This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: For all nonbargaining unit positions, the following applies: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. This position is located in the Department of Homeland Security, (DHS), Federal Emergency Management Agency, (FEMA), Sandy Recovery Office, Region II, in New York. The incumbent serves as the principal advisor to the Director, regarding improvements in program policy, coordination, and delivery mechanisms intended to improve customer service and reduce program and administrative expenses.
MAJOR DUTIES:
• Evaluates the progress of disaster recovery operations and projects and determines adequacy, effectiveness and performance.
• Coordinates planning, integration, program and policy issues within the recovery office they relate to management and reporting systems organization structure and resource allocation and utilization.
• Establishes operation goals for areas of responsibility, including the Office of General Counsel, Equal Rights, Disability integration, Alternative Dispute Resolution, Safety and Security, and oversees implementation of the goals in subordinate organizations.
• As required, represents management in liaison and coordination activities with a variety of representatives from various parts of DHS/FEMA and segments of Federal, State, and local governments, private industry and others having an interest in FEMA programs and policies.
• Plans work to be accomplished by subordinates, sets and adjusts short-term priorities,and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
