We currently have one (1) potential opening for a Maintenance Advisor to work in Niamey Niger. The purpose of this position is to provide support to the Nigerien Air Force (NiAF). This Advisor will train and advise NiAF personnel on the maintenance of the C-208 aircraft.

Minimum Technical / Education Qualifications:


International Civil Aviation Organization (ICAO) Level 4 English language proficiency.

Ten years’ U.S. military experience in an aviation maintenance or flight engineer capacity.

Former Air Force aviation maintenance officer or sergeant (minimum O-4 or E-7) with at least seven years’ demonstrated prior experience, or minimum of 2,500 flight hours in a flying maintenance crew position, with the C-208 platform.

Two years of flight line maintenance and production control experience.

Minimum of two years serving overseas in a military, civilian, or contract role.

Minimum of one year of demonstrated prior professional experience advising foreign military personnel.

Minimum of one year of demonstrated prior professional experience conducting training for foreign military personnel.

No later than 30 calendar days after task order award, the Contractor/Vendor shall furnish to the COR proof of the advisors’ medical clearance equivalent to Department of State Level 1 as determined by a licensed healthcare practitioner. The Advisor shall undergo a medical assessment that examines his/her physical and mental fitness to perform the duties of an aircraft advisor, including the Advisor’s ability to lift 50 pounds and work in sub-Saharan climates without climate control. The Contractor/Vendor shall be responsible for replacing the Advisor if s/he fails the medical assessment, at no additional cost to the U.S. government.

About the Position:


TJFACT is seeking to hire a Senior Police Advisor IV to join our team in Washington, DC.


The Senior Police Advisor (SPA), referred to as Advisor, through the remainder of this document, will serve as a subject matter expert on the full range of law enforcement issues as they relate to INL police development and reform programs globally. The SPA will provide technical law enforcement expertise within INL and the interagency for activities directed at supporting the assessment, delivery, management, and evaluation of foreign assistance to further United States foreign policy interests. The SPA also will play a role in contingency planning, program development, and as a technical resource for INL program managers by providing expert guidance, as needed. Finally, the SPA will assist with outreach and partnership opportunities with law enforcement agencies and individuals on behalf of INL and its programs.




Duties and Responsibilities:


Provide senior-level subject matter expertise in program planning, designing, technical assistance, and implementation.

Provide senior-level management expertise in specialized field of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects.

Provide high level expertise and ability to solve complex and unusual managerial issues while exercising independent judgment.

Assist senior-leadership in the development of program strategies and implementation.

Demonstrate ability to work effectively under pressure within short time constraints, and during times of rapidly developing events.

Demonstrate experience working international or peacekeeping missions, and/or related international development activities.

Work closely with INL program officers and staff to assist in developing criminal justice reform programs.

Provide policy analysis and program guidance on law enforcement missions to INL program staff, the INL Front Office, and other Department of State offices as needed. Such guidance may include mission objectives, size and structure of an international police presence, rules of engagement for international police, interagency coordination, budgeting, planning for development of indigenous police capacities and institutions, training plans, and other areas as needed.

Participate in senior level meetings, seminars, and exercises to provide expert level police input to help INL maintain and develop the ability to respond to emerging issues appropriately.

Participate in overseas assessments of host nation law enforcement capabilities, as well as assess the impact of planned or current programmatic activities and propose remedial actions.

Draft memos and reports to provide expert analysis regarding police programs and assessments for INL in a timely fashion and to a high standard.

Assist in the preparation of background materials to be used by the Assistant Secretary and the Deputy Assistant Secretaries or INL/KM office leadership in speeches, briefings, testimony, and other engagements that require articulating INL involvement on international law enforcement development issues.

Maintain knowledge of contemporary, professional police operational and management principles, techniques, and issues, and recommend which are appropriate for international application.

Participate in outreach activities with domestic and international law enforcement and academic communities to increase awareness of current trends relative to INL programs and policies, including putting on and organizing workshops and making public presentations.

Assist in the development and implementation of strategies and plans to utilize the expertise of state and municipal law enforcement agencies on behalf of INL programs.

Develop and maintain contacts with INL program managers (both domestic and overseas), foreign government officials, and U.S. state and local law enforcement agency and community partners to strengthen INL program implementation.

Assist with developing scopes of work, providing technical input to technical evaluation panels, reviewing technical and procurement documents, and other activities to improve and contribute to INLs law enforcement programs under the supervision of direct hire US Government (USG) staff.

