This position is located in the Federal Emergency Management Agency, Region 6, Louisiana Recovery Office (LRO) in Baton Rouge, LA. The incumbent is responsible for the correct and proper payment of all financial obligations through the agency's computerized Integrated Financial Management Information System (IFMIS). This position starts at a salary of $57,982 (GS-11). Apply for this exciting opportunity to become a member of the LRO team within FEMA.
EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees). • Assures that FEMA administrative and financial regulations, standards, procedures and policies are implemented

• Reviews IFMIS open obligation reports and de-obligates un-liquidated obligations

Primary Duties and Responsibilities
- Serve as network expert/lead and project leader of an enterprise network modernization effort
- Responsible for high-level network planning, design, and optimization
- Configure and maintain routers, switches, and other equipment for network systems (including wireless
and VoIP)
- Evaluate and recommend new products, maintain knowledge of emerging technologies for application to
the enterprise

This position is located in Commander, Navy Installation Command, FFR Support Service Center (N94), Information Technology (IT) Branch (N946). The FFR IT Branch is responsible for planning, implementing and managing the application systems and network infrastructure that support the many programs offered to our patrons. This includes ERP systems such as SAP, point of sale (POS) systems such as MICROS and Rectrac, Analytics systems such as SAP BusinessObjects, as well as a private network that reaches our locations around the world.
This position reports to the Section Head, Enterprise Solution Services of the IT Branch. This section has global responsibility to plan and develop innovative solutions to business requirements that fall within the domain of ERP systems, data warehouses, and business analytics software. We look for motivated individuals with a strong desire to learn and expand their knowledge of integrated ERP systems and a willingness to apply their skills to tasks at hand.
DUTIES AND RESPONSIBILITIES The work mainly involves applying analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organization. Core functional areas of analytics development include financial reporting, business operations key performance indicators (KPIs), human resource metrics and procurement and project construction measures.
Functions commonly performed by personnel in this specialty include conventional business and systems analysis such as:
a) Working closely with end users and stakeholders to identify opportunities for new or improved Analytics systems;
b) Conducting business requirements workshops, documenting results and creating design requirements documentation;
c) Researching best practice Analytics (SAP BW, SAP BusinessObjects BI Suite) design and development solutions;
d) Developing interactive dashboards and other data visualizations for various information consumers in the organization

DUTIES AND RESPONSIBILITIES The work mainly involves developing and deploying content customizations and web applications in the SAP Portal system environment to meet the business requirements of our process owners, users and stakeholders. Other responsibilities include technical design, documentation, development, unit testing, and change migration. Core functional areas affected by the custom developments include accounting & financial reporting, human resources, procurement & acquisition, inventory management and project systems.
Functions commonly performed by personnel in this specialty include conventional custom SAP application development such as:
a) Working closely with business analysts to identify and specify customization and program requirements based on business needs;
b) Preparing technical specification documents;
c) Writing, debugging and maintaining efficient, modular and re-useable code;
d) Planning and conducting thorough unit testing of all developed code;
e) Developing a working knowledge of business functions within the organization to accelerate development time; and
f) Ensuring the rigorous application of information security/ information assurance policies, principles, and practices to the application development process.
QUALIFICATIONS To qualify, applicant must possess a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management, business administration; OR
A degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications and systems AND 3 years of general experience as well as 3 years of specialized experience.
Must have knowledge of and skill in the following:
a) Applying software design principles and methods;
b) Interpreting functional specification requirements to develop technical specifications;
c) Developing modern, standards compliant and object-oriented programs;
d) Utilizing integrated development environments (IDE) to speed the design and development process;
e) Applying methods sufficient to designing, coding, testing and debugging large and complex programs with enterprise-wide impact; and
f) Understanding basic IT architecture (experience with SAP Portal preferred).

Job Summary
The Senior Cyber Analyst will be part of a team that will provide support to the Government in the areas of Cyber analysis and Cyber development capabilities in response to Navy’s and DoD’s needs for Cyber Situational Awareness (SA), Cyber Command and Control (C2), Mission Assurance, and Homeland Defense. The team will assist in identifying cyber key terrain by analyzing operational requirements, conducting cyber analyses and assessments, and developing and performing modeling and simulation in support of different cyber threat scenarios.
Principal Duties and Responsibilities
- Assist in providing the DoD with analysis, assessment, modeling and simulation, engineering, and software development capabilities to quickly identify critical cyber assets, associated vulnerabilities, potential risks, and near-real time mission impacts
- Engage in identifying, maintaining, and developing core technical and functional capabilities in support of cyber mission assurance
- Provide technical services that enable rapid development and deployment of new capabilities in response to existing and emerging requirements of Cyber SA, Cyber C2, and Homeland Defense
- Perform analyses of existing and emerging operational and functional requirements provided by the sponsors to formulate and develop the analysis of alternatives, technical specifications, design and development constraints, risks traceability matrix, and program risk management plan. This shall also include the analysis of missions and organizations including tactics, techniques and procedures.
- Perform feasibility analyses of systems or operational concepts, including a cost/benefit analysis.
- Research and develop technical analyses and assessment reports for integration of cyber requirements, capabilities.
- Support the government conducting testing for each system or release developed
- Conduct software testing; develop or update user acceptance testing materials, test plans, and test procedures, and conduct automated test development; and conduct data analysis and overall software quality assurance activities
- Conduct cyber analysis (e.g. Supply Chain Analysis) and assessments and all associate intra- and inter-dependent components and infrastructures (e.g. electrical power, industrial control systems, defense industrial base) to identify vulnerabilities (i.e. Single Points of Failure), risk, mission impact, and determine appropriate mitigation options
- Conduct trend analyses on cyber incidents for better characterization of threat vectors and prediction of potential impacts
