The incumbent serves as a Public Assistance (PA) Appeals Coordinator under the supervision of the Lead Appeals Analyst. The incumbent will have an opportunity to demonstrate their knowledge in the implementation of the public assistance program lifecycle grant monitoring, appeals and closeout process. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is in a fast paced, operationally diverse development and test lab. Must be experienced with virtualization technologies and have hands on operations experience with the installation and configuration of ESXi or Microsoft Hyper-V. Position requires extensive management of the ESXi server and vCenter farm or Microsoft Hyper-V and VUM operations. Candidate must be able to tune hypervisor hosts and utilize management consoles to run the virtual farm. Must have knowledge of and hands on experience in the management of storage, storage provisioning and storage configuration. Provide support with the daily operations and maintenance of the IV&V Test Lab and Development environments. As part of the IV&V test team participate in test efforts on all platform and devices being introduced to the DTRA production environment. This includes the creation of Test Plans, Test Cases and Test Reports. Required Skills
• Extensive operating systems, applications and networking experience to include installation, configuration, security hardening (DISA STIG), and troubleshooting servers.
• Must be able to clone servers and integrate them into pre-existing environments to facilitate agency developers. Integration will require fluency with various types of operating systems and the ability to quickly find and fix errors that occur during the process.
• Server hardware utilized should encompass both Dell and HP. Citrix experience is a plus.

JOB SUMMARY
Project Manager Soldier Warrior (SWAR) has identified a need for support as the Integrated Life-Cycle Support Manager (ILSM) for the Nett Warrior program. The ILSM plans and coordinates NW acquisition and transfer into operational use, and serve as the focal point of contact for all life-cycle management and supportability actions. The ILSM serves as a co-chair of the NW Product Support Integrated Product Team (PS IPT). The primary focus of the NW PS IPT is to identify cost effective approaches for NW sustainment and logistics support. The ILSM shall be required to develop and execute NW sustainability and logistics plans and policy, determine sustainability and logistics requirements and needs, investigate and resolve problems, interface with other functions and outside personnel, assist in the preparation and execution of budgets, plan and manage assignments, review progress, and evaluate results.
DUTIES:
Participates in the PS IPT responsible for leading members to achieve chartered objectives; identify and manage the integration of all NW stakeholder activities required and document them in a comprehensive NW logistics plan.
Monitor progress toward meeting the logistics plan, identify the cause and impact of delays or other problems encountered, perform supportability risk assessments, maintain an integrated schedule, and track completion of Logistics Milestone Requirements.
Participate in the market investigation, chairing reviews to ensure that supportability requirements and constraints are considered and managed.

You qualify for this position at the GS-13 level if you possess one of the following:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. Position Title: Junior All-Source Intelligence Analyst
Position description: Streamline Defense is seeking qualified candidates to augment the mission of the Defense Intelligence Agency’s (DIA) Middle East Africa Regional Center (MARC) with all-source intelligence analysis support. The all-source analyst will focus on political-military issues related to the Middle East and North Africa, to specifically entail analyzing the impact of militant Islamic organizations on stability within the region. In addition, the all-source analyst will perform counter-narcotics analysis, particularly assessing the prevalence and impact of drug usage to military and foreign military capabilities within the region. Finally, the all-source analyst will conduct infrastructure analysis specific to water availability, economics, energy and the overall transportation/logistics of the region. This list is not exhaustive and may encompass other requirements as the government sees necessary.
The all-source analyst will be responsible for organizing intelligence information and preparing intelligence assessment reports. This will be accomplished by integrating data from all available intelligence sources and fusing it into actionable intelligence information that will be briefed to senior-level DIA leadership. This is an excepted service position located on a Type II, Regional Incident Management Assistance Team (IMAT), Response Directorate, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). This position starts at a salary of $115,613 to $118,032. The starting salary within the pay band will be set based on the level of responsibility and experience. EMERGENCY ASSIGNMENT: IMAT employees are subject to a 24-hour on call work schedules in the event of an emergency and be willing to relocate to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular and/or long working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee’s official positions description to include performance of manual labor to support the establishment of team facilitated, subsistence of team members, and distribution of commodities to incident survivors; and may involve some physical exertion including activities such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, stooping, stretching, reaching, or similar activities; carrying and lifting of moderately heavy items (up to 50 pounds).

When deployed the incumbent of this position may be designated as the incident Deputy Federal Coordinating Officer (FCO). Incumbent will coordinate federal support for response and recovery to natural incidents, that result in considerable levels of damage, or disruption severely impacting the affected population and infrastructure requiring sustained federal recovery support. Typical assignments include:
• Manages the mobilization and deployment of IMAT in response to actual or potential event
• Establishes the operational capability of the IMAT
• Assists in the development of the Unified Coordination Group
• Assists in the establishment of the incident organization
• Assists in the development of incident objectives and strategies, the management of work assignments and the requesting of required resources
• Serves in qualified ICS position in incident organization
• Oversee the demobilization of the IMAT
• Serves as a spokesperson for FEMA in responding to media inquiries from national, regional and local media, providing information to broadcast, print and online reporters on controversial or sensitive topics related to the disaster
When not deployed, responsibilities include:
• Ensures the operational capability of the IMAT

You qualify for this position if you possess the following:
• Experience that clearly demonstrates ability to lead a NIMS/ICS-compliant, self-sufficient, highly mobile, rapidly deployable emergency response team organized and equipped to effectively manage all Federal support to a State, tribal, territorial or local government during natural disasters, acts of terrorism, or other man-made disasters; includes equivalent experience to organize and manage a coordinated and successful response and recovery operation to meet the emergent needs of State and local jurisdictions; experience operating in two or more of the following positions of an ICS Command and General Staff (Operations Section Chief, Logistics Section Chief, Planning Section Chief, Finance and Administration Section Chief, Chief of Staff).

5. Skill in oral communications sufficient to negotiate effectively under stressful conditions where the audience may have conflicting interests and differing objectives, and sufficient to manage the media and other external relations during a disaster or crisis.
6. Ability to communicate in writing to senior levels of Federal, State and local governments.
7. Expert ability to negotiate with multiple and competing stakeholders while maintaining focus on goals and objectives.