Engage and help develop educational and best practice materials to assist INL staff and the larger rule of law development community better understand law enforcement and law enforcement development issues.

Develop a working knowledge of the organizational structure and functions of the foreign assistance framework, interagency processes, the Department of State, and the INL Bureau, and be able to perform duties, such as clearing and drafting paper, required as part of the State Department bureaucracy.

Work collaboratively across teams in the INL/KM office, including the training and partnerships and other subject matter expert teams.

Provide other areas of law enforcement related subject matter assistance as assigned by the INL/KM Police Team Leader and/or the INL/KM Director and Division Chief.


Required Skills and Experience


U.S. Citizen;

Bachelors degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years of professional law enforcement experience can be substituted);

Twelve to eighteen years of experience with U.S. law enforcement or military, experience briefing in English;

Demonstrated experience working overseas in an Embassy environment;

Three years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs);

Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.


Preferred Skills and Experience:


Previous experience working in the Bureau of International Narcotics and Law Enforcement Affairs (INL).

A Masters degree in a field related to the primary duties of this position, including but not limited to International Affairs, Political Science, or Public Administration.

Superior writing, communication and interpersonal skills.

Job Description:


 


Raven Advisory is seeking personnel with a minimum of secret level security clearance for the escort of uncleared personnel refurbishing a secured facility on Fort Bragg. 


 


The Cleared Escort will accompany and observe uncleared construction workers through installation entry and execution of refurbishment work to ensure compliance with DoD organization security policies. The Cleared Escort will also verify visitor access authorization, control worksite access, update activity records, inform supervisors of incidents, and address any conditions or conduct that conflict with security procedures and guidance. 


 


A variety of hours are available.  This is an awarded contract.  Relocation is not available for this opportunity (residency in Fayetteville NC is optimal).


 


Position Responsibilities:


 


Maintain line of sight visibility of workers and visitors at all times.


 


Meet workers and visitors at designated meeting locations for movement to worksite.


 


Validate workers and visitors against a government-approved access list, and


provide visitors with a visitor’s badge if required.


 


Escort workers and visitors to workspaces, restrooms, and in transit.


 


Positively and assertively communicate with workers, visitors, and government personnel to facilitate the accomplishment of duty.


 


Maintain activity and incident logs.


 


Report any activity of concern and actions that violate worksite, DoD / organization, and installation security policies to designated responsible parties.  


 


Employ security equipment as directed in the worksite security policy.


 


Required Qualifications:


 


An active SECRET or higher security clearance.


 


Familiarity with security processes, procedures, and requirements.


 


Be able to clearly communicate in written and spoken English.

Description 


Crossroads is seeking a Senior Program Manager to support the Fort Benning IT department.  

 


Responsibilities 


-Coordinate with the Government Hand Receipt Holder to ensure that a 10% equipment inventory is conducted monthly, and a 100% annual inventory is conducted.  


-Collaborate with the MCoE Supply Specialist to conduct Lifecycle Replacement (LCR) on ETS Student computers.  


-Thoroughly document all equipment that qualify for lifecycle replacement for the following fiscal year and provide data to the COR on SharePoint portal.  


-Maintain an accurate inventory tracking spreadsheet to display the different laptop model types at each NOC location along with their associated cost. 


-Carefully compare the inventory tracking spreadsheet to the property hand receipt to confirm consistency of the data.  


-Provide the MCoE G6 COR & Deputy with detailed data pertaining to future Training Resource Arbitration Panel (TRAP) course schedules and breakdowns to determine what resources are needed to meet mission.  


-Interface with MCoE course leaders that ETS supports to disseminate important information that will affect the students’ coursework productivity. Also assist with the onboarding process of new prospects seeking to receive ETS support for their school or course. 


-Provide on-going review of Standard Operating Procedures (SOP) & Tenant Security Plan, suggesting updates by mission changes and recommended efficiencies. 


-A monthly ETS metric report by Network Operations Center (NOC)that provides totals for monthly student counts, new students, number of mobile device (laptop or tablet) issuance sessions and number of mobile device (laptop or tablet) issued per session, number of mobile device (laptop or tablet)turn-in sessions and number of mobile device (laptop or tablet) turned in, mobile device (laptop or tablet) imaged, and service requests. 


-A monthly ETS NOC report that depicts final student numbers within the month. Totals include daily student counts for every class in session and cumulative totals.   

