20. Veterans and Community Job Fair, June 21, 2012 (IL)
Hello All,
First and Foremost….Thank YOU for all that you do! I am emailing you all to inform you that I have set up a Veterans and Community Job Fair which is being co-sponsored by Senator Dan Kotowski of the 33rd District. The job fair is open to the public, yet there is a special focus on the Veterans and their families. The flyer is attached to this email.
We plan to have Resume building/interviewing workshops from 930-1030. Within the past 10 days alone, over 30 employers, with over 100 open positions combined, have registered. For example, the Secret Service has completed their registration and stated that they will have 4 open positions! I have invited over 300 employers but only 80 can be housed at the event so I will ensure we only choose the best.
I need any assistance I can get with getting the word out to as many of the Veterans and Family in the community as possible. With that said, I respectfully request your assistance with getting the word out to my fellow Veterans and their families. Can you help? Feel free to call me on my cell with any suggestions or questions: 847-521-6291. I look forward to hearing from you soon.
Also, If your units will be in AT during that time, I am offering to accept Resumes to distribute to the employers in their absence.
Very Respectfully,

27. Senior Vice President of Business Development (Atlanta, GA)
My name is Cate Ortman and I am an Executive Recruiter with Heidrick & Struggles. I'd appreciate your input relative to a search that I have recently started for the Senior Vice President of Business Development for Guardian Centers.
Please feel free to reach out to me directly at 202-331-4931 and I thank you very much for your attention. For your additional information, I have attached the job specification relating to the search.
Company, Position & Person Profile
Senior Vice President of Business Development
May 2012
Heidrick & Struggles advises the company on the basis of an
exclusive consulting assignment. The following details are for your
personal information and should be kept confidential.
Company, Position & Person Profile Guardian Centers of Georgia 2
The Company
Company Name Guardian Centers of Georgia
Location Atlanta, Georgia
The Guardian Centers are a unique private-sector solution to an
emerging and rapidly growing national problem — the lack of
appropriate facilities to conduct meaningful, realistic, effective
and large scale emergency response exercises involving multiple
emergency response organizations, both civilian and military. As
a private sector entity, Guardian Centers has the capability to
meet any and all client needs and more.
To meet the nation’s need, Guardian Centers are designed as
fully operational, modern cityscape simulators that allow
emergency responders and leadership to realistically test their
ability to deal with real-world manmade and natural disaster
situations. The defining national document for emergency
response planning, the National Response Framework (NRF),
defines eight scenario sets for which emergency responders must
prepare, and 15 specific functional capabilities that they must
possess to respond effectively. The Guardian Centers have been
designed specifically to provide facilities for training and plan
validation exercises that simulate all eight scenarios and test 14 of
the 15 functional capabilities defined in the NRF (excluding only
Long Term Recovery). Guardian Centers will provide a
meaningful exercise environment for every participant in drills
large, medium and small, from ―boots on the ground‖ first
responders to state governors and federal and civilian emergency
response commanders in a functional Emergency Operations
Center (EOC).
The only available venue for conducting large scale emergency
Company, Position & Person Profile Guardian Centers of Georgia 3
response exercises such as Vibrant Response1 is a repurposed
mental health complex in Indiana, built in the 1930s. While
useful to emergency responders for exercises, this facility is not
designed nor configured to host multi-agency exercises involving
multiple thousands of participants in a realistic metropolitan
cityscape.
Guardian Centers initially will construct one facility in Perry,
GA. If customer requirements are sufficient to support
expansion, the company plans to build at least three additional
regionally based complexes across the United States, possibly as
many as ten in total (one in each FEMA region), depending on
client needs and total demonstrated demand. Based on input
from the leaders of civilian and military client agencies regarding
general location, the first center will be constructed in Georgia.
The location in the southeast ensures that client agencies will
have year-round training opportunities, proximity to a major hub
airport (Atlanta) and numerous military bases tasked with
domestic disaster response. The next three facilities are
provisionally planned to be located in the southwest, northwest
and in close proximity to Washington, DC. Additional potential
locations will be chosen based on specific client needs as they
emerge.
Guardian Centers Physical Components
The initial Guardian Centers of Georgia will be the prototype for
additional planned Centers. They will all include most of the
physical assets of the Georgia complex; some will include other
facilities designed to meet specific regional needs. With the
exception of mobile homes and burn buildings, all structures will
be built using the same cost-effective and rapid-build technology
of tilt-up concrete panels and CMU blocks. This technology,
widely used for construction of commercial and industrial
buildings, will be employed to build the 75-acre training and
validation complex and will include:
Company, Position & Person Profile Guardian Centers of Georgia 4
• Six municipal buildings including elevator shafts.
• Sixteen heavy commercial buildings in, one, two and three
story configuration.
• Rooftop helipad with H-60L capacity.
• Three industrial buildings.
• One motel in a typical L configuration.
• Eighteen single-story light commercial/retail buildings.
