Responsibilities
Direct small/medium outage dispatching (i.e., less than feeder outage). Under the direction of
the Shift Supervisor and/or Sr DCC Operator I, review outage information and dispatch
appropriate field resources to restore power associated with small to medium level outages (i.e.,
less than a feeder lockout). Also provide possible fault locations and direct restoration efforts.
Review, update and ensure correct outage information is captured in the Outage Management
System (OMS) and Distribution Management System (DMS). Also, ensure that the Distribution
System model is kept accurate in OMS and DMS to ensure the best optimization in case MW
reductions is needed. This position may also be used to assign and dispatch routine work.
Under the direction of the Shift Supervisor and/or Sr DCC Operator, authorize, record and model
in the OMS and DMS: Hot Line Tags (HLT), Clearance tags, Do Not Operate (DNO) tags, and
Information tags and device operations such opening and closing fuses, reclosers, air break
switches, etc. to maintain as accurate model of the distribution system for the best optimization
in DMS. Periodically review tags in the system to ensure tags are removed promptly and that the
system model and data are accurate.
Assist in modeling and/or correcting data in the OMS and DMS as work is performed in the field
(e.g. moving opening points) to maintain the data integrity and maximum optimization of the
system.
Monitor and operate Mobilelink after hours to ensure proper completion of service and trouble
requests such as nonpay reconnects, voltage checks, trouble request, 911 tickets, unmatched
calls, etc. Position should effectively access customer accounts to determine status, DIS
information, meter number, directions, etc. in order to assist service technicians if dispatching is
needed and eliminations of call outs to reduce cost.

Job Summary
Under general supervision of the Distribution Operator, the Distribution Coordinator prepares
and approves switching plans and directs both planned and emergency switching and
sectionalizing operations on the Distribution system in accordance with established operating
procedures, safety rules and analysis of current situation. During the course of the Distribution
Coordinator’s daily job functions the Distribution Coordinator rely on their training, experience
and judgment to direct the power delivery system and field personnel.
Review and approve switching plans. Initiate and coordinate notification of any ancillary
personnel and/or departments who may be affected by the power delivery system activity.
Monitor system changes and updates switching diagrams for daily use. Initiates process for
posting same changes through drafting for company-wide issue.
Maintain a daily log of system events, and provide immediate verbal notification of unusual
activities to appropriate personnel and prepares daily reports. Understood in this task is that the
Distribution coordinator must use their experience, skill and judgment to assess necessary
communication levels.
Monitor SCADA alarms and operate automated distribution equipment utilizing the Energy
Management System.
Monitor and utilize the trouble call outage management system to analyze emergency conditions
to dispatch and direct appropriate field personnel, and additional qualified personnel as needed
(determined by process, skill and judgment), to insure continuity or restoration of service.
Coordinate resource utilization with other Distribution Coordinators on duty to fully utilize all
available field resources to reduced emergency response time while maintaining on time
customer appointments
Monitor electric and gas emergencies and scheduled workload to effectively prioritize gas and
electric orders while maintaining appropriate response and appointment times. Monitor and
analyze Gas Odor Correlation and initiate the appropriate field response. Dispatch gas and
electric customer service requests and emergency response to field personnel utilizing the Mobile
Work Management System or voice dispatch using the radio system. Coordinate resource
utilization with other Distribution Coordinators on duty to fully utilize all available field
resources and reduce emergency response times while maintaining on time customer
appointments
Basic Qualifications
Associate Degree in Electronics or Electrical Engineering OR a minimum of at least 5 years
related work experience with outage management tools/processes, field, line, or transmission
/distribution operations.
Valid Driver's License
Desired Qualifications

Job Requirements
The Quality Auditor should demonstrate sophisticated research and analytical skills, excellent verbal and written communications skills, and the ability to communicate personably and professionally while being firm and consistent in the enforcement of requirements with all personnel in our workforce, management, customer representatives, and suppliers.
The QA auditor will efficiently and effectively schedule, conduct, and document quality audits which evaluate procedures, documentation, personnel, and processes for adequate conformance with contractual and other requirements. The requirements may include applicable government regulations, external specifications and standards such as AS9100 and ISO 9001, customer-specific requirements or contract terms as applicable, and in-house policies, procedures, and work instructions.
The Quality Auditor will be adept with use of electronic database tools to document audits and audit findings in custom web-based database tools and have the ability to utilize database features for exporting audit records to MS-Excel spreadsheets for accurate data manipulation and charting to support various management reporting functions using MS-Power-point.
The auditor will also oversee subsequent processing of audit findings to diplomatically expedite and constructively coach respondents who generate root cause analysis and corrective/preventative action plans to address the findings in a timely manner and in accord with all applicable requirements. The QA Auditor will also participate in verifying the effectiveness of corrective and preventive actions and help drive further actions when necessary to mitigate against future recurrences.
Participation in hosting of external auditors from customers and/or third party audit services may also be required on a periodic basis.

Collaborates with unit leadership and medical staff to ensure the highest level of Operator and unit physical and mental readiness through injury prevention, fitness and educational human performance optimization strategies within the Preservation of the Force and Family (POTFF) program parameters.
5.1.1 Develop, plan, and initiate resiliency programs for preventing and treating behavioral health issues to support all aspects of the Guardian Angel (GA) and Special Tactic (ST) operators.
5.1.2 Conduct, administer, and interpret a full spectrum of psychological assessment tools and consult with command personnel. 5.1.3 Manage relevant process improvement, program validation, and related research.
8 5.1.4 Participate in periodic meetings to review the care provided to GA. Identify opportunities for improvement in behavior health and care strategies.
5.1.5 Develop and manage appropriate personnel selection records and filing systems.
5.1.6 Manage referrals and disposition of referrals for behavioral healthcare.
5.1.7 Provide professional development and awareness education to leadership and GA operators as requested.
5.1.8 Function as the liaison between GA operators and base/community helping professionals/agencies.