 


Qualifications  


-Have a Master’s Degree with at least 8 years or Bachelor’s Degree with at least 12 years of experience in a technical environment with at least 8 years supervisory experience managing projects or programs of similar scope and size either for the Government or on behalf of a Government client.  


  -Have an Active SECRET Clearance in good standing on the first day of this contract and AA with at least 7 years of experience.

Requirements 


-The Systems Administrator shall provide support for the servers and services required by the customer, provide scripting support to facilitate the mission and customer needs, and provide technology solution recommendations based on the constraints of the Army environment.

-Maintain the ETS system registrations in SCCM and AD and work with NEC to register systems in NPS to allow machines to be imaged over the network.

Crossroads is seeking a Senior Help Desk Support for ETS Lead/Alternate PM to support the IT department at Fort Benning, GA.  

 


Requirements 


-Provide support for the day-to-day activity of the ETS team, manage the ETS team members, coordinate ETS scheduling and functions, and work closely with the contracted Program Manager and Government customer to facilitate the mission. 


-Have at least 12 years’ experience in a technical environment, with at least 8 years of experience supporting student environments of similar scope and size either for the Government or on behalf of a Government client, as well as experience managing day to day activities for a team of at least 12 members. 


-The ETS Team Lead will also serve as alternate Program Manager and perform all Program management duties in the absence of the Primary PM.

-Prepare mobile device (laptop or tablet) with new baseline image, adjust BIOS configuration settings, and initiate post-install process to customize image for each supported course session. 


-Issue mobile device (laptop or tablet) and conduct security briefs and course software use to new students. Ensure completion of required equipment issuance and security briefing forms. Ensure all students sign a DA Form 2062 (digital or paper copy), the Acceptable se Policy (AUP) and are briefed on IA. Ensure all students properly log in with government issued CAC to initiate the TSAS Onboarding process to grant the students temporary permission to the Fort Benning network for the duration of the course. Comply with all IA, information security and licensing requirements. 


- Train new instructors on the function and capabilities of classroom instructional technology such as computers and associated collaborative tools and software. 


-Inform the COR when it is discovered that student computers are damaged beyond warranty repair support or are missing. Provide the ETS Lead with the statement of charges/FLIPL packet for review once it has been completed and signed by the student.  

 


Qualifications  


-Possess a Bachelor’s degree in an IT related field. Information Technology Infrastructure Library (ITIL) Foundation certification is required. 


-Must have an Active Secret security clearance is required with a BA/BS and with at least 10 years of experience.

Description 


Crossroads is seeking a Teleconferencing Tech Support person to support the IT department at Fort Benning, GA.  The Contractor shall provide secure and non-secure customer support services for the VTC bridge and 100+ suites for the MCoE located across the Fort Benning, GA installation campus, as well as off-site locations.  

 


Requirements 


-Establish and maintain an up-to-date database to track VTC suites to include inventory by unit, IP, location, POC, Site ID, etc.  


-Provide monthly updates to the COR. Provide VTC conference bridge space for suites and supported organizations, allowing users to utilize VTC bridge capabilities without unnecessary overhead of Global-Video Services (GVS).  


-Provide system configuration management, circuit validation and all other required functions on the bridge and endpoints.  


-Troubleshoot Cisco CMS Bridge or current Bridge, CODEC’s and suites to diagnose problems with VTC equipment and recommend actions to be taken to correct the problems, then implement resolution. 


-Update software and firmware versions on all VTC equipment and similar replacement equipment; test updated equipment to validate proper functionality and operations.  


-Remove, install and test section equipment to accomplish equipment configurations required to maintain 100% operational status of section equipment, to accomplish lifecycle equipment replacements, and to accomplish equipment upgrades and configuration changes.  


-Operate VTC equipment including powering up teleconferencing equipment, checking equipment for proper operation, setting audio levels, positioning camera functions, and performing secure or non-secure set-up. Assist Organization facilitators with conducting VTC, which may include conference preparation, monitoring VTC equipment and system performance, reporting equipment and network problems to appropriate parties and performing maintenance and repair. Perform operator level repairs of VTC equipment and repair or replace malfunctioning wiring, cabling and terminations associated with the equipment. Perform periodic maintenance on the VTC as specified by the manufacturer’s preventive and periodic maintenance specifications and the Government’s periodic maintenance schedule. 


-Develop SOPs for VTC scheduling, operation, and maintenance processes and procedures. Coordinate functional tests and scheduled VTCs with local and remote users, NEC, Defense Information Systems Global-Video Services (GVS), Defense Information Systems Network (DISN), and installation bridge operators. Conduct site surveys to validate equipment for all new requirements. 


