1. Help Desk – Jacksonville, FL
Help Desk Support Manager (Key Personnel): The contractor shall provide a Help Desk Support Manager that will be available during the PPS commencing 0600 through 1700, Monday through Friday, excluding Federal Holidays. There may be instances where support may be required outside the PPS, at no additional cost to the Government. The Help Desk Support Manger will serve as the central point of contact for Help Desk matters. The Help Desk Support Manager must have the same skill set as the Level 1 Technician, further defined within paragraph 4.2 of this section of the PWS. In addition, they must also have the following:
ITIL Foundation Certification is required.
10 years Help Desk experience managing 24 hours/day, 365 days/year Help Desk operations.
Help Desk Support Technician: (The most experienced Technician in this section is considered Key Personnel). The minimum general requirements for a Level I Technician shall include:
Minimum of 2 years’ experience with hands on training in current applications; hardware experience highly desired. Requirement for every current device not required as long as the candidate has a minimum of six (6) months experience with similar devices and demonstrates the ability to quickly learn the new devices
Understands e-mail, voice and Blackberry device applications.
Maintains an accurate database of hardware and accessories with the communications skills to keep the COR aware of needs and requirements of the program.
Knowledge of printer functions, connectivity, and skill set of basic troubleshooting of printing and scanning devices including, but not limited to, networked Multifunction Devices (MFD) such as Xerox MFD’s.
Working knowledge of software packages including the Microsoft Office bundle, present and future releases.
Understanding of network essentials, troubleshooting network and cable connectivity using Fluke equipment
Basic troubleshooting knowledge of mobile computing devices such as tablet PCs, notebook PCs, and Blackberry devices.
Firm working knowledge of Windows 2007, to include all current versions of Windows, and will stay abreast of Window advancements and be familiar with future versions of Windows, which will be at no additional cost to the Government.
Working knowledge of Juniper Virtual Private Network (VPN) Management or other systems, as designated.
Knowledge of installation and troubleshooting IP cameras.
Good written and oral communication skills.
Willingness to work in a team environment.
Experience with the use of Microsoft Systems Management Server (SMS), System Center
Configuration Manager (SCCM), Dame Ware, Hyena, Symantec Ghost and other tools to accomplish the assigned responsibilities.
Initial skill sets shall be current at the time personnel are brought to work on this effort.
Due to the evolving nature of the information technology industry, the Government requires the skill level of the staff to remain current with technology. The contractor shall remain trained in current, next generation, and any future Commercial-Off-The-Shelf (COTS) technologies used by NHJ, at no additional cost to the Government
Experience with documentation within NHJ Trouble Ticket System or other designated method(s).
Certifications and education: CompTIA A+ Certification highly desired, Current Security + CE (enrolled in Continuing Education Program (CEP)) Certification preferred.
NHJAX Computing Environment (CE) training/certification required prior to privileged access being granted.

3. CONFIGURATION MANAGEMENT – Jacksonville, FL

Demonstrated detailed knowledge of IA concepts and requirements.
Demonstrated comprehensive knowledge DOD military specifications and standards.
System design integration planning for multiple large-scale installations, to include hardware and software evaluation, System Test and Evaluation, planning execution and management.

15 years experience in Visual Basic, Ajax, C#, HTML, Java Script, C++,Java, JQuery.
Proven ability to plan and organize work and interact with technical and non-technical personnel translating user requirements into responsive applications.
Senior Application Developer (Key Personnel): The contractor shall provide a Senior Applications Developer that will be available during the PPS commencing 0600 through 1700, Monday through Friday, excluding Federal Holidays. Website/Application Development, Maintenance and Support Technician: (The most experienced Technician in this section is considered Key Personnel). The contractor shall provide website / application development, maintenance and support staff that will meet the below listed minimum requirements
Bachelor’s Degree in a computer related field; Database Management and Application Development experience is preferred. Webmaster shall have Certified Internet Web (CIW) Professional credentials.

6. VIDEO TELECONFERENCING / AUDIO VIDEO SUPPORT – Jacksonville, FL
Lead VTC Specialist (Key Personnel): The contractor shall provide a Lead VTC Specialist that will be available during the PPS commencing 0600 through 1700, Monday through Friday, excluding Federal Holidays. There may be instances where support may be required outside the PPS, at no additional cost to the Government. The Lead VTC Specialist will serve as the central point of contact for configuration support matters. The Lead VTC Specialist must have the same skill set as basic VTC technician listed in paragraph 3.2 of this section of the PWS. In addition, they must also have the following:
10 years experience working with audio/ visual networks in a Military Medical environment.
10 years experience managing multiple (10 or more) VTC sites in multiple states utilizing Cisco, Polycom CODEC systems.
Understanding of Navy Medicine and Defense Health Agency (DHA) VTC operations or equivalent.
Understanding of Navy Medicine-unique training requirements or equivalent.
Experience in interaction with senior level military personnel, and operations.
Ability to work independently with little guidance.
VTC Support Technician: (The most experienced Technician in this section is considered Key Personnel). The contractor shall provide VTC support staff that possess sufficient operational and technical skills to accomplish the VTC, TV and Audio Video tasks contained in this PWS. The Site Manger (Key Personnel) will serve as the central management/leadership point of contact for all matters concerning contractor personnel supporting this contract. The Site Manger must have the following minimum qualifications.
Bachelor's Degree in Information Technologies or Computer Sciences related field, or a minimum of five (5) years management experience within a MTF, to include management of remote personnel of at least five remote locations; Certified Technical skills in Web management, Data Base administration, Inventory Control, PC repair and project management; good written and oral communication skills; and a demonstrated ability to maintain a cordial and professional demeanor in a stressful environment.
Certifications and education: CompTIA A+ Certification is highly desired, Current Security +CE (enrolled in CEP) Certification is required
NHJ CE training/certification required prior to unsupervised privileged access being granted.
Must meet all IA Training Level I requirements of the IA/Cyber Security workforce Improvement program as outlined in DoD 8570.01-M.