5.1.12 Assist with the preparation of short and long-term training plans by offering suggestions for training based on knowledge of Unit and Operator mental and psychological health.
5.1.13 Conduct baseline and post-event neuropsychological screening and collect/analyze data and monitor trends in psychological health as directed.
5.1.14 Develop and promulgate training opportunities for the POTFF staff to enhance career development, potential for advancement and to further professional expertise.
5.1.15 Ensure safe and effective operation of equipment used for patient care and contribute to a safe working environment
5.1.16 Attend annual required training in accordance with guiding instructions. Commands will allow for attendance at necessary conferences or courses to complete continuing education units required to maintain certification that will be paid for by the contractor 5.1.17 Document care/therapy performed in the operator’s Electronic Health Record via the Armed Forces Health Longitudinal Technology Application (AHLTA)
5.2 Additionally, the contractor shall collect, analyze, resolve, disseminate, and archive information resulting from products created under this support and requires the contractor to understand the highly complex DoD culture, policies and processes, as follows: 5.2.1 Collect: The contractor shall execute active collection to include direct observations, interviews, surveys, and focused collection of recovery and prevention therapy for individuals in the unit. The contractor shall then perform the initial analysis of the collected data and provide direct feedback. This requires activities to include but not limited to strength and conditioning testing, evaluating, identifying physical performance trends, and providing feedback for physical performance improvement, injury avoidance, and injury recovery.
5.2.2 Analyze: The contractor shall analyze collected information and research current professional references in order to facilitate in-depth analyses to determine trends, additional materiel or support requirements, future performance concerns, and other information. Data collection and analyses shall be conducted on an ongoing basis with quarterly reporting. Furthermore, analysis and reporting related to the support shall be performed during the training cycle and during pre and post deployment training evolutions. Where applicable, the results of these analyses should identify and prioritize physical training and rehabilitation gaps across the unit with recommendations so that the final product will be able to be disseminated to the correct audience for resolution in accordance with the Government’s guidance. This includes providing any recommended performance training guidance necessary to enhance the operators’ capabilities.
5.2.3 Resolve: The contractor shall recommend mediums and forums to publish findings, characterized as issues or deficiencies that negatively impact the unit’s performance, readiness, training and procedures.
5.2.4 Disseminate: The contractor shall release findings based on approved recommendations in the form of reports, summaries, publications, entries into systems of record. Additionally, findings will be incorprated into training, exercises, and operational planning. 5.2.5 Archive: The contractor shall perform updates to applicable databases for trends analysis and historical reference. All information, reports, and products are the property of the government.
5.3 PERSONNEL AND MINIMUM SKILL REQUIREMENTS.
5.3.1 Education. The contractor must have a Doctor of Philosophy or Psychology Doctor degree in clinical or counseling psychology for an APA-approved psychology program, as well as an APA-approved internship/residency in clinical psychology (or a program acceptable to the Office of the Surgeon General, U.S. Army). The contract must have and maintain a valid license to practice psychology and demonstrate a working knowledge of professional 10 standards and ethics regarding the delivery of clinical psychology programs. The contractor must have training in critical incident/stress trauma interventions and possess or be willing to obtain Survival, Evasion, Resistance, and Escape (SERE) training.
5.3.2 Experience. The contractor shall have a minimum of two years post-doctoral experience within the past five years in the independent practice of psychology in the area of clinical psychology. The contract must have experience and training in the assessment and treatment of alcohol and substance abuse conditions, domestic violence, child abuse, post-traumatic stress, mood and anxiety conditions, and family/marital issues. The contractor must have a minimum of three years of experience working with elite athletes within the military Special Operations Forces (SOF) community, National Collegiate Athletic Association, or professional sports. 5.3.3 Certification.

Any accommodations (e.g., glasses, hearing aids, prostheses, etc.) required to successfully complete training must be used in the performance of duties for the duration of employment on the contract.
Upon bio approval, and before beginning work on the contract, the CH-P shall:
• Attend and successfully complete the PSS training course
• Attend and successfully complete firearms training with the Glock-19, M4, M203, M240, M249, and Remington 870 shotgun, qualifying on those firearms specified in the task order.
• Attend and successfully complete training, to be a minimum of three (3) hours in length, addressing the following topics: ◦ Recognition of improvised explosive devices (IED) and explosive materials, both in general and relating specifically to the task order area of operations
◦ Safe explosives handling, explosives storage protocols, and explosives transportation protocols, to include protocols for avoiding cross-contamination of explosive training materials.

• Minimum of 6 years of experience and functional knowledge of Information Operations planning, processes, and joint doctrine.
• Minimum of 6 years of experience in providing intelligence analysis and all aspects of information gathering, research, threat assessments, client development, and predictive analysis.
• Minimum of 6 years of experience integrating classified and unclassified systems and information with international and interagency partners at the tactical and operational level.
• Excellent presentation, communication, organization skills and proficiency in all source analytical support tools; proven skills in formal classroom delivery.
• Minimum of 4 years of experience as a platform instructor in a Professional Military Education/training environment preferred.
• Must possess a current Top Secret security clearance and SCI eligible.
• Must be a U.S. citizen.
• Willing to travel to various locations CONUS and OCONUS to support training exercises, as needed.