-Assist the MCoE G-6 with Certificates of Networthiness (CON) and Configuration Control Board (CCB) submissions to Information Assurance. Implement configuration updates to the bridge topology as a result of changes to security requirements or the installation’s network architecture. Provide implementation status reports to the COR on an as- required basis. Assist the Government with AT&T and Army validations/certifications for VTC systems and provide updates to the GVS-SW database as changes occur. 


-Perform VTC and A/V suite installation to include but not all inclusive, televisions, speakers, Codec, Camera’s, and cabling. Provide expertise to Units on A/V requirements, sound management, noise conflict resolution etc. 


-Contractor may be required to procure cables, microphones, microphone stands, CODEC’s, conduit, etc. to meet the requirements in this PWS to setup and repair A/V and VTC equipment. Items purchased must be routed through the COR and approved by the KO and will be reimbursed on a separate supply CLIN. 


Qualifications  


-Must be experienced with determining requirements for VTC suite upgrades and have extensive knowledge of government enterprise network protocols and function.  


-Must determine requirements for VTC suites and provide a Bill of Materials (BOMs) and Statement of Work (SOW’s) to customers.  


-Must coordinate with outside vendors to facilitate VTC suite upgrades or repair for work to be performed in a non-supervisory role to ensure compliance for network connectivity and interface with the Ft. Benning Network Enterprise Center (NEC )for connection of new and existing CODECs.

The Anti-Corruption Management Analyst (referred to as Analyst for the remainder of the document) will serve in a several person unit, reporting to the Team Lead or his/her designee. The Analyst will support the design and implementation of anti-corruption policy, doctrine, and other lines of engagement on behalf of INL and the Department, including in coordination with other Department offices and units. Counter-Proliferation Analyst (Chemical SME), you will serve as a chemical subject-matter expert and technical authority with a focus on current/near-term events, plans, developments, and trends pertaining to the proliferation of WMD and chemical events; issues impacting chemical security; force protection; and force operability and survivability against a broad spectrum of nuclear, biological, chemical, and other WMD events. As a Chemical Subject Matter Expert, conducts applied research on specific intelligence issues pertaining to the WMD threats to US and allied nations; provides written input to reports and briefings; assists with answering requests for information (RFI); assists in research and analytical entries related to WMD; all for dissemination to Agency leadership and its personnel, Combatant Commands, and the Intelligence Community (IC). You will serve on a unique, multi-discipline team assisting DTRA, CCMDs, and IA and IC partners to fuse operations and intelligence information to enhance Whole of Government efforts against chemical WMDs, threats, and counter-proliferation efforts, and the threat networks that facilitate or employ those threats.  You will adhere to DTRA production standards supporting the Government’s Request for Support (RFS) and Named Area of Interest (NAI) processes.  You will assist in the preparation and the conduct of leader engagements with DTRA and commanders globally, to assist in developing processes that enhance situational understanding of chemical WMD and improvised threats, and the networks that employ or facilitate them to enable DOD, IA, and IC efforts focused on dismantling, disrupting, and defeating those threats. 


More About the Role:


As a Counter-Proliferation Analysts with specialized experience in chemical warfare and defense, you will analyze and produce intelligence products for the Defense Threat Reduction Agency (DTRA) focused on chemical WMDs, and counter-proliferation threats using advanced all source analytic capabilities.  You will apply expertise in chemical WMD, Counter-proliferation, and network analysis (Counter Threat Network), social network analysis, and command and control systems.  You will serve as an all-source counter-proliferation intelligence analyst with specialized experience in chemical warfare and defense whose primary responsibility will be informing DTRA activities through structured research using multiple sources and analytic tool suites.  You will deliver products that increase the client's situational understanding and comprehension of chemical WMD and improvised threats, and associated counter-proliferation networks.  You will assist in evaluating paths to chemical WMDs, including state WMD programs and potential proliferation, and support real-world missions in a dynamic client environment.


The Counter-Proliferation Analyst (Chemical SME) will respond to strategic operational and tactical collection needs based on raw intelligence and apply knowledge of related collection techniques and possess working knowledge of tradecraft and tools used in the chemical WMD and counter-proliferation collection environment.  You will assist in enabling DOD, IA, and IC communities of action to dismantle, disrupt, and defeat chemical WMD and counter-threat networks. To do this, you will prioritize and categorize requests for support, conduct near- and long-term analyses of device and network-centric problem sets, and fuse multiple intelligence disciplines. You will directly support embedded teammates, answer requests for support from customers and work closely with the senior analysts to develop high-quality products, and work closely with other members of the team to identify valuable information on chemical WMD and counter-proliferation threats, and enemy organizations; identify trends, patterns, and key nodes; and highlight relationships to the targeted enemy networks.


