Takes action to solve problems/issues that routinely arise in areas of assigned responsibility, but may receive guidance or expertise from higher-level staff on more complex problems. • Prepare and maintain records and reports, e.g., OMB-300, and Next-Generation Periodic Reporting System (nPRS) • Assist both the program manager and business manager in ensuring that the operating plan and budgetary objectives are being met • Coordinate with DHS Office of Health Affairs (OHA) finance office and Office of Procurement Operations (OPO) • Prepare and review program data for both internal as well as external audits • Identify overall (adhoc) financial issues and provide solutions to them • Monitor and analyze program funding • Work collaboratively with government and contractor technical staff to synchronize project-level technical and financial management, including: o Developing independent government cost estimates; o Reviewing and evaluating cost proposals; o Planning and monitoring project obligations, expenditures, and burn rate projections, estimate to/at completion, etc.; o Preparing and/or reviewing Statements of Work; o Preparing and coordinating Purchase Requests (PRs) using PRISM and the Federal Financial Management System (FFMS); o Tracking status of performers’ monthly status reports; o Supporting monthly Program Management Reviews; Preferred Qualifications: Must have demonstrated experience with DHS programming and budgeting processes. The ideal candidate will possess strong communications skills, the ability to work in a fast-paced, multi-tasking environment, and the ability to work with senior scientific, engineering, and management personnel. Strong working knowledge of Microsoft Suite applications is essential. Knowledge and experience in chemical, biological, or radiological defense programs desired, but not mandatory. Must meet DHS Suitability requirements. Educational Requirements: Bachelor’s degree in Accounting or Finance or related field.
