Analysis •Provides analytic and operational support to USSOCOM J36 Transnational Threats Division in counter threat finance •Conducts finance-specific analytical research to identify, detect, target, and interdict threat, terrorist and/or illicit criminal finance activities •Identifies safe havens where criminals harbor the proceeds of crime or financial support to terrorism. •Correlates intelligence, open source and related technical information in order to formulate financial assessments that may be incorporated into operational plans, guidance or designations against those identified nodes •Identifies gaps and seams between threat cells, facilitators and financiers and then provides various courses of action to deter, disrupt and/or deny their access to that financial resource •Generates documents and messaging in support of collection efforts for CTF related operations or intelligence •Provides leadership with written and oral briefings REQUIREMENTS You must demonstrate a minimum of Fifteen (15) Years’ concurrent experience in the following skill sets: •Finance-specific analytical experience dealing with identifying/detecting, targeting and interdicting threat, terrorist, and/or illicit criminal finance activities, and networks; experience desired includes human intelligence and signals reporting, criminal and regulatory investigations, cases for designation, and experience with Banking Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR) -- (Ten (10) Years Minimum) Other Relevant Experience consists of Five (5) Years’ minimum experience with one or more of the following skill sets: •Bachelor Degree in related applicable filed (i.e. Finance, Political Science, etc.) •Finance-related analytical and operational planning experience in counter drug, counterterrorism, and/or counterintelligence fields or; •Experience with USG finance-related instruments of power, to include a working knowledge of processes and experience with Terror Finance Coordinating Officers (TFCO), Partner Nation Financial Intelligence Units (FIU), and Financial Action Task Forces (FATF) or; •Experience in exchanging information, coordinating actions, and collaborative planning among multiple National level Government agencies in multi-agency, Joint, Coalition, or Interagency environment or ; •Experience with functions and authorities of U.S. military and/or USG interagency partners, including any/all other USG agencies involved with threat finance; this includes working knowledge of Executive Orders, U.S. Treasury and State Department and United Nations (UN) designation processes, DoD Operations Plans and Campaign Plans and associated financial instruments of power and policy or; •Experience with public and private sectors to include industries, banking/finance, academic, scientific, and other non-Governmental sectors dealing with terrorism finance or; •Working knowledge of oversight and similar restrictions and laws applying to DoD intelligence and operational activity or; •Working knowledge of counterterrorist analytical framework, functional defeat model, and/or system-of-systems methodologies Must have a minimum of 5 years of operational experience in Special Operations Forces (SOF) community: •Special Operations Forces are defined as those Active and Reserve Component forces of the Services designated by the Secretary of Defense and specifically organized, trained, and equipped to conduct and support special operations (Source: JP 3-05) •You must have held a SOF military occupational specialty (MOS) code (such as 18-series, Ranger, civil affairs, military information support operations or SEAL identifiers) and served in operational assignment with a SOF unit to count as SOF operational experience, or experience at HQ USSOCOM or a Theater Special Operations Command (TSOC); this requirement is critical, as a unique factor of the forces we support on a daily basis who are on the forward deployed locations and around the globe conducting sensitive activities and strategically important missions.
