Will provide on-site maintenance and repair support for OCONUS deployed Intelligence, Surveillance, and Reconnaissance (ISR) equipment. Perform troubleshooting, repair, and maintenance and track RMAs of equipment sent to vender for repair. Provide customer and end-user training when needed. Brief Program Manager on status on equipment on a weekly basis.
* Must be able to clear Contractor Readiness Center (CRC) at Ft Bliss, TX, as a contingency of continued employment

BRIEF DESCRIPTION OF DUTIES: This position is located at the Fleet and Family Support Center (FFSC) at the Naval Air Weapons Station (NAWS), China Lake, California. This position is responsible for the implementation, oversight, and management of the Fleet and Family Support Center (FFSC). The incumbent performs a full range of duties, responsibilities and tasking associated with maintaining a high quality, flexible, supportive program of human services to all eligible beneficiaries. Oversees all program and business operations (budget, personnel, and contingency planning). Interprets and implements instructions affecting FFSC and develops Standard Operating Procedures (SOPs) as appropriate for instruction compliance. Oversees all administrative aspects of the clinical programs and services. Acts as Education and Training Coordinator, overseeing the type, frequency, and delivery of non-clinical programs and services. Oversees the development, maintenance and access to standardized current and professional lesson plans covering briefings, workshops and training across FFSC programs. Develops and implements the FFSC Quality Assurance (QA) Plan to include customer feedback, management of customer complaints, and clinical services case management and treatment. Performs other duties, as required.
QUALIFICATIONS REQUIRED:
• Shall hold a Master’s degree or doctorate in Social Work, Marriage and Family Therapy or Clinical Psychology from an accredited institution OR;
o Other social science, human services, education or business discipline OR;
o Combination of a Bachelors Degree and six years’ management experience in a social services setting.
• Shall have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier III SECNAVINST 1754.7A requirements.
• At the time of the job offer, the selectee must produce, when requested, a copy of the transcript(s) to verify the education included in the resume as well as appropriate licensure.
• Shall have approximately four years of professional experience including at least two years of directing and supervising other human service providers.
• Has experience with technical consultation and successful project management related to program planning, evaluation and collaborative work with community agencies providing social or human services.

Special Operations Forces EMT-PARAMEDIC
PROFESSIONAL QUALIFICATIONS/SPECIFIC TASKS/RESPONSIBILITIES: All Contract EMT- Paramedic (EMT-P) shall meet the qualifications for that specialty and perform essentially the same functions, within the scope of acceptable standards for their technical professional discipline, as those required by Army or government service technical professionals of similar experience and in similar duty assignments. Contract EMT-Ps practices/productivity will be compared to that of other Government personnel assigned to the same medical clinic. The Contracted EMT-P will be for and will have:
Qualifications: (1) Education: Graduate of an accredited EMT-Paramedic certification program (2) Certification: EMT-P, Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS) and Pre-hospital Trauma Life Support (PHTLS) (3) Experience: 10-years military or and/or emergency medical services experience; 5-years experience as a qualified Advanced Tactical Practitioner; Instructor/teacher experience, and management experience are required. (4) Licensure: Possess a valid certification from the National Registry of Emergency Medical Technicians (NREMT).
Other Qualifications: (1) Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other health care providers. (2) Shall be knowledgeable of equipment and supply terminology and skill sufficient to identify and use necessary equipment and supplies properly and to communicate proper use with nurses, medical staff, patients, and family members. (3) Shall be sufficiently skilled to teach patients proper self-care and to motivate patients and family members to continue the procedure s for promoting rapid healing. (4) Shall be knowledgeable and possess skills necessary to provide care appropriate to any age-related needs of the patients. The Contract EMT-P shall demonstrate knowledge of the principles of growth and development appropriate to the appropriate patient population served: Infants, Children, Adolescent, Adults, and Geriatric (>65). (5) Assess, coordinate, facilitate, deliver and evaluate care for infant to geriatric patients. (6) Knowledge of a wide range of medical disorders/conditions, diagnostic studies and treatments related to prevention, and detection of illnesses in adults, is desirable. (7) The contracted EMT-P will be knowledgeable in professional care theories, principles, practices, and procedures to perform nursing assignments of moderate difficulty and experience in assessing adult and geriatric patients, as appropriate. (8) Knowledge of computer operations and proficiency in the use of basic word processing, data entry and automated medical records.
(9) Be a U.S citizen. (11) Hold and maintain a U.S. driver’s license (12) Physical demands: Be able to transport a patient on a litter and carry required equipment a minimum 100 meters in diverse environmental conditions.
SPECIFIC DUTIES/TASKS THE CONTRACT EMPLOYEE SHALL PERFORM BUT NOT LIMITED TO: a. The contracted EMT-P will provide the following services and in strict compliance with standing orders and protocols set forth by the MTF, and IAW JC guidelines to include, but will not necessarily be limited to the following: (1) Works independently, without direct supervision, under general guidance of established administrative policies, procedures, regulations and schedules. (2) Responsible for planning and coordinating medical support for high risk training, training operations, and operational missions. (3) Management of execution of rigorous medical training and education schedule (4) Instruct Service Members on the following topics and other topics as directed: Tactical Combat Casualty Care, Basic Trauma Life Support up to Advanced Trauma Life Support, Pediatric Advanced Life Support, and Pediatric Education for Pre-hospital Professionals, and travel medicine. (5) Conducts medical planning and operation support for operational missions. (6) Plans, coordinates and executes joint high risk medical training. (7) Develop and validate air and ground medical evacuation plans for evacuation from training site to local hospitals. (8) Perform Opposing Forces duties as needed during training exercises. (9) Performs a full range of clinical support at the aid stations and in the field when performing ambulance emergency or in-flight response, transfer, or transport services. (10) Evaluate and treat emergent, urgent, and non-emergent patients ranging from infants to elderly. (11) Recognize medical emergencies and respond appropriately. Initiate appropriate emergency response as required. (12) Maintain accurate clinical records and receiving requests for consultations and laboratory work of specific patients. The EMT-P shall complete medical charting within 72 hours of patient visit IAW with JC guidelines. (13) Enters, manipulates, and/or retrieves information and data from Defense Ready and AHLTA (14) Transcribes physician and nursing orders involving patient activities, diets and medications as necessary in the appropriate manual or automated system. (15) Completes request forms, manually or automated, for individual patient orders for blood work, imaging, pharmaceuticals, consults and other requests as required. (16) Assist with provision medical services in a primary care outpatient care setting as required. (17) Provide Class VIII re-supply to deploying personnel as required. (18) Assist in administration of routine immunizations with supervision of medical provider. (19) Travel: Travel within the National Capital Region on a weekly basis may be required for the provision of medical training and/or coverage of military training exercises. CONUS travel for periods of 4-8 weeks twice a year may be required to provide medical training or coverage for military training exercises. OCONUS travel may also be required for a 2-4 week period annually (see Attachment 7 for specific requirements).

