Project overview:

Valdez holds a current task order with USAFA/DFEC to support the development of two cooperative systems as they relate to UAV’s/UAS’s: Intelligent sensor networks for persistent tactical intelligence, surveillance, and reconnaissance, and multiple cooperative unmanned aerial systems (UAS) for persistent tactical intelligence, surveillance, and reconnaissance.

Position focus:

The Valdez team at DFEC requires a software engineer to assist in performance of software updates and software development for UAV ground stations, UAV onboard computers, ground sensor modules, unmanned service vehicles’ onboard computers, and the UAV ground database system. Position will also cooperate with senior Valdez engineers to perform UAV demonstrations and establish SOP for UAS Center as required.

Position competencies, details:

We do require someone who is a US citizen because of the restrictions on our software. In addition, we seek a candidate with a strong background in object-oriented design, preferably with C++ (or Java) programming experience. Someone from the industry who has designed or maintained distributed/multi-threaded object-oriented systems and frameworks.

In September, I will be starting a two-year masters program at Harvard’s Kennedy School.. As a result, I will be stepping down as the Executive Director of Vets for Freedom. I will remain closely affiliate with VFF as the group’s President; however, I will be unable to run the day-to-day operations of the organization.

As a result, we need to hire a new Executive Director (ED) to run our day-to-day and strategic operations in Washington, DC. To that end, everyone receiving this email is a veteran and would either make an excellent ED yourself, or would know a veteran who fits the bill. Disseminates NIMS Alert guidance and documents. Provides guidance on NIMS compliance requirements as determined by the headquarter's Preparedness Directorate.

KNOWLEDGE, SKILLS, & ABILITIES (KSAs):

1. Knowledge and significant experience with the implementation of the National Incident Management System, including the Incident Command System, resource typing, credentialing, training , exercise and planning, as well as recent DHS/FEMA preparedness initiatives, programs and policies that involve Federal, state, and local governments (or agencies) and volunteer organizations.

2. Ability to implement a program including the development of a strategy, training, exercises and corrective actions applying the policies found in NIMS and the NRF.

3. Ability to research and analyze complex programs and issues, draw conclusions, and provide recommendations for program implementation and/or action.

4. Knowledge of the National Incident Management System (NIMS) and the National Response Framework (NRF) as it relates to the function and responsibilities of FEMA's National Preparedness Division.


If the applicant meets the minimum qualifications, he/she will be given the minimum earned rating of 70 points. Applicants will then be rated by a rating panel, a subject matter expert, or Human Resources Specialist as determined by the Agency designee at the time of the rating. A maximum of 30 points may be awarded for KSA responses. The minimum earned rating plus the earned rating for all the KSAs will be combined to arrive at the total earned rating.

CONDITIONS OF EMPLOYMENT AT FEMA

KEY POSITION: This is a Key Position, therefore, it precludes incumbent from being a member of the Ready Reserves or National Guard.


EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.


Employees are required to wear an electronic pager and maintain a working telephone in their residence at all times and be on call.


REGISTRATION FOR SELECTIVE SERVICE: The Defense Authorization Act of 1986 requires that all male applicants born after 12-31-59, who are required to register under the Military Selective Service Act, be registered or they are not eligible for appointment within this Agency.


CITIZENSHIP: Under Executive Order 11935, only United States citizens and nationals (residents of American Samoa and Swains Island) may compete for civil service jobs.
