Senior Intelligence Analyst - San Diego, CA San Diego Law Enforcement Coordination Center (SD-LECC (All positions are federally grant funded) Salary: Salary range from approximately $75,026.64 to $91,195.26 annually, plus benefits Final filing date: July 30, 2019 SUMMARY This announcement is for a senior intelligence analyst position at the San Diego Law Enforcement Coordination Center (SD-LECC) in San Diego, CA. The SD-LECC serves as the region’s Fusion Center, providing tactical and strategic intelligence services, products, and support to local, state, and federal law enforcement agencies in their operational and investigative efforts against all crimes, including those associated with drug trafficking, cyber threats, and terrorism. The senior intelligence analyst will be responsible for researching and analyzing information on a variety of topics related to criminal activities from multiple sources, including open source, law enforcement, and classified systems. The senior intelligence analyst will use available information to produce strategic intelligence products, develop and provide intelligence briefings, and perform other related tasks to identify new threats and trends and increase situational awareness for regional public safety personnel and organizations. This is an at-will federally grant funded position with the City of Chula Vista. An eligibility list will be created from this process that will be used for up to a year to fill senior intelligence analyst vacancies at the SD-LECC. The applicant must pass a law enforcement background investigation and must also qualify for and maintain a federal security clearance. DUTIES AND RESPONSIBILITIES Primary Duties and Responsibilities: • Independently and collaboratively identify criminal threats and trends, obtain a breadth of knowledge on assigned topics using available resources and sources of information, use analytic best practices and critical thinking skills to develop well-supported analytic assessments, and effectively and appropriately convey information and assessments to SD-LECC personnel and external partners through a variety of means • Prepare detailed, well-researched written assignments and products that follow SD-LECC standards, including being concise, timely, relevant to intended audiences, analytically sound, grammatically accurate, and well formatted • Develop and deliver well-designed and organized presentations, briefings, and training classes to a myriad of audiences of various sizes • Establish and maintain relationships with regional and national public and private sector partners; assist with hosting and facilitating SD-LECC working groups, trainings, and meetings; and attend pertinent regional and national working groups, conferences, seminars, and training events • Work independently on specific projects and collaboratively with SD-LECC personnel and/or external partners on additional projects while prioritizing all assigned tasks based on deadlines and SD-LECC priorities: • Communicate effectively with supervisors and coworkers to provide constructive edits and feedback on coworkers’ projects and to receive and appropriately incorporate constructive but often critical feedback into projects • Demonstrate knowledge and ability to always adhere to all appropriate laws, regulations, policies, and requirements pertaining to privacy, civil rights, civil liberties, and other matters that govern the collection, retention, and dissemination of information • Additional Duties and Responsibilities • Manage incoming requests and internal sharing of information reports and perform product distribution to external partners using established procedures • Maintain working knowledge of and appropriate connections with partners in the National Fusion Center Association and High Intensity Drug Trafficking Area (HIDTA) program networks • Be available during business and non-business hours as assigned to appropriately and rapidly respond to SD-LECC management and partner requests during disasters, emergencies, or critical situations • Show a willingness and aptitude to learn and concurrently manage a variety of projects and administrative tasks • Additional responsibilities include any duties that assist the SD-LECC in achieving its operational goals MINIMUM QUALIFICATIONS: Senior intelligence analysts must possess a Bachelor’s Degree from an accredited institution in a field of study relevant to the SD-LECC mission. Typically this would mean major course work in intelligence, analysis, writing, criminal justice, international affairs, or a combination thereof. A Master’s Degree from an accredited institution in a similar field of study is desirable but relevant work experience would be an acceptable substitute, especially if the verified body of work is appropriate to the SD-LECC mission. CERTIFICATES, LICENSES, AND SPECIAL REQUIREMENTS: • U.S. citizenship required • Possession of or eligibility to obtain a valid California driver’s license • Must pass a law enforcement background investigation, which may include drug testing and/or a polygraph exam • Must qualify for and maintain an active federal security clearance PHYSICAL DEMANDS AND WORKING CONDITIONS: On an intermittent basis, sit at a desk for long periods of time: intermittently walk, stand, bend, squat, twist and reach while retrieving or returning files; perform simple grasping and fine manipulation; use telephone and use a keyboard to communicate through written means, review information, and enter/retrieve data; see and read characters on computer screen; lift light weight up to 10 pounds occasionally.