Intelligence Integrators* to work in Reston, VA (50% deployed) as part
of a C-IED analytical team that supports forward deployed SOF units,
enabling them to attack IED networks more efficiently.
The ideal candidate is a prior Special Forces 18F, SMU Intelligence
Analyst, or SOF Intelligence Analyst with All-Source, Targeting, and
HUMINT experience who is capable of working as an analytical team
member in an extremely fast based and high pressure environment.
*Requirements:*
An active TS clearance and must be SCI eligible.
At least 5 years of post- 9/11 analytical experience, with at least 2
years of experience providing analytical direct targeting support to SOF
units or commands, with at least 1 year of experience providing forward
(deployed) intelligence support to SOTF and higher.
The SOF Intelligence Integrator should have the ability to perform tasks
and provide training to support the client in the uses and capabilities
of the following web-based intelligence tools, software, and databases:
Multimedia Message Manager (M3), Tripwire Analytic Capability (TAC),
NCTC Online, Terrorism Identities Datamart Environment (TIDE), ICReach
SIGINT database, Cultweave SIGINT database, PROTON SIGINT database,
Skope SIGINT analytical toolkit, Analyst Notebook /Palantir link
analysis software, ArcGIS spatial analysis software, Google Earth
spatial analysis software, and Microsoft productivity software and
applications as needed.
The SOF Intelligence Integrator should have familiarity with the
following methodologies: F3EAD, CALEB/IWA, Social Network Analysis and
CARVER.
Documented experience developing or maintaining a Common Intelligence
Picture (CIP).
Experience providing direct analytical support to HUMINT operations.
Must be medically and physically capable of deploying to hostile fire areas
Must meet military height and weight standards and be able to wear
combat uniforms if required.
Must be capable of safely and effectively carrying and using firearms.
Must be able to deploy on short notice if required.
Must be able to work 24 hour watch shifts occasionally.

The Role: The Regional Economic Liaison provides support the Department of Veterans Affairs (VA) and Veterans in their respective communities. The Regional Economic Liaison will work with multiple stakeholders to include but not limited to local employers, educational institutions, Chambers of Commerce, Government and Non-Government Organizations, Military Installations, and VA Regional Offices to identify local relevant economic trends and needs.
The Regional Economic Liaison will provide vital support in selected prime communities across the United States based on the current Veteran population, employment growth areas, Veteran unemployment rates, education / vocational rehabilitation dollars spent per Veteran, etc. with the goal of increasing the improving the economic outcomes for Veterans and their family members.
Specific Outreach: These critical positions will be responsible for connecting Veterans and transitioning Service members with local / regional organization including government agencies, Veteran friendly private companies willing to hire Veterans, and non-governmental organizations such as Veteran Service Organizations (VSO) to assist the Veteran improve their career competitiveness in the market place. Additionally the Economic Liaison will assist Veterans to identify education and training opportunities.
Among the responsibilities identified above, candidate must be able to:
• Demonstrate established relationships with community leaders, the business community including the chamber of commerce, and relationships or can build them with educational institutions
• Build relationships with different types of stake holders to maintain business partnerships in one or more communities
• Connect Veterans and transitioning Service members to various resources, to include benefits that are underutilized, and support them in connecting to local / national employment and educational outcomes
• Provide outreach and community engagement on matters that assist Veterans improve their economic outlook
• Foster employer networking and recruitment of Committed Veteran Employers
• Provide outreach, education, and training to local businesses and VA resources, to encourage them to utilize the Veterans Employment Center (VEC for posting of job opportunities
• Share best practices, encourage, and support employers who are considering hiring Veterans
• Assist the national VA Office of Economic Opportunity (OEO) with executing career fairs, job summits, round tables, panels and other mechanisms to boost economic competitiveness for Veterans
• Assist local businesses / markets to evaluate scenarios training and / or employing Veterans and their families using both quantitative and qualitative methods, analysis and techniques
Required Skills:
• Very good computer skills and proficiency in Microsoft Word, with expertise in word and Excel Formatting and layout
• Strong written and oral communications skills
• Excellent Interpersonal and time management skills
