Job Description: The newly created Learning Management System (LMS) Manager
role is integral to the success of a crucial project and is responsible for
processes, procedures, management, accountability, metrics and priorities
for the Learning Management System (LMS)/Virtual Learning Environment (VLE).
The role will be responsible for building, coordinating and maintaining all
procedural and technical training for existing/expanding project. The LMS

Responsibilities
K2 Solutions is seeking a Contract Manager who will be responsible for activity managing moderate to high risk activities relating to specific contract efforts. Contract activity may be non-routine and require development of specialized contract vehicles and techniques to accomplish business goals and objectives. Generally involves independent judgment and analysis of significant issue identification and resolution. Duties may require development of new contract policies and processes, or assessment of required deviations from established norm. Position requires a lower degree of management attention.
Responsibilities include:
-Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications.
-Prepares complex requests for proposals or Task Orders under IDIQ type contracts. -Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
-Provides contractual guidance to business team members.
-Manages contract change control process.
-Develops negotiation strategy and supports/leads team on complex contractual issues.
-Analyzes new regulations and contract trends for potential impact on business unit goals and objectives.
-Functions as domain expert on selected areas and issues.
-Provides authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity.
-Communicates with legal, finance and business team disciplines for resolution of contract issues and disputes.
-Assists in new business pursuit and associated contract strategy.
-Assists in identification, development and implementation of new contract policies and processes.
-Participates in development of less complex business alliances and partnering agreements.
-Have a general understanding of the business and an appreciation of financial/analytical issues and profit and loss implications.
Experience and Education:
Requires ability to draft moderate to complex non-routine contractual instruments. Individual should be able to quickly develop working to excellent knowledge of corporate policies and procedures, coupled with ability to identify required improvement to established policies. Individual needs working to expert knowledge of contracting concepts, FAR/DFARS, applicable public contract acquisition regulations. Should have strong to excellent analytical and communication skills as well as good presentation, leadership and team-building skills. Requires use of independent judgment and creativity applied to resolution of contract issues and excellent internal and external negotiation skills. Emerging ability to excel in upper level management environment.

Educational Requirements
-Bachelor's degree required. Advanced degree highly desirable.

This task requires the employee to develop, teach, and assess appropriate Tactics, Techniques, and Procedures (TTP) to conduct SIGINT collection, network characterization, and analysis in a variety of tactical environments. The employee shall provide cellular and IP based training courses as well as support to TTP development. Employee shall be able to serve a wide knowledge and experience base including those personnel who do not yet possess the requisite certification necessary to employ tactical targeting equipment in a tactical environment. Employee shall organize training sessions with SOF personnel and conduct courses while enforcing Government provided academic standards for both urban and austere training scenarios. The skills that will be employed and demonstrated by the employee in training vary from the highly advanced technical aspects of precision geolocation operations, down to the level of incorporating those technical advantages to an assault force commander’s mission planning. Areas of expertise must include antenna construction and testing, survey operations, signal hear-ability testing, network characterization, static, mobile, and active operations, analysis, and equipment proficiency. The employee may work independently under general guidelines or objectives and should possess advanced technical and managerial skills; fully knowledgeable and experienced in all aspects of SOF SIGINT. The employee may establish SOF SIGINT training objectives and requirements to support Program of Instruction and exercise execution; requiring experience and extensive knowledge of processes and procedures. The employee may further coordinate, review, and supervise the work of assigned staff; review and oversee the preparation of related documentation; conduct program reviews; and/or perform other related duties as assigned.
Minimum Skills / Certifications:
The successful candidate shall meet the following minimum requirements:
1) Eight (8) years of experience conducting SIGINT operations in a SOF environment and three (3) years teaching or leading SOF personnel in comprehensive scenario-based mobile SIGINT operations in a live environment.
2) Hands-on expertise in low-visibility tactical situations beyond Forward Operating Base (FOB) missions.
3) Demonstrated understanding of special areas of tactical SIGINT to include, but not limited to IP based technology, Tactical Network Analysis, NSA certifications, telecommunications, Linux, signals survey, signals mapping, geolocation, and target analysis.
4) An advanced understanding of how to operate, articulate capabilities and limitations of various SIGINT systems.
5) Working field knowledge of how SIGINT equipment performs in a real world environment vice a stock classroom setting where only theory is provided.
6) Ability to take a student from basic “buttonology” to troubleshooting techniques of specific SIGINT systems.
7) An understanding of SIGINT policies to ensure that SIGINT use/employment is in compliance with NSA and USSOCOM policy, providing reinforcement during classroom and scenario discussions.
8) May be required to travel to CONUS, OCONUS, and/or hostile locations to provide a training session, feedback, re-evaluation, and supplemental support in relation to the STTE training curriculum.
9) Ability to assist in training and mentoring new USG civilian and military members of the training team.

Primary Duties:
This task requires the employee to ensure that the STTE’s technical capability stays ahead of evolving communication technologies in order to support the current and future training, mission, and operational requirements of SOF teams. The Writing Tutor will be required to perform the following duties and tasks:
•Work with administrators, faculty, staff, and students to provide the services and resources required to assist cadets and faculty with a broad range of writing and editing tasks.
•Work with the Writing Center Director and faculty tutors to support the overall mission of the Writing Center and ensure continuity with normal Writing Center operation.
•Provide the instructional assistance, programs, and activities required to assist cadets and faculty with a broad range of writing and editing tasks which will include academic and military reports, class assignments, research projects, and other writing-related projects. Expected result will be an edited paper and/or clarified writing assignment from which a cadet can continue with the writing process to submit to his/her faculty member.
•Evaluate cadet and offer verbal and written feedback to client on assignment/writing task as presented to tutor/EI consultant.
•Schedule, document and conduct tutorials (guided "conversations on writing" that help cadets identify writing strengths and weaknesses).
•Evaluate cadet writing.
•Assist cadets at various levels of abilities with a broad range of writing projects.
•Help maintain the Writing Center Resource Library.
•Track client progress.
•Consult with instructors regarding the progress of their cadets during Writing Center visits.
•Attend meetings and training sessions, as required.
•Help create flyers, brochures, etc., to promote The Writing Center.
•Use a variety of writing and editing software programs such as Microsoft Windows, Microsoft Word, PowerPoint, and Excel.
•Assist with the development and presentation of writing-related workshops and seminars.
•Support and evaluate approximately 8 cadets per day. Spend (at least 30 minutes) with each client during an appointment/ consultation/ workshop/ seminar, to ensure that critical analysis and exceptional educational guidance can be proffered to best promote and develop the educational goals of academic coursework and professional writing; Assess and track all appointments.
•Deliver the report to the government by the end of the term:
◦Documenting total number of cadets visitation to the Communication Center;
◦Document the various academic discipline assignments (e.g., types of assignments ...such as lab reports, analysis of English papers) sought by cadets;
◦And provide verbal and/or written feedback on effectiveness of extra instruction (EI)/ consultations as well as suggestions for improvement (i.e. end of year report/ synopsis of activities, successes and suggested changes) as communicated by clients.
•16hrs per week, Mon-Thurs 5:30 pm – 9:30 pm. One week's notice provided to support from 0800-1200 Mon thru Thurs (in lieu of 5:30 pm – 9:30 pm).
