The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and integration, and unit readiness planning at the company, battalion, and regimental levels to support GCE Training and Readiness (T&R) events.
The Marine Corps Tactics and Operations Group (MCTOG) C2 Maneuver SME shall demonstrate significant MAGTF experience with battalion or regimental command or Operations billets or Division/MEF Staff (G3, G5 or G7) experience leading and training Marine Corps Ground Combat Arms units.
The candidate will have experience with Marine Corps training and education programs and comprehensive knowledge of the Marine Corps training and education system, training philosophy and implementation policies.
The GCE C2 Maneuver SME will collaborate with GCE doctrine writers, to develop, analyze, organize, plan, coordinate, and produce GCE operational doctrine and doctrine-related materials. They will participate in the development and execution of exercise material and Tactics Techniques, and Procedures (TTP) implementation throughout the MCTOG and MAGTFTP training continuums.

Period of Performance: Actual Period of Performance will be eighteen (18) months total program; a period of three (3) months mobilization, three (3) months training and twelve (12) months of actual FSR support. 1-year increments can include option years. Period of Performance will be twelve (12) months for Year 2 and Year 3 options.
Location of Performance and Travel: FSR “home station” locations are anticipated to be:

The location of the initial three month training will be in Rochester, NY. The contractor will be responsible for all travel and travel-related expenses.

Examples of anticipated travel are support of USASOC Field Exercises and off-home station training. The FSRs are non-deployable to Imminent Danger Pay (IDP) or other Hazard Pay Zones. FSR Responsibilities: The FSR shall provide comprehensive subject matter expert (SME) technical support. The FSR shall serve as in-house SME on Harris Communications Systems products and systems. The FSR shall coordinate, support, and conduct technical activities (involving Harris products and systems) as required by USASOC end users. This technical support can include, but is not limited to the following:
Operations Training
Assist with development of programs of instructions (POI) and course curriculum.
Assist with development of tactical systems architectures, including ground, air, maritime, and dismount. Facilitate COP, extension of services, connection to SIE/SIPR, network operations (Net Ops), PLI/BFT/SA, ISR, voice, data, Line-of-Sight, SATCOM, etc.
Assist with development of C4 standard operating procedures (SOP), and new conops and mission use cases that can be achieved through advanced new capabilities in Harris products and systems.
Support for basic Maintenance: Software upgrades, COMSEC initialization, HUB replacement, etc.
Direct support to USASOC tactical operations training activities such as Troop work up phase during Unit Level Training (ULT).
Participate in weekly conference calls with other FSR’s working on this program.
Submit monthly status reports
Communicate issues and concerns to Program Manager as required.
FSR Qualifications: The FSR must have the following minimum qualifications:
Associates technical degree or related experience with 6+ years of experience working with military and tactical radio communications.
Ability to organize, train, advise and supervise in the installation, utilization and operation of communication systems
Ability to establish and maintain tactical and operational communications including HF, VHF, UHF and MANET functions
Ability supervise and critique the functions of special operations communicators
Ability to plan, prepare and assist in the communications area of study
Strong understanding of computer networking
Ability to work independently
Active United States Department of Defense clearance of SECRET or higher
Additionally, the following certifications are preferred:
CompTIA A+, Network+ and/or Security+

The Senior Sourcing Manager is a senior individual with expert ability to develop and manage strategic and complex supply chains. Essential Job Functions Responsibilities:
• Own supply chain for most strategic and complex suppliers, including: cost, quality, fulfillment, contract negotiation and execution, channel conflict, and lifecycle management. Develop and leverage relationships up to and including the supplier’s Senior Management level and above.
• Expertly negotiate highly competitive programs for Direct Supply, including costs and incentives (rebates, co-op, samples, etc.).

• Leverage Supply Chain best practices and/or tools (e.g., forecasting, importing, distribution, cost modeling, logistics, value stream mapping, total cost of ownership). Serve as Subject Matter Expert in 2+ areas and facilitate the development, transfer and adoption of best practices across the supply chain function
• Serve as Subject Matter Expert in older adults, Senior Living & Care, and the Lines of Business (e.g., regulations, requirements, industry trends) and demonstrate exceptional reverse marketing skills.
• Proactively identify and implement process improvement strategies across Lines of Business and function.
• Develop supply chain strategies and lead cross-functional project teams and/or programs to support business initiatives and objectives.
• Work closely with internal stakeholders to develop a strategic supply chain plan for categories and major programs; identify the need for and locate key strategic partners to grow the business.
• Provide day-to-day guidance on workload and escalations for team members as needed.

Minimum Qualifications:
• Bachelor’s degree in Supply Management, Engineering, Operations, Business Management, Business Administration
• 10+ years of sourcing, negotiation and supply management or equivalent combination of experience and education