• Three city blocks of certified multi-story collapsed and burn
buildings.
• Eight single family residences in a typical residential
neighborhood configuration, capable of being flooded to a
depth of at least 8 feet.
• Twenty prefabricated homes in a mobile home park
configuration. Prefab structures (mobile homes) are
considered exercise consumables.
In addition to these structures, which will define the 75-acre
cityscape, the Guardian Center will include the following
training/simulation facilities:
• 830 acre compound for unrestricted use, 24/7 throughout the
year.

Guardian Centers Facilities Meet the Defined Need
Emergency response capability in the U.S. is dispersed among a
huge array of national, state, and local agencies, all of which must
interact seamlessly when they assemble without advance notice
at the scene of a natural or man-made disaster. Experience in
both the military and civilian environments has demonstrated
conclusively that effective response is possible only if these
various agencies are able to rehearse under realistic, demanding
conditions, with exercise scripts driven by the actions of ―boots
on the ground‖ emergency responders rather than artificial script
Company, Position & Person Profile Guardian Centers of Georgia 6
injects.
The primary document defining emergency response agency
obligations, which applies to all civilian and military emergency
responders, is the National Response Framework. It defines
eight scenarios for which emergency responders must be
prepared, and 15 specific functional capabilities that emergency
response organizations must possess in order to respond
effectively to those eight scenarios.
The eight defined scenario sets are:
Explosives Attack (conventional high explosives)
Nuclear Attack (improvised nuclear bomb)
Biological Attack (Aerosol anthrax, plague, food contamination,
foreign animal disease)
Radiological Attack (explosive disbursement of radioactive
material, or ―dirty bomb‖)
Chemical Attack (blister agent, toxic industrial chemical, nerve
gas, chlorine tank explosion)
Natural Disaster (major earthquake or major hurricane)
Cyber Attack
Pandemic (Influenza)
Facilities incorporated into the Guardian Centers have been
specifically designed to allow realistic, large-scale exercises
simulating all of these scenarios. For example, it will be possible
to conduct simulated IED attacks both on the I-911 segment
and in the certified collapsed building structures. A nuclear
attack drill would involve burning buildings, collapsed buildings,
and decontamination, all of which are available at Guardian
Centers of Georgia. All biological attack scenarios as well as the
radiological and chemical attack scenarios require large-scale
decontamination, victim triage, search and rescue, evacuation,
and civil disorder elements, all of which are easy to conduct in
the planned facility. The collapsed buildings and burn buildings
Company, Position & Person Profile Guardian Centers of Georgia 7
provide an environment for major earthquake drills. The
flooding component uniquely allows to train for a major
hurricane. The commercial and residential areas of the cityscape
can host a mock influenza pandemic. No existing facility in the
world will provide emergency responders with such a complete,
large-scale, all hazards environment.
The fifteen functional capabilities (and Guardian Centers’
capability to test them) follow:
ESF #1 - Transportation - Helicopter landing capability, EOC
coordination and management capability, proximity to major
airport, interstate highways, freight railway system.
ESF #2 - Communications - Extensive voice, data and image
communications capability between EOF and outside world, and
between EOC and cityscape.
ESF #3 - Public Works and Engineering - ample open acreage
on varied terrain available for participants to conduct any
required drills involving this capability.
ESF #4 - Firefighting - Ability to simulate urban fires in
multiple adjacent buildings and in manufactured housing (trailer
house park). Does not include ability to simulate wildfires.
ESF #5 - Emergency Management - Complete EOC facility
available for all exercises.
ESF #6 - Mass Care - Emergency Assistance, Housing, and
Human Services - Ample open land available to establish tentbased
mass care and housing facilities similar to real-world
events, capability to simulate mass evacuations on I-911.
ESF #7 - Logistics Management and Resource Support -
Complete EOC facility available.
ESF #8 - Public Health and Medical Services - Complete EOC
facility available.
ESF #9 - Search and Rescue - Certified collapsed buildings.
ESF #10 - Oil and Hazardous Materials Response - Freight rail
wreck can simulate multiple HAZMAT events. Ocean-based oil
Company, Position & Person Profile Guardian Centers of Georgia 8
spill impossible to simulate.
ESF #11 - Agriculture and Natural Resources - Complete EOC
facility available for exercises.
ESF #12 - Energy - Complete utility infrastructure installed in
entire cityscape, including above-ground and underground
electricity distribution and natural gas lines, which will have
capability to simulate utility-caused hazards to emergency
responders. Complete EOC facility available for management of
distant energy facilities.
ESF #13 - Public Safety and Security - Entire facility capable of
hosting events involving civil order issues, terrorist violence,
urban riots, uncontrolled mass evacuations, etc.
ESF #14 - Long-Term Community Recovery - Typically not
part of emergency preparedness drills, no special provisions on
site.
ESF #15 - External Affairs - Facilities at Academic Center
available to simulate EOC-based press conferences,
communication with off-site decision makers, etc.
