RESPONSIBILITIES:
The primary purpose of this position is to support full range of Special Operations Forces (SOF) Lessons Learned Program activities including the deployable collection, archiving, analysis, resolution, and dissemination of lessons learned. Responsible for managing the Lessons Learned Specialists assigned to USSOCOM HQ, Special Operations Task Forces, TSOCs or supported Special Operations Forces (SOF)' Combined Joint Special Operations Task Force (CJSOTF) or Joint SOF components. Perform a broad range of deployable collecting, archiving, analysis, resolution, and dissemination of unique Special Operations Forces (SOF) lessons learned challenges. Apply knowledge management inquiry methods to conduct independent lessons learned collections of SOF engagements, exercises and operations. Special operations subject matter expert to provide knowledge management guidance, advice, and assistance to collect, analyze, archive, resolve, and disseminate SOF lessons learned
Attend meetings, conferences, briefings, and seminars relating to lessons learned and knowledge management functions.
REQUIREMENTS:
• Required Specialized Experience: Minimum of 25 years of experience, including thorough knowledge of USSOCOM organization and staff processes (at least 3 years of experience at USSOCOM staff headquarters), special operations experience at the tactical level, proven leadership experience (Command at the 0-5 and 0-6 levels). Ability to prepare and deliver briefings and reports to senior leadership (General/Flag Officer level). Prior TO Lead and Program Management experience required.
• Desired Specialized Experience: Geographic Combatant Command staff experience, operational experience in at least two Geographic Combatant Commands. Ability to use collaborative communications systems (DCO).
• Knowledge of a wide range of qualitative and/or quantitative methods for the assessment of improvement of command level plans and programs for conducting major operations deployable lesson learned and understanding of Special Operations Forces (SOF) core tasks (Security Forces Assistance, Irregular Warfare, Civil Affairs Operations, Counter Proliferation, Unconventional Warfare Foreign Internal Defense, Direct Action, Information Operations, Mission Information Support Operations, Counterterrorism and Special Reconnaissance) and background in SOF plans, operations, tactics, techniques and procedures.
• Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of lessons learned collection, analysis, archive, resolution, and dissemination methods and techniques to develop standards to substantially altered SOF training or operational missions and programs.
• Ability to plan, direct, coordinate, research, gather data, assemble and analyze facts, draw conclusions, organize ideas, work with others at various levels of command, and participate/ in the activities of one or more study teams and/or working groups, in order to devise solutions to problems and accept and implement recommendations.
• Skill in collection, archiving, analyzing, resolution, and dissemination obtained from practical experience in SOF lessons learned.
• Knowledge of Joint Lessons Learned Information System policies and USSOCOM HQ and or SOF lessons learned administration, policies, and procedures in support of USSOCOM HQ J7 / J9 or Joint SOF Components.
• Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
• SPECIALIZED EXPERIENCE:
• USSOCOM and subordinate component service and knowledge of MAJOR Joint SOF Commands, TSOCs, and DOD Service training methodologies, terminology in order to facilitate rapid rapport and effective working relationships with personnel assigned to those organizations.
• Knowledge of qualitative/quantitative methods to assess SOF training and determine training effectiveness, knowledge to determine an organization's ability to accomplish assigned missions, accomplish missions with limitations, or determine its inability to accomplish assigned missions based on observations and assessment of training.
• Knowledge of USSOCOM and SOF military command structure, missions, programs, and organizational relationships plus a thorough knowledge of lessons learned collection, analysis, archive, resolution, and dissemination methods and techniques to develop standards to substantially altered SOF training or operational missions and programs.
• Skill in applying new knowledge management developments, methodologies, and research findings to support changes in USSOCOM and or Joint SOF doctrine, training, organization, and acquisitions.
• Develop and coordinate analyses/study plans; evaluate impacts of new innovative SOF technologies on current systems and policies; perform sound lessons learned collections; recommending resolutions to senior-level leadership, comprehends the long range plans, training systems and methodology related to improving and implementing both current and future SOF joint training standards and requirements.
• Recent or Joint SOF service and or support to Operations Enduring Freedom or New Dawn Campaigns.

The candidate will serve as a training instructor in a vocational/occupational training program. The Incumbent will be responsible for developing and instructing a curriculum which focuses on the appropriate vocational training area. This position has direct responsibility for the delivery of classroom and practical training for courses in the field/trade of HVAC.
Candidate must be a certified HVAC technician and have at least ten years of specialized experience within the HVAC industry. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and demonstrated a practical knowledge of the subject area of the position, and of the methods and techniques of instruction.

