of the overall team to accomplish all tasks and lead to self-sustainment of the AAF rotary wing training. Follows appropriate 438 AEW policies and procedures.
Candidate shall have experience as squadron or wing chief of scheduling.

REQUIRED SKILLS, EXPERIENCE AND EDUCATION:
The successful candidate will possess a basic competency in using standard MS applications, including Excel, Word, and Outlook; have a fluency in English and either Pashto or Dari; an ability to communicate effectively with students to evaluate their progress and to assist them in surmounting language learning difficulties and a High School diploma

PREFERRED SKILLS, EXPERIENCE AND EDUCATION:

PeopleSoft Functional Financials and Supply Chain Management (SCM) Subject Matter Expert with proven experience on the full capability of PeopleSoft Finance/SCM application with emphasis on General Ledger, Accounts Payable, Accounts Receivables, Billing, Purchasing, eProcurement, and Asset Management to work with multiple teams composed of technical and business analysts to pre-plan and later lead functional team in upgrade of the Financials and SCM applications. The Paratransit Director assures the efficient operation of paratransit staff in performing their client assessments, eligibility procedures, coordination of the travel training program and any necessary additional medical assessments. Plans, supervises and evaluates daily paratransit transportation. Approves, monitors and coordinates all maintenance activities along the right-of-way. Direct all rail vehicle movement along the alignment ROW. Directs the troubleshooting of defective equipment and coordinates the replacement of LRVs with LRV Maintenance. Report delays and problems promptly and take appropriate actions to correct performance and maintain established schedules. Enter daily rail activities into various databases, logs and turn-over documents. Directs, instructs, assigns and assist Rail Operators in proper rail operating rules and procedures. The Application Administrator acts as an administrator for HRT’s enterprise software systems and plays an important role in technical software support and implementations. Responsible for working with Application Services and IT staff to ensure enterprise applications operate in a manner that enables HRT staff to meet organizational goals for increased ridership and improved operational efficiency. Takes a broad, cross-departmental view of the organization, understand transit, organizational and departmental policies, processes and procedures to leverage system capabilities and promote effective use of the enterprise applications to meet organization goals and needs. Provide application-level expertise, bridging the gap between the user and Application Services staff. The System Engineer for Storage & Server Virtualization (Part Time) will be responsible for installation, maintenance and management of HRT storage systems hardware/software. Assist Technology management with the selection of appropriate server hardware and software to support server virtualization and Citrix implementations. Install virtual servers in test environment for testing various HRT applications and to determine fitness of applications for the virtual environment. Assist IT management in the selection of storage systems for use with virtual servers and other standalone servers. Install/implement storage systems appropriate for HRT applications running on standalone servers and virtual servers. Implement the ability to migrate virtual servers to a different physical platform and other functions that will increase the availability of HRT applications. Maintain, and upgrade hardware and software of HRT storage systems. Document HRT system and network designs using Microsoft Visio. Perform routine LAN administrative duties as required. Compile, write, maintain written documentation of all HRT computer configurations and ensure adherence to HRT minimum hardware/software requirements. Required Knowledge, Abilities and Skills essential to Job Functions: Knowledge and experience with server virtualization and associated storage systems. Knowledge of Windows operating systems for workstations and servers, software configuration, troubleshooting, and networking protocols and configuration is essential. Ability to create system documentation using Microsoft Visio. Ability to communicate effectively both orally and in writing. Ability to quickly identify problems and implement solutions with minimal downtime. Critical thinking – Using logic and analysis to identify the strengths and weaknesses of different approaches. Knowledge and experience with MS Office Suite required. Knowledge and experience with Citrix required. Training and/or Education: Bachelor’s degree in Computer Science, Management Information Systems, Information Systems or a related field or equivalent experience. Required Experience: Minimum of five years of experience in systems and network support in Windows environment. Experience with various storage, virtualization and networking protocols and their use. Licenses or Certificates: Microsoft certifications or other pertinent certifications are preferred Physical Demands: Work requires operation of keyboard devices. Also requires lifting and transferring of computer equipment as needed.

