Information Operations SME
We are seeking an Information Operations SME to join our team in Northern Virginia. The SME must have an active DoD Top Secret/SCI Clearance (Required)
Information Operations SME will plan and coordinate DOD client efforts. Interface with Combatant Commands, Services, joint organizations, and Other Government Agencies to integrate information operations capabilities.
SME must be able to deploy for short periods of time to develop proposed Tactics, Techniques, & Procedures (TTP) and technology solutions to counter capability and training gaps.
Specific Duties and Responsibilities: We are searching for self-motivated people with significant experience to provide IO related planning and coordination support to a U.S. Government client.
Job responsibilities include, but are not limited to the analysis and assessment of information and intelligence related to IO, the development and assessment of operational and tactical-level IO plans and orders, and the review and analysis of operational-level IO-related directives and initiatives.
Specific skill sets that are being sought include: Electronic Warfare (EW), Operational Security (OPSEC), Military Deception (MILDEC), Computer Network Operations (CNO), and Psychological Operations (PSYOP).
Experience (Desired Skill Sets): must have experience in an IO core capability or have completed Joint IO Planners Course; deployed military experience in a recent theater of operations (OEF, OIF) is preferred; ability to operate with minimal guidance and supervision.
The IO SME must maintain close contact with commercial and academic developments due to the rapid changes in technology. Use independent judgment to develop ways to obtain information on, and evaluate the significance of, technical advancements in information, automation and data management activities involving analysis in an IO area where technology is changing rapidly and extensive uniqueness in IO practices and requirements within Major Command (MACOM), Army, Defense Intelligence Agency (DIA), National Security Agency (NSA), Office of the Secretary of Defense (OSD) and interdependent activities is involved.

10. ABCS and C4ISR Simulation Training and Exercise Support Personnel (Fort Hood, TX; Fort Carson, CO; Fort Riley, KS; Fort Sill, OK and Fort Bliss, TX)
Work performed under this contract will be at Fort Hood, TX; Fort Carson, CO; and Fort Riley, KS, with potential for expansion to Fort Sill, OK and Fort Bliss, TX. Minimum SECRET clearance required.
This support includes the management and operation of classrooms and work cells, reconfigurable tactical operations centers (RTOCs), simulation center, vehicle pads, and other related training support activities.
Serves as the simulation system expert; maintaining continuous operation of simulation and communications systems. Answer questions pertaining to the application of simulation system operation to achieve desired training objectives. Determines the simulation system best suited to the type of unit and proposed commander’s training objectives. Works with staff, develop collective training scenarios that meet the exercising commander’s training objectives.
Recommend the number of workstations at each location and method of simulation control. Operate a work station for the monitoring and recording of exercise progress, conduct non-intrusive quality assurance, collect data for post-exercise analysis, and record check points at specified intervals to serve as exercise backup and historical documentation.
Provide training and simulation systems and software engineering support, to include systems design, analysis, development, integration, and technical assistance. Document and submit plans to guide the implementation of necessary system hardware and software communications including subsystem interfaces (both hardware and software). Deliver documentation to inform users of the specific capabilities and applications of the system(s) being supported.
Provide Observer, Controller, and Trainer support for virtual, constructive, digital and live training, using analog or digital command and control systems and communication devices as determined by the Government. Provide a recommendation to the appropriate individuals (Exercise Director, simulation director, etc) on which simulation model to use for each exercise based on the participating unit's training objectives, task organization and scenario. Configure the simulation system and database to represent the task organization to be used in the exercise for the database check and mini exercise rehearsal. Modify existing databases, and supporting documentation to meet the exercised unit's training objectives. Complete the exercise database to include weapons performance, table of organization, and equipment or task organization, unit location and operations files.
Provide and maintain communication interfaces with established Army Battle Command System (ABCS) systems to provide C4I services for training and exercises. Provide digital-to-analog and analog-to-digital support, and either use an existing interface or provide an interface to government training aids, devices, stimulators, or simulations.
Responsible for the preparation, modification, use, verification and validation, configuration management, and storage of necessary training and exercise databases and associated supporting documentation. Ensure that data security, including data retrieval, transmission, and storage is a paramount consideration.
Provide routine (non-warranty) maintenance support on hardware systems, networks, and software products. Maintain training and exercise networks for both local area and wide area networks (LAN and WAN). Reconfigure training areas (classrooms, reconfigurable tactical operation centers, exercise areas, work cells, etc). Operate both the local and wide area networks with the line of demarcation.
Develop structured training plans in support of training and provide telecommunications support. This includes assisting in the network and communications system accreditation process, establishing systems administrators (SA) and providing sufficient Information Management officers (IMO). It also involves all documentation and reporting that accompanies Department of Defense Information Technology Security Certification and Accreditation Process (DITSCAP) certification and accreditation of networks.
Provide system administration and systems management of Systems administration shall include provision of a Network Engineer and Communications Engineer to ensure that all internal and external communications are operated and maintained in accordance with approved standards and regulations. System management functions include installing software, managing user accounts, constructing communication files, conducting and archiving backup files, recovery, maintaining the technical library, secure operation and storage of encryption devices, and tuning systems parameters for optimal functioning.

Work is to be performed at Headquarters Forces Command, Fort McPherson, GA within Marshall Hall (Bldg 200), with periodic travel. In FY11, HQ, FORSCOM is scheduled to move to Ft.
