The ISSM is an individual who serves as a principal advisor

and submitting the security authorization artifacts to the AO or AODR

· Coordinating
Component SAP security inspections, tests, and reviews.
· Ensuring
proper measures are taken when an SAP incident or vulnerability is discovered.

security incidents to DHS and/or Component SOC, as required.
· Ensuring that
weekly security incident reports are submitted to the Component SOC and
Component CISO, as required.
· Ensuring that
the periodic reporting of vulnerability scanning activities to the DHS and/or
Component SOC is performed, as required.
· Ensuring that data ownership and
responsibilities are established for each SAP (in accordance with DHS SELC),
and specific requirements (to include accountability, access and special
handling requirements), are enforced.
· Ensuring the development
and implementation of an effective cyber security education, training, and
awareness program.

DHS and/or Component authorized configuration management (CM) policies and
procedures for authorizing the use of hardware/software on a SAP are followed.
· Serving as an
advisory member of the Component Change Control Board (CCB).
· Maintaining a
working knowledge of system functions, security policies, technical security
safeguards, and operational security measures.
· Ensuring a
record is maintained of all security-related vulnerabilities and ensuring
serious or unresolved violations are reported to the Component AO/DAO.
· Assessing
changes to the system, its environment, and operational needs that could affect
the security authorization.
· Reviewing and
approving the security of hardware and software prior to implementation into
any SAP.
· Coordinating
with stakeholders to ensure issues affecting the organization's overall
security are addressed appropriately.
· Overseeing
adherence to the DHS SAP secure baseline configuration guidance in accordance
with DHS SAPSM, 4300B.102 and 4300C series.
· Acknowledging
receipt of Information Security Vulnerability Management (ISVM) messages and
report compliance with requirements.
· Reviews and
approves closure of all POA&Ms.
· Ensures that
all security testing activities are thoroughly completed within each given
exercise or testing evolution.
· Ensures that
all system changes are evaluated for any security concerns and impacts.