Responsibilities
• Provide direct support to the NRD Chain of Command by ensuring proper screening of all Warrior Challenge candidates in the Delayed Entry Program (DEP).
• Maintain a direct working relationship with the CNRC Warrior Challenge Program Managers in order to gain support of active duty SEAL/SWCC/EOD/DIVER/AIRR personnel for specific “large event” recruiting events targeting athletes.
• Adequately train, brief, and inform recruiting personnel and future sailors to keep them abreast of changes in the programs.
• Organize, collect, analyze and present statistical information related to the tracking of enlisted Warrior Challenge applicants and CNRC goal attainment, using MILITAPS software.
• Support NRD recruiting efforts as the Warrior Challenge subject matter expert to identify potential, qualified applicants.
• Assist efforts to establish and maintain records of Warrior Challenge contracts and their status in the DEP, specifically with regard to their performance on Physical Screening Tests (PST).
• Serve as the subject matter expert and direct liaison between CNRC Warrior Challenge Program Managers and NRDs.
• Provide first hand mentorship to Warrior Challenge candidates in three critical areas: (1) increase awareness and enhanced physical standards for Warrior Challenge programs, (2) increase Warrior Challenge program knowledge for candidates, and (3) understanding of Warrior Challenge values and ethos.
• Reduce “Volunteer Drops” in the Warrior Challenge programs at RTC to less than 10%.
Candidate Qualifications
• Must be former SEAL, SWCC, EOD, Diver, or AIRR with an Honorable Discharge (previous leadership and operations positions preferred).
• Must have a valid Driver’s License
• Must be a high school graduate or equivalent.
• Must have effective oral and written communication skills with all levels of the organization (including management, peers, team members and customer-base).
• Must have strong organizational skills with the ability to manage time and multiple priorities to completion.
• Must have problem solving skills with an analytical thought process.

Responsibilities
• Ensure that PST testing is administered IAW with established guidelines set forth in OPNAVINST 6110.1H (Physical Readiness Program) as well as demonstrate the points of performance for the exercises associated with the PST, and ensure exercises are being performed to the established standards.
• Organize, collect, analyze and present statistical information related to tracking of PST results for Warrior Challenge sailors, using MILITAPS software.
• Provide counseling and information to applicants to assist in reclassification. The purpose of this task is to minimize program losses, while ensuring applicants have adequate information to make informed career choices.
• Reduce “Volunteer Drops” in the Warrior Challenge programs at RTC to less than 10%.
• Provide all exit interviews on all “Drop on Request” candidates to the National Mentor.
• Be responsible for delivering qualified recruits to the respective communities’ preparatory course/school via RTC by working closely with the Warrior Challenge sailors to maximize their potential in the SEAL/SWCC/EOD/ND/AIRR training pipelines.
• Serve as liaison between RTC Dive Motivators and contracted Mentors at each NRD to provide feedback and instruction to ensure testing standards are consistent between testing while in DEP program and testing at RTC.

Counter Improvised Explosive Device (C-IED) Subject Matter Experts (SME)

These SMEs will support/assist Joint Improvised Explosive Device Defeat Operations (JIEDDO) Joint Center of Excellence (JCOE) in the daily operations and performing daily liaison operations attending various site meetings and tracking taskers/suspense from higher headquarters for JIEDDO/JCOE senior management at various locations for the initial performance period of 28NOV11 through 28NOV12 at NTC Fort Irwin, California. The government may extend the contract on a year-to-year basis. This is a staff position.

JCOE Concept of Operations
These Full Time Equivalent (FTE) personnel will assist JCOE in identifying issues and providing recommendations on the introduction of new technology and capabilities into the Services’ training domains in order to enhance individual, unit, and collective training for deploying units that participate in mission rehearsal exercises or at the unit's home station. Responsibilities include:

o Receiving, reviewing, maintaining, and tracking the completion of internal and external tasks (received via electronic, written, or verbal communications) using both internal and the JIEDDO Enterprise Management System (JEMS) with government provided training and written guidelines.

o Monitoring and tracking of JCOE training initiatives.

o Conducting analysis of tasks (to include congressional queries) and requests for information (RFI) and forwarding said tasks and RFIs to the appropriate organization(s) for action.

o Review of internally generated Counter-IED written materials for clarity and accuracy.

o Supporting the generation of periodic (weekly, monthly, semi-annual and annual) reports for JIEDDO.

o Assisting Government personnel with performing continuous review of Joint Operational Needs Statements and Training Needs Statements as well as participate in various technology conferences and coordinate with JIEDDO/JCOE and JIEDDO/TRID to provide up-to-date solutions to training requirements identified by JCOE's Training Support Division and Future Capabilities Division.

o Conducting studies and market research to keep abreast of system technological advances to include training in and expanding knowledge of system technological advances and development of future systems as they are developed and advise the Government on emerging technologies during the period of this contract.

o Other duties as assigned.

o Position Qualifications:
• Hold a current Top Secret Security Clearance (TS/SCI).
• Associates Degree or related technical discipline, or the equivalent combination of education, technical training, or work/military experience.
• Minimum of 12 years of directly related training experience.