The Supervisory Systems Accountant position serves as the principal advisor on Agency financial management system matters. You will serve as a liaison, coordinating system integration initiatives and enhancements with the Information Technology (IT) Division, contractors, and other partner/user organizations. DUTIES:
The Weather Service Specialist will be primarily based at the Baghdad Diplomatic Support Center (BDSC) in Baghdad, Iraq, and serve the Life Support Services contract in support of the State of Department. Job Description
SCOPE:
The Program Manager (PM) receives authority from, and reports directly to the President, CHS Middle East LLC and works with the customer to facilitate a supported and supporting relationship and partnership and to work hand-in-hand to ensure that CHS provides the highest level of medical care possible. The PM will ensure delivery of services for the following settings: (1) Field Health Units, (2) Small medical/trauma hospitals, (3) Large medical/trauma hospital.
The PM is responsible to provide all necessary personnel, administrative, financial, and managerial resources necessary for the support of the customer’s mission and all its functions and delivering all required services and deliverables in basic contract Task Order(s) and Performance Work Statements (PWS).
The PM shall use develop and/or apply proven CHS methodologies that assure that all activities are identified, documented, and tracked so that the contract will continuously be evaluated and monitored for timely and high quality service. The PM shall deliver the monthly status report to the Contracting Officer’s Representative (COR).
The PM directs and supervises the PMO, Medical Staff and other members of the team and is accountable for delivering quality products and services to the customer. The PM is also accountable for economic operations of the program.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
Required Skills
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
A Bachelor's degree in Business Administration, Health Services, Health Care/Hospital Administration or related field.
A MBA, or MS in Health Care/Hospital Administration or the equivalent is highly desirable.
15-20 years progressively responsible program management experience is preferred
Excellent presentation, oral and written communication skills required with strong analytical and problem-solving skills.
Demonstrated staff management, project management, and medical support mission/contract fulfillment is required.
Have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).
Participate in training, (including HIPAA training)

The Medical Services Support in Iraq (MSSI) Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.
SCOPE:
The EMT is clinically supervised by the site medical director or other physician extenders on the work site and ultimately reports to the MSSI Program Manager
The EMT will be assigned to treat patients in one of three settings: (1) Field Health Unit, (2) Small medical/trauma hospitals, (3) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician or physician extender.
Interviews patients, measures vital signs (i.e., pulse rate, temperature, blood pressure, weight, and height), and records the information on patients' charts. EMT may be required to draw and collect blood samples from patients and prepare specimens for laboratory analysis.
In some settings the EMT-P may be assigned a leadership role as Lead EMT-P.
The EMT-P will perform emergency skills, such as managing respiratory, trauma, and cardiac emergencies, and patient assessment. Typically, an EMT will deal with bleeding, fractures, airway obstruction, cardiac arrest, and emergency childbirth. EMT will use and maintain common emergency equipment, such as backboards, suction devices, splints, oxygen delivery systems, and stretchers.
EMT-P provides more extensive pre-hospital care than do EMTs. In addition to carrying out the procedures of the other levels, paramedics administer medications orally and intravenously, interpret electrocardiograms (EKGs), perform endotracheal intubations, and use monitors and other complex equipment.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
•High School diploma, GED or equivalent education required.
•Hold and maintain a current unrestricted U.S. (State) Paramedic license
•A minimum of 3 years’ experience is required.
•Completed an approved Emergency Medical Technician (EMT) course, and certification as a Paramedic.
•Received additional education and training in anatomy and physiology as well as advanced medical skills.
•Associate degree from a community college or technical school sufficient to prepare for the NREMT examination is particularly desirable.
•Clinical and EMT field experience.
•Familiarity with standard concepts, practices, and procedures within a particular medical care field.
•Sufficient EMT or related experience and judgment to plan and accomplish goals.
•Certification by the National Registry of Emergency Medical Technicians (NREMT) PLUS a State Paramedic License OR State Paramedic License, ACLS, PALS, PHTLS and CPR.
•Maintain current certification in Basic Life Support (BLS), Cardio Pulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS) and Tactical Combat Casualty Care (TCCC).
•Experience as a Combat Medic or Navy Corpsman is desirable.
•All healthcare providers must have current clinical experience in direct patient care and have worked a minimum of 6 of the last 12 months in desired career field.
DUTIES AND RESPONSIBILITIES:
•Prepares treatment rooms for examination of patients.
•Provides care to patients. Assists patients with personal hygiene, nutrition, comfort, and safety.
•Maintains comfortable, orderly, safe, and clean environment.
•Prepares patients for examinations. Provides routine information related to medical treatments and procedures.
•Measures and records vital signs, collects specimens, and escorts patients and visitors.
•Prepares examining rooms, selects and lays out medical supplies, maintains medical equipment.
•Records and reports patient information. Retrieves laboratory test results and patient files.
•Orders and maintains inventory of supplies.
•Performs clerical functions related to medical activities.
OTHER DUTIES:
•All Health Care Providers (HCPs) will document care delivered and follow up care required.
•Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
•Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.
•Other duties as assigned.
OTHER REQUIREMENTS:
•EMT-P will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
•EMT-P will sign a CHS MSSI Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
•The normal workweek is established by the DoS Chief of Mission.
Note: CHS will provide institutional malpractice insurance as well as individual malpractice policies for Nurse Anesthetists, Physicians and other primary care providers.
The following requirements apply to all EMT-P:
•EMT-P shall be licensed in the United States
•Participate in training, (including HIPAA training) that may be required by DOS or CHS prior to deployment to Iraq.
•Shall complete a Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the MSSI contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery
•Must have a valid, current U.S. Driver’s License
•Must have a current U.S. Passport
•All EMT shall be proficient in the ability to speak, write and communicate in English.
PHYSICAL REQUIREMENTS:
•EMTs and paramedics work both indoors and out, in all types of weather. They are required to do considerable kneeling, bending, and heavy lifting. These workers are at a higher risk for contracting illnesses or experiencing injuries on the job than workers in other occupations. They risk noise-induced hearing loss from sirens and back injuries from lifting patients;
•EMTs and paramedics may be exposed to communicable diseases, such as hepatitis-B and AIDS, as well as to violence from mentally unstable or combative patients;
•The work is not only physically strenuous but can be stressful, sometimes involving life-or-death situations and suffering patients;
•Must be confirmed by a medical examination to be “medically and dentally fit” in accordance with DOS requirements for service in Iraq;
•Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air;
•The climate is desert-like, hot, and prone to dust storms.

