Job Responsibilities
1. Engineer solutions to support various project and operational needs

4. Manage resources used to support virtualized servers and workstations
5. Develop and maintain installation and configuration procedures

Marine Corps Tactics and Operations Group (MCTOG) is established as Formal Learning Center (FLC) and is governed by applicable Marine Corps and Training and Education Command Orders in the management and operations of a FLC. MCTOG is currently responsible for six programs of instruction as a FLC. MCTOG’s main effort is the execution of the Tactical MAGTF Integration Course (TMIC). The TMIC trains and certifies Operations and Tactics Instructors (OTI) and Intelligence Tactics Instructors (ITI) and is one of the pillars upon which MCTOG operates. The TMIC is a formal learning program that is governed by Marine Corps Order (MCO) 1553.2b and is the umbrella course that includes four service-approved Programs of Instruction (POI). Joint mission IO SME support is required across all parameters of the MCTOG program in order to inculcate IO doctrine, tactics, techniques, and procedures across the MCTOG program as aligned with the MCIOC doctrine and program and the newly emerging Information Warfare concept and associated 14 information requirement capabilities which encompasses IO. The IO SMEs will provide support to the MCTOG doctrine efforts; support the regiment and student training battalions in their MCPP planning phase as well as the follow on SPARTAN ADVANCE execution phase during TMIC, and also function as an Exercise Control and MEB response cell member for IO functions during the exercise. SME will be required occasionally to provide IO support to BSTP events that are nested within the TMIC program and the larger MAGTF Training Program. Specific duties include:
· Oversee, conduct, and produce assignments requiring “performance” to “expert” level knowledge of principles associated with the integration of electronic warfare, operations security, Military Information Support Operations, deception, cyber operations targeting, civil military operations, social media, and public affairs concepts into the MCTOG program as aligned by the MCIOC doctrinal principles.
· Provide direct support to and coordinate with MCTOG Exercise Design, simulation teams, Cyberspace SME, Social Media Analysis teams, for the planning, preparation, and design of courses and exercises.
· Provide white cell role-playing in a realistic, simulated environment primarily to members of the United States Marine Corps during exercises in support of the MCTOG mission.

This includes, but is not limited to, dealing with sensitive intelligence collection programs and other sensitive activities primarily supporting the USMC, but also DoD in general.
· Ensure that detailed coordination for sensitive activities and SAPs does not disclose National Security intent, capabilities, or vulnerabilities, and be prepared to brief selected portions to Senior USMC, Joint, and DoD officials, both verbally or in writing.
Education and Work Experience:
· IO SMEs shall be former, qualified military Intelligence or Information Operations experts with either 5 years of intelligence/IO experience in any DoD component or 4 years IO, operations, policy, military planning or intelligence/CI experience.
· Experience in military or equivalent (GS/GG/Contractor) at the operational level, headquarters staff, or Major Command equivalent is desired.
· Very familiar with current MCIOC endeavors, processes, tactics, techniques, and procedures.

This candidate will maintain regular communications with team and government stakeholders to ensure appropriate steps are taken to resolve issues which may impede progress or compromise project objectives, along with supporting the creation of all deliverables required by contract for the project.
Required Qualifications:
. Bachelor's degree
. Current SECRET security clearance (re-investigation within last 5 years) is a must, TS/SCI desired
. Minimum three (3) years' experience in Program scheduling for a Government Acquisition Program Office OR combined three years' experience in two or more of the following areas:
Microsoft Project scheduling tools to include critical path analysis, Program Scheduling in support of Government Program/Contracts Management, Integrated Master Scheduling development and management, Scheduling Analysis
Desired Qualifications:
. 3 years of this experience in direct support to a Navy or DoD agency performing systems acquisition.
. Experience in drafting Navy or DoD procurement request packages.
. DAWIA Level II in program management or similar. (e.g. PMP)
. Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, MS Project, and ADOBE Acrobat