Summary of Position:
The Contract Specialist provides management assistance of commercial sales contracts and other document management functions as a program coordinator. Summary / Scope of Work
The Medical Planner Trainer/Mentor for the ASSF Afghanistan Contract will Train, Advise, Assist and Mentor (TAAM) Special Operations Brigades (SOB) Medical/operational personnel to facilitate successful casualty operations, brigade health sustainment and medical administration to include tracking of casualties and status of wounded personnel with the G1.
Job Functions and Responsibilities
The Medical Planner Trainer Mentor shall train counterparts on the following tasks:
Developing the combat health support annex of the SOBs operations order
Overseeing and synchronizing brigade combat health operations
Monitoring medical troop strength to determine task organization for mission accomplishment
Obtaining updated medical threat and intelligence information for evaluation
Verifying emergency supply requests and taking action to expedite delivery
Monitoring Class VIII resupply requests to ensure adequate stockage for support of brigade operations
TAAM the care, progress, and reporting of all wounded personnel in the SOB
Minimum Requirements
The Medical Planner Trainer Mentor must have:
Active Secret Security Clearance
Five (5) years of experience as a military medical professional (Combat Medic, Special Forces Medical Sergeant, PA, MD) at the Battalion/Brigade level (or equivalent) or Special Operations Company/Battalion-level (or equivalent)
Experience in operational medical planning, medical logistics, and medical sustainment training.
Combat experience
Twelve (12) months experience in Afghanistan preferred

Other Qualifications:
Willing to deploy for up to 8 weeks to OCONUS locations. Courses are not conducted in active operational theatres.
Each associate must be willing and able to perform as instructor (if needed) and/or in a variety of environmental conditions including:
o Indoor
o Outdoor
o Cold
o Heat
o Rain
o Snow
o If Necessary, Extreme Inclement Weather

Sit/Stand – Occasionally
Walk/Hike - Frequently
Bend or Stoop – Frequently
Drive /Reach Above – Occasionally
Use Hands for Push/Pulling or Fine Manipulation – Occasionally
Lift/Carry –
o Up to 50 lbs. – Frequently
o 50 to 100+ lbs. – Occasionally
· Alternatively, each associate may be asked to take and pass an age-appropriate U.S. Army Physical Training test.