Job Summary
The Physical Surveillance Instructor will provide advanced surveillance instruction, development of instructional materials and scenarios and provide on-site program continuity. The Physical Surveillance Instructor performs coordination between the Advanced Mission Systems (AMS) Deputy Program Manager (DPM), the end-user, program students and the subcontracted instructors. The instructor is responsible for the surveillance instruction in both classroom and field, field craft, student mentoring, proficiency appraisals, SOP development and program continuity through the development and delivery of the Program of Instruction (POI) and the continued support of the AMS Program Management team with various program deliverables.
Primary Relationships
The instructor reports to the Deputy Program Manager for PSC and serves as a team member of the Logistics & Programs department that resides within the Operations staff.
Primary Duties and Responsibilities
- Daily instruction and mentorship of students in surveillance skills, tactics, techniques and procedures.
- Development of Program of Instruction (POI), to include multi-media presentations. Use of computer technology in the development, instruction and delivery of POI.
- Technical use of commercial communications equipment to perform surveillance tasks.
- Use, instruction of and accurate reading of map products and GIS programs in the conduct of surveillance.
- Demonstrate and instruct surveillance tasks and tactics to students in both mobile and foot follows.
- Establish and use appropriate voice procedures associated with the execution of surveillance.
- Develop SOPs, doctrine and student handouts in collaboration with the end user.
- Utilize and instruct operational photography and various ISR platforms to enhance the conduct of physical surveillance.
- Create and support scenario development for surveillance exercises
- Apply emerging technology in the conduct of surveillance.
- Assist with logistics-related tasks as required.
- Provide podium and field instruction.
- Travel to support instruction in scenarios.
Desired Experience, Skills and Traits
- Must have experience performing surveillance and counter-surveillance, to include individual and team operations capability in mobile, foot and fixed-point surveillance operations. This history exists through work experiences in a military or federal entity.
- Must have a satisfactory history of instructor experience and the ability to convey complex tactical surveillance processes both in a classroom and field setting. Capable of mentorship in a field setting within the context of instructing others in surveillance skills, tactics and techniques.
- Understand and be able to apply intermediate level skill in instructional design and curriculum development, to include the ability to prepare effective multi-media presentations, demonstrations and practical exercises to convey surveillance skills and techniques.
- Strong ability to provide operational surveillance photography instruction which supports the collection of intelligence and/or evidence. Scenarios include: while in a static observation post, on the move or from an aerial platform. Photography skills shall also include ability to instruct on Adobe PhotoShop Elements.
- Tactically competent in surveillance terminology and voice procedures, able to demonstrate voice procedures while conducting surveillance in the field in both mounted and dismounted modes.
- Exposure and at least an intermediate level of experience in the application of emerging GIS and communication technologies in the conduct of a tactical surveillance role.
- Experienced and familiar in the application of low profile Intelligence, Surveillance and Reconnaissance (ISR) platforms for the collection of surveillance Pattern of Life (POL) information on subjects.
- Possesses extensive experience in setting up and running multi-stage exercises in an urban setting that involves role players.
- Experienced in communicating with multiple government and private entities in order to convey and complete complex tactical and surveillance tasks, often with little to no preparation for an encounter requiring a great degree of communicative skill.
- Establishes and maintains liaison with a broad array of law enforcement, security, military, government and civilian organizations
- Able to provide briefs to multiple agencies and entities, including senior personnel, and at the other end of the spectrum, able to communicate effectively with individuals, at times with little to no preparation, yet requiring great aptitude.

The Civil Engineer position is a source of engineering/scientific expertise for all producers and users of hydrological and hydraulic engineering flood plain information and coastal studies related to flood hazard mapping. Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics; hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics or electronics.
You qualify for this position at the GS-12 level (starting salary $73,460) if you possess the following:
One full year of specialized experience equivalent to the GS-11 level in the Federal service that demonstrates experience serving as a civil engineer administering various programs for mitigation of hazards, including earthquake, flood and tornado and working with the National Flood Insurance Program (NFIP) and the monitoring of civil engineering studies (Flood Insurance Studies) conducted in conjuction with this program.