You’ll Bring These Qualifications:


Current Top Secret/Specialized Compartmented Information Security Clearance.

Bachelor’s degree in chemical-related field (chemistry, biochemistry, analytical chemistry, chemical engineering, inorganic chemistry, organic chemistry, physical chemistry) or more than 5 years of chemical field/lab work experience.

More than 3 years of experience providing intelligence analysis for DoD and/or an intelligence agency in an analyst role, including multi-intelligence WMD or counter-proliferation production in the past 7 years

Position Overview:


 


This position provides Special Operations Forces (SOF) planning and operational subject matter expertise and staff support to the Joint Multinational Readiness Center (JMRC) Operations Group (OPSGRP) located at Hohenfels, Germany.  JMRC’s mission is to train Multinational Interoperability to U.S., NATO, and partner nation forces up to the Brigade level in an extended Live, Virtual, and Constructive Decisive Action Training Environment. JMRC supports the U.S. Army Europe theater security cooperation plan through planning and participation in NATO and U.S. Army Europe exercise programs.


The Special Operations Forces (SOF) Planner is a SOF Subject Matter Expert (SME) and supporting member of the JMRC with focus on training SOF/Conventional Forces Interdependence, Interoperability and Integration (SOF/CF I3).   SOF Planner’s work in support of JMRC rotations/exercises includes development, review, coordination, revision, integration and timely delivery of exercise scenarios, orders and events that replicate real world SOF operations/contingencies with an intended training objective of preparing non-conventional and conventional forces for success in current and future missions. SOF Planner provides SOF SME/Planner advice, guidance, technical assistance, recommendations and assessment of unit readiness and capability to JMRC in support of training exercises. This support will occur throughout the full Joint Exercise Life Cycle (JELC) process period for each training exercise.


 


Duties:


 


·        Serves as SOF Planner and Subject Matter Expert for JMRC.


·        Writes/produces doctrinally correct special operations Warning Orders (WARNOs), Operations Orders (OPORDs), Fragmentary Orders (FRAGOs), Complex Battlefield Injects, and target packets for joint combined conventional and unconventional training rotations/exercises.


·        Develops and designs exercise scenarios, prepares and manages master events list which trigger exercise flow to meet training objectives.  Incorporates applicable Warfighting Functions, SOF structure and interrelationships, TTPs and knowledge of service/joint doctrine into training exercise scenarios. Reviews, coordinates, evaluates, and integrates exercise actions/events.


·        Coordinates and integrates SOF force involvement with overall planning and operational effort to ensure continuity, flow and real-world replication of SOF activity.


·        Serves as a SOF Scripter during exercise execution.  In a dynamic, fast paced operation, modifies or replaces planned events, then coordinates and integrates changes during exercise execution to adjust to training units plans/actions ensuring exercise objective needs are accomplished.


·        Utilizes Timed Phased Force and Deployment Data and the associated joint manning document to facilitate realistic force integration injects during joint training exercises.


·        Assesses operational readiness of SOF and conventional units on a continuing basis throughout the course of the exercise.


·        Provides substantive written and oral reports/briefings to Observer Controllers and other leadership on determinations of commander, staff and unit capability.  


Develops, reviews and revises military training plans and standards.

·        Organization, missions and personnel of other agencies and activities such as NETCOM staff elements, ARCENT, Coalition/Joint Task Force (CJTF)-Kuwait, the Coalition Land Forces Component Command (CFLCC), and Defense Information Systems Agency (DISA) Central Command (DISA-CENT), sufficient to coordinate signal operations matters related to exercise, mobilization, and operational requirements.


·        Ability to communicate technical signal operations and planning issues in a clear, understandable manner to support the government with effective management; ability to brief high level officials on recommended courses of action and resources; ability to prepare reports and other documents; and ability to participate in working groups, meetings and conferences.


·        Analytical ability to evaluate, integrate, and initiate plans, programs, and actions related to signal operations to adequately portray and present findings.


 


Preferred Experience


 


·        25U/25W MOS


·        Battlestaff Operations Experience


·        Joint Planning Experience


·        SFC/E7 or equivalent.


·        IAT III Certification or Equivalent.
