The Metropolitan Water District of Southern California is a consortium of twenty six cities and water districts that provides drinking water to nearly 19 million people in Southern California. Metropolitan’s mission is to provide its service area with adequate and reliable supplies of high quality water to meet current and future needs in an environmentally and economically responsible way. Metropolitan’s facilities include the 242-mile Colorado River Aqueduct, five conventional water treatment plants with a combined capacity of 2.6 billion gallons per day, nine surface water reservoirs, 800 miles of pipeline, and 16 hydroelectric power plants.
The MWD’s Water Resource Management Group, Resource Planning & Development Section currently has one (1) opening for an Associate Engineer position within the System Analysis Unit. This position is at Metropolitan’s Headquarters building located at Union Station in Los Angeles, California.
Positions at this journey level are fully competent and use judgment in interpreting and adapting guidelines such as policies, regulations, precedents, and work directions for application to specific cases or problems. The decision regarding what needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action may have to be selected from many alternatives. The work involves treating a variety of conventional problems, questions, or situations in conformance with established criteria.
May act as a lead. May coordinate and review work assignments of employees performing the same general work as the lead on a day-to-day basis. Responsibilities may involve solving problems and providing instructions on work procedures.
JOB DUTIES
GENERAL:
1. Performs and may lead the planning, coordinating, conducting, and monitoring tests, studies, investigations.
2. May represent Metropolitan within area of responsibility with external entities.
3. Prepares technical documents and reports; prepares and may make presentations.
4. Assists with developing and administering contracts and agreements; reviews the work of vendors, consultants and contractors.
5. Plans and coordinates project tasks within area of responsibility, including monitoring scope, quality, budget, and schedule.
6. Provides technical expertise within area of responsibility on projects and issues.
7. Assists on special assignments in support of Metropolitan initiatives.
8. Performs technical analyses and provides recommendations to support planning, design, construction, infrastructure reliability and/or operational issues.
9. Prepares and reviews design criteria, plans, specifications, submittals, cost estimates, and budgets.
10. Assists with developing standards, procedures, guidelines, and manuals.
11. May execute mathematical, statistical, and other models.
12. Performs site and construction inspections.
13. May perform emergency response duties.
14. Maintains official records, documents, and data.
15. May participate on a project team.
WATER RESOURCES:
1. Performs and may lead tasks related to implementing water resources programs and projects; may assist in securing program and project authorization and funding.
2. Reviews proposed regulations and legislation.
3. Assists in developing and may administer water resource contracts.
4. May assist in developing water resource management policy and procedures.
5. Assists in conducting feasibility studies for treatment, distribution and conveyance facilities, and may lead related tasks.
6. Executes and may develop mathematical, statistical, hydraulic, and water resource models.
Water Resources Required Knowledge of: Water resource issues; conveyance and distribution systems; groundwater, hydrology, hydraulics and water treatment processes.

MINIMUM QUALIFICATIONS
Education and Experience:
• Bachelor's degree from an accredited college or university in a related field AND four (4) years of relevant experience, of which two (2) years must have been at the Assistant Engineer II level; OR
• Master's degree from an accredited college or university in a related field AND two (2) years of relevant experience which must have been at the Assistant Engineer II level.
License:
• Valid California Class C Driver License that allows driving during the course of employment.
Certificate:
• Engineer in Training (EIT)

1.Job Summary:
An assembler will work in a team environment to accomplish daily production and maintenance tasks. The daily tasks are inventory replenishment in a warehouse environment; kitting and cable-assembly production and inspection; and shipping and receiving tasks. Overview:

Responsibilities:
- The candidate shall provide the identified tasks below, which are specifically directed at supporting this effort and the execution of Program Manager Light Armored Vehicle (PM-LAV) Depot Level Field Service Representative Support.
- The candidate shall monitor Government provided Master Work Schedule and web-based Asset Tracker program Total Enterprise Asset Management System (TEAMS) to specifically track and identify when Light Armored Vehicles are scheduled to arrive at the depot(s) for repairs. The Contractor shall perform initial technical analysis/inspection, IAW with Limited Technical Inspection (LTI) and Technical Manuals available on the Marine Corps Logistics Command (LOGCOM) Publications Web Site SL-1-2, for all Light Armored Vehicles (LAV) arriving at the depot for repairs within two (2) days after receipt of vehicle. Results of the technical analysis shall be maintained in an electronic database and shall be submitted to the COR.
- The candidate shall Perform a technical analysis/inspection IAW with Final Inspection Record, Limited Technical Inspection (LTI) and Technical Manuals available on the Publications Web Site SL-1-2 LAV portal on all vehicles after the vehicles have been repaired prior to shipment. Results of the technical analysis shall be maintained in an electronic database. Electronic reports shall be provided to the PM LAV TEAMS site within 2 days after completion of LTI.
- The candidate shall perform technical analysis on vehicles located at other USMC installations on a case by case basis when problems are identified by the COR or in response to Product Quality efficiency Reports (PQDRs). In the event the contractor is required to travel to perform a technical analysis, the contractor shall obtain approval from the COR prior to traveling. Reports shall be provided to PM LAV within ten (10) working days after return to base location.
- The candidate shall provide technical input and verification of publication changes to support quarterly Electronic Technical Manual updates by performing a physical validation/verification of the changes using the LAVs. Input/verification shall be provided via E-mail to the COR.
Qualifications:
A minimum of three years experience within the last six years as either:
◾A field service representative for the US Marine Corps Light Armored Vehicle, or
◾A Staff Sergeant or above with USMC Military Occupational Specialty (MOS) of 2141, 2146, 2147 or 2149, or
◾A USMC Military Occupational Series (MOS) 2110 Ordnance Vehicle Maintenance Officer who was promoted to Warrant Officer from MOS 2147 or oversaw the LAV for the required time period as a 2110.
◾Experience with performing physical Validation and Verification (VAL/VER), in accordance with applicable Modification Instructions, of changes made to a ground combat vehicle as a result of a major upgrade, Engineering Change Proposal implementation, field installation of new equipment or other change to the vehicle.

Job Description:

Provide expertise/conduct/support:

Essential Job Functions:
• Works with a team of subject matter and program management experts to review and analyze Telehealth and/or Mobile Health programs to identify problem areas and recommend solutions.
• Analyzes tasks to establish work interrelationships. Creates and executes work plans and revises as appropriate to meet changing needs and requirements.
• Will establish, maintain, and promote close working relationships with DoD, VA, private industry, and other Federal representatives on issues addressing Telehealth, Mobile Health and other technology-based solutions to providing health care.

Requirements:

• Mastery of skills related to technical document preparation, such as reports and functional specifications is expected.
• Skill in application of analytical techniques and methods to conduct qualitative and quantitative analysis.
• Ability to analyze and evaluate information, gather factual evidence, interpret guidance, draw conclusions and ensure compliance with regulations.
• Competence with common office productivity tools is essential.
• The ability to read, extract and interpret key details from academic journal articles, legal filings, military regulations, government policy, and private-sector health practice guidelines.
• Initiative to complete tasks with little to no follow-on guidance.
• Ability to prioritize tasks to meet extremely short deadlines.
• Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
